On Friday, a bill that would redefine marriage to include same-sex couples stalled in Maryland’s Democratic-controlled legislature. The legislation was widely expected to pass and now is effectively dead for the remainder of the year. Opposition from the Catholic Church and black congregregations turned the tide, causing one-third of the Democratic caucus to vote against the bill. The state speaker of the House has vowed to try again next year.
