In a victory for House Speaker John Boehner, the House passed his bill reinstating the DC opportunity scholarship program over determined Democratic opposition and nine Republican defections. The White House has said it opposes the measure, but has also stopped short of issuing a veto threat. Boehner, naturally, fought back tears.
