The Cato Institute’s Chris Edwards, who grades the governors on their fiscal records, gave Texas governor and Republican presidential hopeful Rick Perry “B” grades in his last two report cards. Taking a closer look at Perry’s achievements on spending, Edwards finds:
Thus, Mr. Perry has been Mr. Average on state spending. Over the past decade, per capita state general fund spending rose the same amount in Texas as the nation as a whole.
