The House Budget Committee has voted down a Republican motion in support of the abortion language favored by Rep. Bart Stupak on a 19 to 17 vote, with three Democrats voting in favor of it.
The Democrats were: Reps. Marion Berry, Marcy Kuptur, and Jim Langevin. Of the three, Berry is the only whose vote for the bill may realistically hinge on abortion language.
Earlier today, the Democrats passed a “shell” reconciliation bill through the Budget Committee, which they sent to the Rules Committee with out changes. This will allow the Rules Committee to strip the bill, and then insert whatever changes they want. While Republicans cannot offer any amendments, they have been allowed to offer non-binding motions to instruct, allowing highlight some issues with the health care legislation.
