Skinning the Cat, Treaty-Style

No cap-n-trade, ensuring (one would hope) no Kyoto II? No problem!

Actually, there’s more to this story and, if pursued instead of Kyoto II, and not in the interim until they can find a way to also ration energy use (carbon dioxide emissions), then I can think of worse occupations for certain never-idle hands. Heck, Obama could have slipped ratification of the Law of the Sea Treaty through as a honeymoon/first 100 days item (expressly governing ‘land-borne pollution’ and has a court!) and fortunately he blew the chance. So keep them busy fiddling with Montreal to reduce HFCs.

And here’s a hint about some of the nerdish intrigue involved: watch how Europe takes to this approach ad ask yourself why are they so upset?
