Changing of the Guard
Arizona Gov. Janet Napolitano has done little to protect the state from illegal immigration, and under her leadership Arizona is now tied for last place in the nation for emergency disaster preparedness.
So why has incoming president Barack Obama picked Napolitano for secretary of homeland security? It clearly has nothing to do with her record. She is leaving Arizona with the highest budget deficit ever, and the highest budget deficit per capita in the nation after California, at more than $2 billion.
Obama probably selected Napolitano because she is one of a small handful of Democrats who fit the necessary stereotype of "tough," and she satisfies a female diversity quota. Napolitano looks and sounds tough, but her policies suggest otherwise. Democrats find this kind of person appropriate for a law enforcement leadership position, much the way Janet Reno was tapped by former president Bill Clinton to fill the attorney general position. In fact, many initially thought Napolitano would be selected by Obama for that same office.
What is Napolitano’s actual experience and legacy in Arizona? Napolitano was elected governor in 2002 due to an unprecedented relentless campaign on her behalf by the local liberal newspapers. She disingenuously ran as a conservative, the only way to get elected to statewide office in Arizona, emphasizing her former law enforcement role as the state's attorney general.
Napolitano's most visible legacy is turning Arizona into the biggest police state in the nation with "Janet Cams," authorizing more speed cameras than any other state. State Treasurer Dean Martin has argued that they are unconstitutional, because the legislature did not approve them as an additional taxing source. The Arizona Department of Public Safety has admitted their purpose is not public safety, but revenue generation. Ballot initiatives are already circulating to repeal the cameras, since the last thing the state needs right now is another license to spend more money. Fines from the speeding tickets go to fund Clean Elections, a failed government experiment that funds the campaigns of candidates running for state offices.
In terms of her administrative abilities, Napolitano was the first governor in Arizona to use debt to balance general fund budgets -- finding a way around the state constitution’s prohibition against the state accumulating more than $350,000 in debt. Business Week recently ranked Arizona's budget problems the worst in the country.
Although Arizona has the highest rate of illegal immigration in the country, and the highest number of illegal immigrants proportionate to the general population of any state, Napolitano vetoed seven bills as governor that would have cracked down on illegal immigration. She supported drivers' licenses for illegal immigrants, and took away funding from Maricopa County Sheriff Joe Arpaio that he was using to enforce illegal immigration laws. She opposes a border fence, laughingly dismissing it, "you show me a 50 foot fence, I'll show you a 51 foot ladder."
Napolitano has made only two symbolic efforts to combat illegal immigration, repeatedly touted by her proponents as evidence she is tough on illegal immigration. The first was sending the National Guard to the border, which she was forced into doing after first vetoing a bill ordering her to. She initially tried to get out of it by claiming it was the federal government's responsibility to fund the National Guard at the border. Ultimately she sabotaged the effort by limiting the role of the National Guard to administrative functions, not illegal immigration law enforcement.
Napolitano's second symbolic measure against illegal immigration involved Arizona's employer sanctions law. When it was first passed by the legislature in 2006, Napolitano vetoed it, claiming it wasn't tough enough. At the time, everyone knew it was unlikely because she had vetoed every other law against illegal immigration. So the legislature called her bluff. The next year, it passed a tougher version of the bill, and anti-illegal immigration activists circulated an even tougher ballot measure in case she vetoed it. Considering Arizona voters passed four anti-illegal immigration measures with over 70% approval in 2006, Napolitano was trapped and forced to sign it, giving Arizona the toughest employer sanctions law in the nation.
Napolitano's accomplishments prior to becoming governor of Arizona were unimpressive. She was tapped by former President Bill Clinton for U.S. attorney after she came to public prominence representing Anita Hill against Clarence Thomas at his judicial confirmation hearings. In his book, The Real Anita Hill, David Brock documented how Napolitano put a witness on the stand who wasn't corroborating Hill's version of the facts, so Napolitano took her off the stand and had her return and claim amnesia. After leaving the U.S. attorney's office, Napolitano became state attorney general, where her only memorable accomplishment was banning Christmas decorations from the public areas of the office, which received national attention and protest.
In her six years as Arizona's governor, Napolitano has proactively failed to protect Arizona's borders from the highest rate of illegal immigration in the country. Based on this record, it is unlikely she will do much better protecting America's homeland from terrorists. Arizonans are delighted to see her go so we can fix our budget and illegal immigration problem, but at what cost to the nation as a whole?

Look at it this way. The Department of Homeland Security is allot like the Department of Education, spews a lot of intellectual hot air, a bloated bureaucracy, but offers nothing of any real substance, kinda like the UN.

In a certain way, Obama's cabinet picks may come back to bite the left later on. Losing his senate seat and Hillary's (I say let Caroline Kennedy complete the term as an inept senator and maybe we can get a republican in there), and with losing the AZ and NM governors gone, there is a definite opportunity in some of these cases for R pickups down the road with the right candidates. We also need to remember that off-year elections typically favor opposing parties, and we need to make sure the mistakes of the left are heavily advertised in the next couple of years.

We need the SAVE ACT and E-verify used for every business and to be sure illegals stay out of the market and American can get any Job they want or need.
E-verify does not discriminate against RACE, Religion, SEX or physically capability only your Citizenship and your LEGAL right to be and work in United States.
If we can stop Predatory business owners from hiring then the Illegal Aliens will not Stay and return to their native Countries.
This ISSUE is not about RACE, but ALL Governments Federal/State/LOCAL not doing their jobs, because big and small business owners want cheap workers and no labor laws to bother with.

Come on, Janet's not THAT bad, just because she's not that good. Even the liberal "American Prospect" had to admit:

Obviously, Napolitano has problems from our perspective, some of the latest being the setting up of photo enforcement all over Arizona freeways, allowing the banning of Christmas lights from state offices, etc. But what liberal wouldn't have problems?
She is competent, and tends to be pragmatic, which is probably why Obama chose her. The budget deficit is just as much to blame on the Republican legislature as on Napolitano, and also because we're heavily dependent on sales tax revenue, which obviously goes down during a recession.
So, yes, let us keep a sharp eye on Janet and the rest of the Obama administration, but let's not overdo it. Any liberal that the loony left can call a "blob for milquetoast party apparatchiks" or a "neutered Republican" can't be all bad.

I'm not sorry to see her go, but if you have to have a Democratic governor, she's the type you want--does nothing, has no accomplishments, and makes as few waves as possible. She's done so little that even this article has a hard time coming up with anything really rotten.
That doesn't mean she'd make a good SHS. Indeed, what we need at HS is...well, General Petreaus. Somebody who will look at the situation from a non-bureaucratic perspective. We don't need another manager, we need a leader. President Bush made the same mistake, thinking himself primarily a manager, and choosing managers for most of his cabinet. Leaders are not necesarily managers, and managers are not necessarily leaders. The government needs to borrow a page from the military and have CO/XO teams for every leadership post. That is something Petreaus could do for HS, and that will never occur to the slow, marginally competent, Peter-Principle-Exemplar Napolitano.

Hate to be the bearer of bad news, but Arizona is not Kalifornia Lite, it has become it's evil twin. The discernable differences are hardly evident any more. Used to be when a person crossed the Colorado River at Ehrenberg, they reassumed all sorts of natural rights. Now it is a daily battle to keep those rights existant in Arizona. The Kalifornication of Arizona was practically completed under Nappy. I have little confidence the damage she did can be undone since so many that have relocated here from Kalifornia simply love the comfortable likeness of whence they came and are now here in sufficient numbers to influence the political structure. Those of us who are American Traditionalists are rapidly running out of places to go to that reflect the Old America we grew up in.

My Lord, Janet Napolitano is more than a joke. She is pathetic. As the articles writer has pointed out, she is just about the worst person one could elect for Homeland Security. But I need to qualify that statement. If she was picked because the Obama administration felt she had the same talent for, shuffling, jiving, and delaying as did M. Chertoff in Bush's Administration, then from the open borders Obama Administration Napolitano is definitely a good pick for Homeland Security Chief. Americans we need to wake up big time.

I can’t say the ILLEGAL ALIENS are completely to blame for the shape of our economy, but they are a BIG part of the problem. The ILLEGAL ALIENS send BILLIONS upon BILLIONS out of this Country every year, money we will NEVER see again. Does this help our economy? How about the BILLIONS the American taxpayers fork out for the ANCHOR BABIES, the schooling of them, the medical care and the list goes on, and on, and on.

The perfect tool we have so far is E-Verify. It MUST be used on ALL businesses and Government Social Services. EVERY employee must be checked! If they are illegal, they are to be dismissed and deported! I believe it is time for all 50 States to pass a State law, like Arizona, Oklahoma, Mississippi, Missouri, South Carolina and a few others. It is time for these ILLEGAL ALIENS to go back to their home Country and get out of this Country. The problems they are causing will not go away until the ILLEGAL ALIENS are out of this Country. I think that is plain to see.
Let's hope and pray that 2009 will find ALL the ILELGAL ALIENS back in their home Country where they belong.

Roy, while I don't think Napolitano is qualified for her position (just as I don't think Palin is qualified), the whites only sign over the Republican party is real. There is no real outreach to the growing segments of our society. I do believe the anti-Jew, anti-gay, anti-Hispanic rhetoric that you hear from a segment of conservatives is real and is a danger for mainstream, non-bigoted, Republicans. I find it interesting that there are no posts here, even by you, condemning these statements. Republicans are unwilling to condemn the people who spew hate against those bigots because the realize they are an "important" part of the party. That doesn't make me feel good. Does it make you?
Furthermore, many of these people think of themselves as "social conservatives" so what they believe is right without regard for reason. I know these people are a minority. But when no one speaks out, it becomes a majority. Think about it.
Next time, when this happens, if you really think it is abhorrent, show some huevos and speak out against it.

SO I agree; you need to wake up to what is being done to you. One thing you do not protest is a fact you have become accustomed to so much that you don`t see it anymore; when a state wants to have money manufactured in order to make bussinesses easier than the bartering, they can ask a printer to print them. Then the state will pay for the paper,ink,work,transportation and a reasonable profit to the printer,and that should be it,right? But your state allso pays the printer the very amount printed ON the paper! Why in heavens name does the state do that? it sounds like a fools paradise. Do take the advise of so many Americans ;WAKE UP!!!

This selection supports my belief that the leftists (or Progressives as they now call themselves) truly DO NOT believe there is any threat from the worlwide Islamic Terrorist movement. They have convinced themselves that the Islamic Jihad threat is simply a construct fabricated by the dastardly Cheney and the Bush Admin. They actually believe that if you simply "make nice" with the Islamists, sit down and talk nicely to them and give them a lot of money to rid the Mideast of "poverty", the terrorists will just go away and become peaceful, productive citizens.

I moved to Phoenix in 2002 and have regretted it ever since. I've lived all over America in my 51 years and this is the most crime ridden, drug infested city I've seen yet. The cost of living is terrible, quality of life gross, wages near the bottom of the nation. (Although, outside of this city, I've met some awesome people and seen some beautiful places) The article and comments here re-affirm some of my faith in Americans.
