Bill calling for state investigation stalls in committee run by ACORN member. (UPDATED 10/20/09, 10:03 p.m.)
ACORN is inside the gates.
The American Spectator has learned that a bill introduced in the Pennsylvania legislature to investigate the activities of the controversial Association of Community Organizations for Reform Now — ACORN — is stalled in the powerful State Government Committee.
The chairman, State Representative Babette Josephs, a Philadelphia Democrat, is a member of ACORN.
The revelation of Chairman Joseph’s ACORN ties came in a now long-forgotten April 3, 2008 hearing of the House State Government Committee. The hearing took place at 9:05 in the morning in room 205 of the Ryan Office Building in the State Capitol Complex in Harrisburg. The purpose of the hearing was to discuss the upcoming (April 22nd) Pennsylvania primary election preparations with Governor Ed Rendell’s Secretary of the Commonwealth, Pedro Cortes. As Cortes was being questioned by Committee members, there was this exchange, released in the official Committee transcript, between Berks County (Reading) Representative Carl Mantz, a Republican, and Chairman Josephs:
REPRESENTATIVE MANTZ: Yes. In my own county, there have been news reports in my county, Berks County, Lehigh County, in my district and also Philadelphia, about allegations respecting the activities of the ACORN, the Association of Community Organizations for Reform Now. And allegations have been made that ACORN and its employees have submitted fraudulent voter registrations. Number one , I guess my question is, is it legal for Pennsylvania, in this state, to compensate individuals or voters, each voter registration that a person — I understand that that’s apparently — I don’t believe that’s — I see Al Masland has left, and I apologize. I’m not as familiar with the statute in that respect.
CHAIR JOSEPHS: Mr. Mantz, we can get the answer to you, but I would like to say that I am a member of ACORN, and they do not do that.
On July 30th of 2009, Representative Stephen Barrar, a Republican from Chester and Delaware counties who does not serve on Josephs’ State Government Committee, introduced House Resolution 426. The bill, referred to the State Government Committee, calls for a formal request from the Pennsylvania House of Representatives to the state attorney general to investigate ACORN. Josephs, in her role as chairman, controls the committee. The bill has gone nowhere, leading to the belief by legislative sources that Josephs is using her power as chairman of the State Government Committee to protect the controversial group of which she herself is a member.
In contrast, Republicans say, on June 19, 2007, when the leadership of the Democratic-controlled State House wanted to rush through a bill tolling Interstate 80, they passed House Bill 1590 as a “blank bill.” Meaning the bill literally had no words in it. It was whipped out of committee and passed within hours, then sent over to the GOP controlled Senate before the day was out.
At 31 session days and counting from the date of Barrar’s ACORN investigation bill, the contrast with the reaction from the U.S. Congress could not be greater. Within days of recent revelations showing ACORN employees in five different cities appearing to assist undercover investigative journalists in questionable activities involving prostitution, tax laws and the importation of underage girls for what amounts to sex slavery, both the U.S. Senate and House took immediate action. The Senate cut off federal housing money for ACORN by an overwhelming 83-7 margin, while on Thursday the House, like the Senate controlled by Democrats, passed the “Defund Acorn Act” by a stunning 345-75 vote.
In the Pennsylvania legislature, things are quite different.
On Thursday, while Democrats in Washington joined Republicans in defunding ACORN, Barrar made an attempt to follow the Congress. He “attempted to a add a provision” cutting off state funding for ACORN by adding a requirement to the state’s fiscal code that would ban ACORN and other political groups “from receiving public funding.”
Democrats in the State House voted unanimously to refuse to even consider the motion, further fueling suspicion that Barrar’s call for an ACORN investigation will never see the light of day.
Said Barrar: “This organization has portrayed itself as a nonprofit, nonpartisan, social justice organization, but it appears to be a partisan political organization, consistently mired in voter fraud allegations, and now its staffers have apparently shown people how to break the law.” He added, “The people of Pennsylvania do not want their hard-earned tax dollars to fund the political activities of such groups.”
The Democrats in the House disagreed. The rejected bill would have denied all public funding for groups that are engaged in political activities such as:
• Actively managing a political campaign
• Soliciting or handling political contributions
• Soliciting votes
• Endorsing or opposing candidates
• Circulating partisan nominating petitions
• Organizing partisan voter registration drives

Our system of local soviets (that's the name of community organizations in the defunct USSR) under the overall White House direction is engaged in widespread fraud in home mortgages for "underserved minorities", in voter registration fraud, and in direct voter voting fraud. They bankrupted Fannie May and Freddie Mac, now nationalized. Of course that in Minnesota, Washington, and Pennsylvania the voting officials are Democrats in debt to ACORN. Also, the AG Holder is a supporter of terrorists (pardoner of Puerto Rican terrorists, lawyer for Fidel Castro in the Elian Gonzalez case, prosecutor of CIA agents) who squashed the congressional investigation of voter fraud and intimidation by the ACORN thugs.

For what it's worth, the government hasn't been too particular about who they've sold down the river lately. What you don't realize is that if government hadn't been gorging at the trough for the last twenty years, it would never have been necessary to create groups like ACORN to begin with.
They create the problem with spending, taxes, and regulation, then they spend more (of your money) to create organizations to "help" you. You're supposed to be thankful.

My reply: The FACT is that CARTER lit the embers for the mortgage meltdown way back in 1977 when he created the Community Reinvestment Act. It presumably started with noble ambitions to get lower income and minority families into homes. Then in 1989 Pres. George H.W. Bush, after the savings and loan crisis in the early 80's, there was a general reform and increased public oversight of the banking industry. Then Bill Clinton proposed regulatory reforms should go into effect in 1995 to 'reduce the cost and compliance burden' associated with the Community Reinvestment Act - therefore LOOSENING standards to receive home loans. Then around 2007 Pres. George W. Bush tried to get these lending standards reined in again, but lost that battle because by that time the House and Senate was controlled by the Democrats.
So, to sum this up: CLINTON LOOSENED THE LENDING CONTROLS - THEN WHEN BUSH TRIED TO REIN THE INDUSTRY BACK IN, HE WAS VOTED DOWN BY THE DEMOCRATS WHO CONTROLLED BOTH HOUSES IN 2007!!!!!
SO THE BLAME DOES INDEED LIE AT THE FEET OF THE DEMOCRATS!!!!

my question is: why did't Bush bring this to the American people, if it was such a concern? He certainly addressed the war on Iraq over and over again. I seem to remember Bush bragging about a home ownership society. Seems to me that Bush and the Republicans are just as responsible as those who inititated it before them. Politicians of all stripes benefited from ACORN. Rick Perry in Texas apparently did, too. Our government is now so complicated and overwhelmingly bureaucratic, and our personal wealth and materialistic attitude so great in this country that we have lost site of our constitutional duties as citizens to take part in the running of our country.
I think we are getting what we deserve right about now. We have been derelict in the preservation of our basic rights. The majority of the voters decided that feeling good and a "free ride" were worth more than our individual rights.
Blood will need to be shed on both sides to regain our freedom and liberty.

You now have the opportunity to advance your education under any number of programs. Don't blame others for what you are not doing. You have the time and the resources are all around you. Education is the universal employment insurance policy. So now you have to choose - blame somebody else for your circumstances - or get off your a** and take control of your life. The best helping hand you can get is your own. When you rely on someone else to help you then they are in control of your life - not you!

But check the history of the Mortgage/Banks/financial crisis - ACORN were the thugs that pushed/threatened/coerced banks to make loans to people without jobs, income etc. Of course that "broke the banks" and then they come in to look like the savior to "help" you out!

Blame it on Bush. Acorn was founded in the 70's, aided by the Carter Administration, and almost every Democrat since then. The Bush Administration tried on at least two different occasions to strengthen banking regulations in regards to Fannie and Freddie but both times was blocked by Charlie Rangel. jr. Talk-show-host Jason Lewis denounced ACORN, AARP,the Teachers' Union(s) etc. back in the early '90s. It is now that some courageous people went under cover and dug some dirt on ACORN that got this ball rolling, although Representative Machelle Bachman has been working on ACORN controlls almost since she was elected. As with soooooo many issues, where are the investigative reporters? It has taken the "Alternative Media" to report even after someone did the leg work to get the information!

jr, do you remember all the hysteria from Democrats about how Bush was "politicizing" the justice department by firing a handful of them? He fired them because he wanted them to actually prosecute voter fraud, and they refused. So he canned them, which was entirely his perogative seeing as their positions have always served at the pleasure of the President (and, yes, they've always been political appointments). In return for -trying- to go after voter fraud (which would certainly have included ACORN), the Democrats created a completely fake "scandal" that lasted well over a year in the media. So, yes, we can just blame the Democrats for that one.

I see the politicians solved the campaign finance reform issue all by themselves. Create a group, give it tons of money and then have that group "support" your re-election bid. Too bad politician's wheels don't turn as well when it comes to actually solving the country's problems.

Jeffrey, there's this technique in journalism called fact checking. I assume you've heard of it. Actually, I'm sure you haven't because if you had, you never would have written this piece of trash.
There is no "bill...to investigate." The "bill" you refer to is a non-binding resolution. It's meaningless. The PA House could pass it every week, and it would have no force in law. If you had taken two minutes to read the thing, you could have figured that out.
If you had thought it through logically, you would have realized the idea of the PA Attorney General needing a bill from the legislature to start an investigation doesn't pass the smell test. Our AG can start an investigation at anytime. He doesn't need the legislature's permission.
So the real question you cons should be asking is, why is PA Attorney General Tom Corbett (R) stalling on a criminal probe of ACORN?

Since I began my career working in the Pennsylvania legislature (were you there?) I know the term "bill" is both a specific and a generic. It is used here as a generic, and I'm sorry you couldn't pick up on that. Perhaps I should have explained in more detail? I also know that a "non-binding resolution" can have enormous public impact.
I have no reason to believe Attorney General Corbett is shy about launching investigations. Somehow I suspect if he were doing this you would be complaining about aggressive prosecutors. Apparently, you are not about the truth but rather the "heads I win, tails you lose" school of politics. Too bad. This is much too important for that, as even most Democrats in Washington agree.

Jeffrey, first, I appreciate the reply. And I'll dial back the heated rhetoric a bit since you are willing to engage. I'm always fine with talking with conservatives, as long as we can talk reasonably and shake hands at the end.
The bottom line does go back to my original point. If there is something there, AG Corbett can investigate it. He does not need the legislature to give him the green light.
Corbett is currently in the midst of another investigation that has political overtones- the so-called Bonusgate scandal, in which legislators and legislative staff have been charged and are being investigated for giving and receiving taxpayer-funded bonuses for campaign work. So far, only Democrats have been charged, even though the whispers around Harrisburg are that all four legislative caucuses have done this.
Corbett is running for governor and will face accusations of partisanship if he does not charge any Republicans. So my guess is that he would only go after ACORN if there is something concrete there. If he went after ACORN on flimsy evidence, he would be further accused of using his office to go after Republicans' political enemies.

Jeffrey, the next layer of the leftist onion to be peeled is the use of non profits to oversee all of the building of affordable housing. there are small, local non profits that are tied to ACORN and agencies like them whose charter is to build affordable housing in areas of need.
My company has attempted to work with them many times throughout the South until we discovered they were totally bogus. These non profits have fully staffed offices with construction loans approved and nothing ever takes place. Most of them only siphon grant money to fund their salaries and trips to seminars. The main purpose of the seminars is not to learn how to get energy efficient housing built quickly for the deserving homeowners in areas of need. No, the main topic at these seminars is how to get more grants to further fund their non profit (that doesn't do anything!) One non profit director for an affordable housing agency was not just the director, but a salaried City Supervisor, a real estate agent and a mortgage writer (kind of a 'one stop shop' wouldn't you say?)
If any of us tried to do this, we'd be put in jail.
When America gets the full knowledge of how much of our wealth is wasted by these 'feel good' agencies, we may have to start over with all of our politicians!

Thanks for an incite full look at some of ACORN's machinations. Looking into that mess is like coming across a maggot infested corpse....it just gets more rotten. Yanking funding is only the first step. They have bought and paid for tools in the government ON BOTH SIDES OF THE ISLE who will quickly move to subvert any reforms as you have noted.....Their partners in crime or rather one of their closest partners in crime is SEIU who has tentacles in many if not all state legislatures and a definite stranglehold on some through state-services union activism.
SEIU's illegal activities go-way back here on the left coast.....When I was I college student in Fresno After I left active duty In the Marine Corps I worked at a small MANUFACTURING plant where I was forced to become a member of SEIU if I wanted to work I never did ascertain how a janitors union gained control of a manufactory....This was SEIU out of Oakland CA. We never saw a union rep. Any ballot that came out had one name and one check mark offered...this really rankled and smelled of long dead herring but as a starving student glad to have a graveyard shift job I ignored my instinct to tell them to stuff it and moved on. This is but a micro-cosmic look at the monumental task involved in unraveling these interwoven deeply imbedded crime syndications within our governments....G-d bless you for your efforts...G-d bless those two kids for their courage

While I agree with the sentiment, the reality is that the public in all 50 states just aren't up for it. They are too attached to their childish mentality of wanting Someone Else to take care of all the big problems they Encounter in Life.
Children look to parents to provide lifestyle, sustenance and security. When they grow up but never learn to approach life like Adults (who know Life isn't fair, and one must work hard and sacrifice to provide both living and freedom), they carry this mentality with them, and begin teaching their Children to do the same.
The Child Mentality:
1) It's not fair! - anything that goes against the appetite and desires of the Child-Mind is inherently not fair;
2) Do I have to do my chores? - Hard work is anathema, something to be avoided. Especially as it applies to the things that require sacrifice - like charity, guarding freedom, Christian ministry, civil duties, etc
3) Someone else can do it! - because it interferes on the desires, Children will find a way to shift the burden of responsibility to someone else.
4) Can you go easy on me? - Children do not want to go through the failure process that gives them the skill, patience, and strength to face tough times that Adults realize must take place for their Children to truly survive in theis world.
Sadly, Political Party tag isn't a signal distinction, as the Republican leadership exhibits the same Mentality and goals as their Democrat counterparts - the only difference is the speed in getting there.
Some states are so full of this mentality, it will take a real catastrophe, coupled with no government assistance, to lead those who can stand on their own to do so. It would take a great deal of hardship to restore what the Child Mentality has taken from us as a society.
So while your emotion is certainly there, bear in mind that in many States in the Union, the Child Mindset (to one degree or another) has become the expected norm. They will fight to keep it in place, even if it has so plainly and obviously demonstrated endulging in it is counter to their best interests.
Evidence Detroit, St. Louis, New Orleans, Philadelphia, Los Angelos, and San Francisco.
Bankrupt, going down the tubes - and the common thread between them all?
Here's to the Adults making their stand for America, allowing the Children to fail at their experiment. Tough Love? Indeed.

So, let's use it all to our advantage by confronting more of the radical conservatives views back in D.C..
The Tea bag movement rhetoric can be undermined in a few ways; here are my suggestions.
We can continue forcing conservatives to continue playing defense on the issue of race by spending the early parts of next week analyzing Nancy Pelosi's fears in ways that point out the dangers that the radical Right are making can be a threat to the Speakers life.
Force the Tea bagers to defend the fact that the Republican officials who voted with Bu$h up around 90% of the time are now trying to peddle for their support.
Connect the elected conservative officials to former President Bu$h big spending by speaking out about the conservatives officials voting records.
Counter the fear mongering tactics used by the right by defining the mongers as people who should be enjoying the day like most Americans & not trying to re-live the battle of Bunker Hill.Turn the radicals fears in into a hate pointed at the wrong people, being that was Wall Street that created this problem.
Exploit the fact that many of their supporters are recipients of the big government programs like Social Security & Medicare & force their supporters to defend those facts.
Market the fact that poor Republican leadership helped create the worse financial crisis in the history of America.
Finally, force internal squabbles by vigorously questioning if the Tea party movement is a way for Republicans to continue tricking true conservative thinkers into voting for Republicans who exploit their beliefs for election reasons only. We need the Tea Party movement to purge the left leaning Republicans from their movement.
The most valuable commodity I know of is information, wouldn't you agree?

We need to find out what kind of state funds were laundered to ACORN while Bob Casey was State Treasurer. I know he is up to his keister with ACORN. He spoke on the floor of the Senate last year in favor of a bill that would have spent $4 billion new dollars on "housing counseling," and he specifically named ACORN as a potential recipient of these funds. That bill failed, but I think Casey pushed it as a quid pro quo fro ACORN's help getting him elected in 2006.
In April 2008, Casey held a field hearing of the Senate Banking Committee in Philadelphia, at which the star witness was provided by ACORN to testify about the foreclosure situation. (She lied through her teeth about her own loan and her original lender, which was not even close to foreclosing on her and had already modified her loan.) ACORN packed the hearing room with people to hoot and holler during the testimony.
ACORN Housing has its headquarters in Philadelphia. You can't find that out by looking at its website. ACORN Housing runs the lending programs whose workers were featured in the O'Keeffe videos.
There is a very good reason why Bob Casey voted against the cutoff of federal funds to ACORN, if anyone wants to investigate it. Casey is not the moderate Democrat he pretended to be to get elected, he is a radical leftist with bigtime ties to ACORN.
