Actually, there’s more to this story and, if pursued instead of Kyoto II, and not in the interim until they can find a way to also ration energy use (carbon dioxide emissions), then I can think of worse occupations for certain never-idle hands. Heck, Obama could have slipped ratification of the Law of the Sea Treaty through as a honeymoon/first 100 days item (expressly governing ‘land-borne pollution’ and has a court!) and fortunately he blew the chance. So keep them busy fiddling with Montreal to reduce HFCs.
