I keep reading that the late Sen. Robert Byrd was a “defender of the Constitution.” Nothing better symbolizes Byrd’s idiosyncratic definition of constitutionalism than his national Constitution Day. It required public schools to instill reverence for the Constitution — via an unconstitutional federal program.
