James, I suppose it depends on the definition of “second tier.” Although Huckabee’s economic views are not acceptable to many conservatives, don’t Paul’s foreign policy views make his ceiling for votes “lower” than Huckabee’s? So if “second tier” is a standard of viability/likelihood of emerging into the top tier many would still rank Huckabee higher. However, if it is a financial ranking than the numbers speak for themselves. (Could Paul actually have more cash on hand than McCain or Thompson?)
