Kengor laments the challenge of saying something charitable and positive — at the time of Carter’s death — about a presidency that he feels was a “failure” and “one of the worst in the history of America.” Nevertheless, Kengor praises Carter for work that he believes deserves praise, while also criticizing the 39th president for his many failures.
