Robert Costa reports that Sen. Rand Paul’s (R-KY) attempt to attach an amendment to a small business reauthorization bill that expresses the sense of the Senate that candidate Barack Obama was right about presidents needing congressional authorization has sent the Democrats into a tizzy. On Wednesday, it got Sen. Dick Durbin (D-IL) to say President Bush broke precedent by getting congressional approval for the wars in Iraq and Afghanistan. Today, it apparently got Senate Majority Leader Harry Reid to adjourn the Senate.
