Demolition Derby
European NGO style in East Jerusalem, where purportedly demolished homes apparently had no inhabitants.
JERUSALEM — “I was sitting at home,” tells me a young German lady in her mid-twenties, “and I read what the Jews were doing to the poor Palestinians. I knew that I must stop this. They are Nazis!” It is why, she says to me, she left Germany and came here: Al-Bustan, Silwan, East Jerusalem. The Palestinians, she explains to me, built their homes in Silwan 200 years ago and now the Jews are destroying them. Out of curiosity, I ask her if she also feels sympathy for the Chechen or the Tibetans, and could she share with me her thoughts about Rwanda or Darfur. “I don’t know much about foreign affairs,” comes her reply.
I meet her at a press conference held by the United Nations’ Office for the Coordination of Humanitarian Affairs, popularly known as OCHA, and by Save The Children UK, a British NGO. The press conference takes place under hole-ridden dirty sheets, which the locals call “The Tent.” Why in such an eyesore of a place? I’m not sure, but perhaps the organizers here thought that this would be the best way to convey an image of Palestinians living in utter misery. The fact that this tent stands on the roof of a one-family house seems to bother none of these organizers, mostly blond European NGO folks. What bothers them, it soon becomes evident, is the lack of Suffering Palestinians in the audience.
The press conference is slightly delayed until hot Turkish coffee and tastiest of Rugelach are brought in. Miraculously, before you realize what’s happening, a line of women in shiny Hijabs forms next to the Free Rugelach. Authentic look in order, the press conference starts. “300,000 Palestinians are in danger of losing their homes in the West Bank,” we’re informed by the UK folks. A saddened Philippe Lazzarini, who’s Head of OCHA, offers his deep regrets about this “misery and denied dignity” and decries the “3,000 demolition orders in the West Bank.” How did the figure drop so fast from 300,000 to 3,000 is anybody’s guess, but at least the digit “3” exists in both versions.
Philippe, who hails from Switzerland, passionately promises that the UN will do all it can to help. A Rugelach-eating local has a question. Why is it that the people who’ve lost their homes don’t get help? The NGOs have so much money, says the Rugelach-eater, why not share it with needy families and their little kids? Isn’t this, after all, the stated purpose of the NGOs and the UN? The Rugelach-eater is immediately shushed. “The issue here is politics, not individuals,” comes a stern reply. “Individuals will get nothing! Questions from the media only, please!”
Clearing my throat, I ask the esteemed Europeans for exact date of most recent demolition in the area. In reply, I get four different dates: “March 10, 2009.” “June 10, 2009.” “November, 2008.” “January 28, 2009.” Ms. Elin Asgeirsdottir, a blond from Iceland who fears that I might get a bad impression, quickly slips in a note to me that she’s available to supply required info. She has the stats; she’s a Humanitarian Affairs Officer at OCHA.
I ask if it’s possible to meet a family whose home was recently destroyed. I’d really appreciate if I could interview people who lost their 200-year-old home to Israeli bulldozers. No problem. I’m introduced to Mr. Fakhri, a man who holds the title Head of The Silwan Committee. “He’ll take you to the people,” I’m told. But Mr. Fakhri, an al-Bustan resident who himself faces a demolition order, is not exactly in the mood. He looks at me, then at the German girl next to me, and decides to go for the girl. “I’ll get you a nice German man to show you around,” he says. I make it abundantly clear to Mr. Fakhri that he can’t separate between the German girl and me. We’re together today. Having no choice, Mr. Fakhri takes both of us on a tour of al-Bustan, an amazingly beautiful neighborhood with colorful alleys and picturesque backyards. How old is his house, I ask him? “I built it in 1992,” he says. Did he get a permit to build it? “No, no permits. You come to my home, I give you cold drinks.”
We finally return to The Tent without meeting any displaced person whatsoever. I take a last look at my surrounding: “End the Demolition,” says a sign in English. “No to Judaization,” says the sign in Arabic. Both signs paid for by, thank you, the Europeans. I ask Mr. Fakhri if I could take his picture. He offers me a great smile. The German girl admonishes him: “You’re not supposed to laugh. You’re suffering!”
Truth be said, it’s Mr. Fakhri who got it right. He simply can’t stop laughing when he hears foreign officials, including members of the Obama Administration, utter lines that were concocted at The Tent. Why is it that the Americans buy everything the European NGOs and the UN are selling them? Maybe Kafka would be able to explain this; I don’t. Long live Europe. It’s good to be blond. Hillary Clinton is too.

Thank you for writing this, Mr. Tenenbom. The West is fed many twisted tales of woe. A few years ago, I attended a presentation by the headquarters of the Presbyterian Church (U.S.A.), in which a slide show was packed with photos of downcast Arabs in the disputed territories, but the only Jews who were shown looked smug. No photos of Jewish homes that have been hit by missles -- or pizza parlors, clubs or buses that deliberately have been bombed, killing Jews, Arabs and others indiscriminately.
One of the PCUSA leaders from headquarters went so far as to say that Israel "should properly be called 'the Zionist entity'" -- he hated Israel so much, he couldn't even stand to acknowledge its right to exist as a nation.
Well, God has a different opinion: "Thus says the Lord, Who gives the sun for light by day and the fixed order of the moon and the stars for light by night, Who stirs up the sea so that its waves roar; The Lord of hosts is His name: If this fixed order departs from before Me, declares the Lord, then the offspring of Israel also shall cease from being a nation before Me forever. Thus says the Lord, If the heavens above can be measured, and the foundations of the earth searched out below, then I will also cast off all the offspring of Israel for all that they have done, declares the Lord..." -- Jeremiah 31:35-37
As far as I can tell, waves still roll up to the shore, and the sun, moon and stars are still shining. God keeps His promises.

Israel annexes Palestinian village near Jerusalem

The Israeli Authorities annexed the Palestinian village of Beit Iksa by placing it on the map west of the Annexation Wall, and considered it part of Jerusalem. The decision means that the village would be isolated from the West Bank.

The Israeli army demolished more homes in Palestinian villages in the occupied West Bank on Tuesday morning. The homes and property of Palestinian families in the villages of Hadidiya, Jiftlik and Furush Beit Dajan, in the Jordan Valley area of the occupied West Bank, were demolished.
Amnesty International's researcher on Israel and the Occupied Palestinian Territories witnessed the demolitions. Donatella Rovera described the scene:
"In all the places, most of the people are children. These homes mostly have three generations – the grandparents, parents and children. In Hadidiya, there were four families, in Furush Beit Dajan, five families.
"All of the people have had homes demolished before, but this time they had no warning. The people were very, very upset. They were running to get their things out of their homes, but the bulldozer just went on demolishing."
Soldiers of the Israeli army arrived early in the morning in jeeps accompanied by a bulldozer and then demolished the buildings where the four families were living. The destroyed properties belonged to Mohammed Fahed Bani Odeh, Mohammed Ali Shaikh Bani Odeh, Ali Shaikh Musleh Bani Odeh and Omar 'Arif Mohammed Bisharat and their families – at least 34 people, including some 26 children.
After destroying these homes, the soldiers moved on to destroy homes and livelihoods in Jiftlik and Furush Beit Dajan, where homes have previously been demolished in recent months.
"In Jiftlik, they are destroying a farm – it is one of the rare farms here and there is otherwise not much livelihood for the people. They first bulldozed the vegetable area a couple of months ago; then they bulldozed the home last month," said Donatella Rovera.
"The family of Mahmud Mat'ab Da'ish, his wife and seven children were given a tent by the Red Cross and they started planting vegetables again. Today, the army has been bulldozing the green plants.
"In all three locations the soldiers haven't allowed us to get near, I don't even know if they have a military order to destroy everything - we asked them but they didn't show us anything."
The families in Hadidiya have lived in the same area for generations, herding sheep and goats and cultivating land on the Jordan hills. They have come under increasing pressure from the Israeli army to leave the area. The same four families had their homes destroyed in February this year and other homes were demolished several times by the Israeli army in 2007.
The demolitions are part of intensified efforts by the Israeli army to expel Palestinians from the area of the Jordan Valley. Much of the Jordan Valley, including the Hadidiya area, has been designated by the Israeli authorities as a "closed military area" and the army has been exerting increased pressure on local Palestinian villagers to force them to out of the area.
For years, the Israeli authorities have pursued a policy of discriminatory house demolition, on the one hand allowing scores of Israeli settlements to be built on occupied Palestinian land, in breach of international law, while simultaneously confiscating Palestinian lands, refusing building permits for Palestinians and destroying their homes. The land vacated has often been used to build illegal Israeli settlements. International law forbids occupying powers from settling their own citizens in the territories they occupy.
The demolitions come one day after the Israeli government came under international criticism for approving the construction of hundreds of new houses for Israelis in the Givat Ze'ev settlement north of Jerusalem. UN Secretary-General Ban Ki-moon urged the government to "halt settlement expansion" in the West Bank. Javier Solana, the European Union (EU)'s foreign policy chief, said the EU opposed the move to expand the settlement.

Amnesty International's double standard concerning Israel is well-known, and that organization's credibility is vanishing. AI often uses terms such as "war crimes" when speaking about Israel, but not about Hamas and other terrorist groups.
In 2002, a soi-disant "expert" from AI was one of the first people to scream about what they called the "Jenin massacre," and AI staff have made similar unsubstantiated or wildly exaggerated claims in recent years as well.
AI is strangely silent about Hamas's deliberate use of men, women and children as human shields to protect military targets; and about Hamas's refusal to accept the existence of Israel. How can Israel make peace with people who are sworn to wipe them out?
More than 10,000 rockets and mortars have been fired into Israel over the past eight years, even though Israelis moved out of Gaza as the world demanded. About one in five Israelis is Arab, but Arabs insisted that Gaza be made "judenrein," free of Jews. Where is AI's outrage over the insistence that Jews are not allowed to live in certain places?

Reminds me a lot of Cold War Russia. You were stuck in a government car and taken to see what they wanted you to see, regardless of your own plans; and you had to pay INTOURIST up front and then fight them for whatever you paid for. And we were not allowed to visit anyone in their homes or speak to anyone the state-supplied guide had not pre-approved. The techniques I learned on that trip stood me in good stead later when I became a volunteer to steer shelter women through the food stamp program. Russkies come in all countries.
P.S. If you really want to learn about the former USSR, take a trip on the Trans-Siberian Express. If you didn't speak Russian when you got on, you will when you get off.

Trillions of dollars that the western nations are committing to bail out their life support systems of institutionalized slurping of people’s wealth albeit without even slightest noise alerting the victims, are once again another form of highway robbery. The world has to find another alternative to be so captive of the economic system that imposes on them a form of taxation without representation that in its scale has no precedent in history. At Davos, the Status Quo-ists pressed again and again that the world has no prepared alternative to the Bretton Woods. Those who are familiar with the high tension prevailing at Bretton Woods, will not discount how the US gnomes prevailed on the more pragmatic recommendations of Britain’s Lord Keynes, whose ghost is making increased appearances behind the shoulders of all debaters at all levels of economic recovery. The same railroading tactics that hampered the smooth democratization of world economic system, has once again are appearing to distort once again the future of world economic reorganization. And at the back of all such shenanigans are the American Jewish gnomes, who had recklessly followed their greed instincts and willfully mismanaged the credit system with the foreknowledge that when the US and world economy gets bankrupt, it is they who will rule the roost, it is they would impose their own solutions to first and last benefit their own kind, be that the cabal, nay the mafia of bankers or investment advisers that have pauperized the world, while filling in their coffers. Investors like Warren Buffet and George Soros should be investigated and stolen money should be recovered from them in a ‘System Restore’ exercise and they should be hauled up to face international justice in the manner of war crimes, as their sins of commissions and omissions, their acts of shrewd maneuverings and manipulations, their underhand dealings, their legalized gambling and cornering of the markets has not been mere sideshow but the very essence of the criminalization of world economic system. A world oversight committee of all UN member states should be formed as one country one vote basis, to forestall any hijacking of the future economic system that has have transparent institutions to protect the world from the criminalization of the processes through cartelization and creating virtual monopolies.
A start at reform should start with exposing the role of American Jewish gnomes, who seem to have made a life-style of working at the farthest ends of the systems, so that no authority can touch them. All US or US controlled institutions, from Federal Reserve to IMF and World Bank, should debar all Jewish personal who work in tandem with each other to frustrate any smooth working of the system and are always ganging up to exploit their ubiquitous presence in key spots of the world economic system.
This is not signaling out Jews as a racial profiling exercise, but a fact of life all over the world, that has to be publicly acknowledged and noted by all, but especially those that suffer while the Jews fill in their coffers

House passes $106 billion war funding bill

WASHINGTON – War-funding legislation survived a fierce partisan battle in the House on Tuesday, a major step in providing commanders in Iraq and Afghanistan the money they would need for military operations in the coming months.
The $106 billion measure, in addition to about $80 billion for military operations, provides for an array of other spending priorities, including $7.7 billion to respond to the flu pandemic and more than $10 billion in development and security aid for Pakistan and Iraq as well as countries such as Mexico and the nation of Georgia.
Democratic leaders pushing the bill on behalf of the Obama administration had to overcome an unusual alliance. Anti-war Democrats opposed continued war spending and Republicans condemned $5 billion in the measure to secure a $108 billion U.S. line of credit to the International Monetary Fund for loans to poor countries.
Rep. Howard "Buck" McKeon, R-Calif., top Republican on the Armed Services Committee, contended that Democrats were endangering troops by shifting money to create room for a "global bailout loan program."
The vote was 226-202, with only five Republicans voting for the bill and 32 Democrats opposing it.
House Majority Leader Steny Hoyer, D-Md., unsuccessfully appealed to Republicans for support, saying 80 percent of the package still went to the troops. "Stand up for them," he said.
The Senate could move as early as this week on the legislation, which includes $1 billion to fund government rebates for consumers who trade in their old vehicles for more fuel-efficient models.
The Pentagon has said that without the bill the Army could start running out of war funds as early as July. President Barack Obama has pushed for the package, arguing that it is crucial to his efforts to wind down operations in Iraq while boosting personnel and fighting power in Afghanistan.
Republicans also objected to a decision by House-Senate negotiators to remove a provision prohibiting the release of photos depicting U.S. troops abusing detainees. It was taken out, "at the demands of the fringe left," said House Republican leader John Boehner, R-Ohio.
Obama, in negotiating the removal of the provision, guaranteed that he would stop the release of photos showing detainee abuse.
Unable to count on Republicans, Democrats had to appeal to some of the 51 anti-war colleagues who opposed the legislation when it was first offered in May. Rep. Dennis Kucinich, D-Ohio, indicated that he wouldn't change his "no" vote. "America has to start taking care of things here at home and we can't do it by continuing to support wars based on lies," he said.
Hoyer said, "One of the problems is we have some very deep-seated philosophical views that pursuing Afghanistan and Iraq with additional funding is not appropriate."
Votes were swayed by other factors, such as the money to fight the flu pandemic and initiate the "cash for clunkers" auto program. Also in the measure is $534 million for 185,000 service members who have had their enlistments involuntarily extended since Sept. 11, 2001. They will receive $500 a month for every month they were held under stop-loss orders.
The measure also had nearly $7 billion in "add-ons," funds not sought by the Pentagon. The Center for Arms Control and Non-Proliferation said those additions include controversial programs that the Pentagon did not want, such as $2.17 billion for eight C-17 transport planes.
Passage of the bill, which provides funds through the end of this fiscal year on Sept. 30, would bring to nearly $1 trillion the amount spent on the wars and other security matters since the Sept. 11 attacks. More than 70 percent of that has gone to Iraq, the Congressional Research Service said in an analysis.
Congress has passed similar war supplementals — meaning the money is not part of the regular Pentagon budget and adds to the federal deficit — every year since 2001. The White House has said that this will be the last war supplemental and that future spending will go through the regular appropriations process.
The administration is seeking $130 billion for war funds in the fiscal year 2010 starting in October, down from about $143 billion this year and $183 billion in fiscal 2008, the CRS said.
Obama's original request last October was for about $83 billion, including $75.5 billion for defense purposes. But as is customary, Congress used the must-pass bill as a vehicle for adding new programs, such as the "cash for clunkers" measure, and for increasing funds. Money for pandemic flu, for example, went up by about $4 billion.
The measure includes $10.4 billion in foreign aid, with $2.4 billion for Pakistan, $1.4 billion for economic development in Afghanistan and $700 million in international food aid.
House-Senate negotiators also reached compromises on several policy controversies: They denied the White House $80 million to close the detention center at Guantanamo Bay, Cuba, but agreed that detainees could be transferred to the United States to face trial. The issue of imprisoning convicted terrorists in the United States was put off for another day.

Oh, great! People here have quoted Craig Roberts. He's a "truther" who wrote in August 2006 that "it is strictly impossible for any building, much less steel-columned buildings, to 'pancake' at free fall speed. Therefore, it is a non-controversial fact that the official explanation of the collapse of the WTC buildings is false."
He wrote in a magazine that for 60 years, Israel has replicated "the 17th, 18th, and 19th century theft of American Indian lands by US settlers." He called Gaza "the world largest concentration camp" and insisted that Israel stole the land of "Palestine."
You'll have to come up with a more credible source for your anti-Israel, Jew-hating screed. Roberts doesn't help your cause at all.

What -- no recommendation that they wear yellow stars on their sleeves and be forced to live in ghettos? What about people who have, say, only one or two Jewish folks in their family? Perhaps could be allowed to work in tandem every other day?

Rabbis Ban Marriage for Israeli "Untouchables"

Two immigrants from the former Soviet Union staged a very public wedding in the streets of central Tel Aviv this week to highlight the plight of hundreds of thousands of Jews barred from lawfully marrying in Israel.
Nico Tarosyan and Olga Samosvatov chose to tie the knot in a special ceremony on Tuesday -- watched by family, friends and curious passers-by -- after Orthodox rabbis had denied them the right to wed.
The rabbinate says that Mr Tarosyan cannot prove he is Jewish according to its strict standards and therefore should not marry Ms Samosvatov, who is considered a proper Jew.
Mr Tarosyan, aged 34, who moved to Israel from Moscow in 1995, called his treatment by the rabbis “humiliating”.
“In Russia we were hated because we were Jews and here in Israel we are discriminated against as Russians,” he said.
An underclass of Jews has emerged in Israel since the early 1990s, when more than one million immigrants began pouring into Israel following the collapse of the former Soviet Union. Many were entitled to emigrate to Israel under the Law of Return, which requires only that they have a single Jewish grandparent. But the authorities -- keen to bolster the number of Jews in Israel’s demographic battle with the Palestinians -- also allowed some to arrive with little documentation or faked papers.
This set the new immigrants on a collision course with Israel’s Orthodox rabbis, who regard themselves as guarding the Jewish people’s ethnic and religious purity, said Ofer Kornfeld, the chairman of Havaya, an organisation that officiates at unrecognised weddings like the one conducted in Tel Aviv this week.
“Civil marriages are not possible in Israel,” he said. “So the rabbis get to decide who can marry and who cannot.”
Israel has passed control of all matters relating to personal status -- births, marriages and divorces, and deaths -- to rabbis belonging to the strictest stream of Judaism, Orthodoxy.
Havaya, said Mr Kornfeld, offered unrecognised, secular and non-Orthodox Jews the chance to marry in a ceremony that retained Jewish rituals while tailor-making the event to their own convictions.
Official figures show that as many as 350,000 Jews are classified by the rabbinate as having “no religion”, and are therefore unable to marry in Israel. Their only option is to wed abroad -- the marriage is then recognised on their return.
These immigrants face major hurdles in seeking to prove their Jewishness to the rabbis’ satisfaction. They must produce evidence that they have a Jewish mother or grandmother in a procedure that can be upsetting to those affected, said Mr Kornfeld.
“Many don’t even try because they know it’s a difficult and humiliating process that can take months or even years to complete and there is no guarantee of success.”
For a man, the rabbis demand that he prove he is circumcised and produce a birth certificate stating that his mother was a Jew, a proof many immigrants from the former Soviet Union have difficulty providing.
“It may help if you can prove that your mother spoke Yiddish or, if she is dead, supply a photo of her gravestone with a Magen [Star of] David,” said Mr Kornfeld.
Mr Tarosyan, a computer engineer, said that, although he failed to impress the rabbis, both his parents were considered Jews in Russia. In Moscow, he said, neighbours had daubed anti-Semitic graffiti on the family’s door.
Ms Samosvatov, 29, who immigrated from Ukraine with her mother when she was 15, said although the couple considered this week’s wedding in Tel Aviv to be the true ceremony, they were saving to travel to Prague later in the year to conduct a recognised wedding.
Mr Kornfeld said they would be following in the path of a growing number of Israelis. “About 6,000 couples wed abroad each year, often in eastern Europe. That’s about a fifth of all marriages.”
It is not only Jews classified as without a religion who are forced to leave the country, he said. Many recognised but secular Jews, who do not wish to submit to an Orthodox ceremony, tie the knot abroad, as do those marrying across religious divisions.

Evicted East Jerusalem families now living on street

The two families from East Jerusalem's Sheikh Jarrah neighborhood whose eviction has sparked international condemnation are now living on the sidewalk near the homes they were forced out of Sunday.
The eviction of the Hanun and Gawi families followed a court decision that the homes legally belonged to a Sephardi community organization. Advertisement
Although the court determined that the Arab residents had protected status as tenants, it ruled that they had violated the terms of their tenancy.
Maher Hanun, who was evicted with his three children and the families of his two brothers, said that "we were refugees in 1948 and now we are again refugees."
Pointing to an olive tree near his family's sidewalk encampment, he added that "I am living under this tree, which has strong roots." The tree is also featured on his hat, with the inscription "We will never leave."
The Gawi family sits under an awning 100 meters away. The Jewish residents who have moved into their former home have already begun renovations on the property.
"It makes me terribly angry," said Nasser Gawi. "I was born in that house and all of a sudden someone comes and takes control of it."
The former residents returned to the Jerusalem District Court yesterday to try to reverse the eviction order, with a request to allow at least some of the former occupants to return to their homes.
The attorney for the evicted families is also trying to prove that the documents from before 1948 that the court relied on were forged. He said he even went to Turkey to research old Ottoman records.
The new Jewish residents of the homes say that dozens of judges have considered the court case and have rejected the Arab residents' claims.

A Very Serious Problem

Fraud and abuse are widespread and very costly to America's health-care system. Fraud involves intentional deception or misrepresentation intended to result in an unauthorized benefit. An example would be billing for services that are not rendered. Abuse involves charging for services that are not medically necessary, do not conform to professionally recognized standards, or are unfairly priced. An example would be performing a laboratory test on large numbers of patients when only a few should have it. Abuse may be similar to fraud except that it is not possible to establish that the abusive acts were done with an intent to deceive the insurer.
Although no precise dollar amount can be determined, some authorities contend that insurance fraud constitutes a $100-billion-a-year problem. The United States Goverment Accountability Office (GAO) estimates that $1 out of every $7 spent on Medicare is lost to fraud and abuse and that in 1998 alone, Medicare lost nearly $12 billion to fraudulent or unnecessary claims [1].
Type of Fraud and Abuse
False claim schemes are the most common type of health insurance fraud. The goal in these schemes is to obtain undeserved payment for a claim or series of claims [2]. Such schemes include any of the following when done deliberately for financial gain:
Billing for services, procedures, and/or supplies that were not provided.
Misrepresentation of what was provided; when it was provided; the condition or diagnosis; the charges involved; and/or the identity of the provider recipient.
Providing unnecessary services or ordering unnecessary tests [3].
Many insurance policies cover a percentage of the physician's "usual" fee. Some physicians charge insured patients more than uninsured ones but represent to the insurance companies that the higher fee is the usual one. This practice is illegal. It is also illegal to routinely excuse patients from copayments and deductibles. (A copayment is a fixed dollar amount paid whenever an insured person receives specified health-care services. A deductible is the amount that must be paid before the insurance company starts paying.) It is legal to waive a fee for people with a genuine financial hardship, but it is not legal to provide completely free care or discounts to all patients or to collect only from those who have insurance. Studies have shown that if patients are required to pay for even a small portion of their care they will be better consumers and select items or services because they are medically needed rather than because they are free. Routine waivers thus raise overall health costs. They are considered fraudulent because averaging them with the doctor's full fees would make the "usual" fees lower than the amounts actually billed for.
Other illegal procedures include:
Charging for a service that was not performed.
Unbundling of claims: Billing separately for procedures that normally are covered by a single fee. An example would be a podiatrist who operates on three toes and submits claims for three separate operations.
Double billing: Charging more than once for the same service.
Upcoding: Charging for a more complex service than was performed. This usually involves billing for longer or more complex office visits (for example, charging for a comprehensive visit when the patient was seen only briefly), but it also can involve charging for a more complex procedure than was performed or for more expensive equipment than was delivered. Medicare documentation guidelines describe what the various levels of service should involve [4].
Miscoding: Using a code number that does not apply to the procedure.
Kickbacks: Receiving payment or other benefit for making a referral. Indirect kickbacks can involve overpayment for something of value. For example, a supplier whose business depends on physician referrals may pay excessive rent to physicians who own the premises and refer patients. Another example would be a mobile testing service that performs diagnostic tests in a doctor's office. Kickbacks can distort medical decision-making, cause overutilization, increase costs, and result in unfair competition by freezing out competitors who are unwilling to pay kickbacks. They can also adversely affect the quality of patient care by encouraging physicians to order services or recommend supplies based on profit rather than the patients' best medical interests. In 2000, the Office of the Inspector General issued a fraud alert warning against kickbacks disguised as rental payments [5].
Criminals sometimes obtain Medicare numbers for fraudulent billing by conducting a health survey, offering a free "health screening" test, paying beneficiaries for their number, obtaining beneficiary lists from nursing homes or boarding facilities, or offering "free" services, food, or supplies to beneficiaries.
Excessive or Inappropriate Testing
Many standard tests can be useful in some situations but not in others. The key question in judging whether a diagnostic test is necessary is whether the results will influence the management of the patient. Billing for inappropriate tests—both standard and nonstandard—appears to be much more common among chiropractors and joint chiropractic/medical practices than among other health-care providers. The commonly abused tests include:
Computerized inclinometry: Inclinometry is a procedure that measures joint flexibility. Inclinometer testing may be useful if precise range-of-motion measurements are needed for a disability evaluation, but routine or repeated measurements "to gauge a patient's progress" are not appropriate [6].
Nerve conduction studies: These tests can provide valuable information about the status of nerve function in various degenerative diseases and in some cases of injury [7]. However, "personal injury mills" often use them inappropriately "to "follow the progress" of their patients.
Surface electromyography: This test, which measures the electrical activity of muscles, can be useful for analyzing certain types of performance in the workplace. However, some chiropractors claim that the test enables them to screen patients for "subluxations" and to follow their progress. This usage is invalid [6].
Thermography: Thermographic devices portray small temperature differences between sides of the body as images. Chiropractors who use thermography typically claim that it can detect nerve impingements or "nerve irritation" and is useful for monitoring the effect of chiropractic adjustments on subluxations. These uses are not appropriate [6].
Ultrasound screening: Diagnostic ultrasound procedures have many legitimate uses. However, ultrasonography is not appropriate for "diagnosing muscle spasm or inflammation" or for following the progress of patients treated for back pain [6].
Unnecessary x-rays: X-rays examinations can be important to look for conditions that require medical referral. However, it is not appropriate for chiropractors to routinely x-ray every patient to look for "subluxations" or to "measure the progress" of patients who undergo spinal manipulation [6].
Spinal videofluoroscopy: This procedure produces and records x-ray pictures of the spinal joints that show the extent to which joint motion is restricted. For practical purposes, however, simply physical examination procedures (such as asking the patient to bend) provide enough information to guide the patient's treatment [6].
Many insurance administrators are concerned about chiropractic claims for "maintenance care" (periodic examination and "spinal adjustment" of symptom-free patients) , which is not a covered service. To detect such care, many companies automatically review claims for more than 12 visits. In 1999, the U.S. Inspector General recommended automatic review after no more than 12 visits for Medicare recipients [8]. Some chiropractors attempt to avoid review by issuing a new diagnosis after the 12th visit.

Let’s see. JFK was opposed to Israel developing nuclear weapons, reissued Lincoln’s greenbacks – a form of government-issued money – and signed an executive order giving the government the ability to print its own, debt-free money, without involving the Federal Reserve. The Federal Reserve is the American central bank – a Jew-owned front for private banks – that creates money out of nothing, then loans it to the government, with interest, and also prints the paper currency of the U.S., the total dollar value of which is a small fraction of the fake money generated by the Jewish bankers. There’s nothing ‘Federal’ about this bank, and it has no reserves.
If the President of the United States couldn’t undermine the Jewish crime network, what chances do we ordinary mortals have? We cannot, as individuals, abolish the Federal Reserve or stop loot going to Israel. If we form organizations to tackle these problems, Jews or their proxies will infiltrate them, try to find the moral weaknesses of its members in order to blackmail them into ineffectiveness, and give the more important members the JFK treatment. A bleak picture? Not at all! There are lots of things we can do. The purpose of this draft is specifically to list what we can do as individuals to destroy the Jewish crime network.
It’s one thing to expose the Jewish crime network, another to destroy it. Mere exposure is insufficient. There are lots of behaviors that on the part of individuals will typically have an insignificant impact on the Jewish crime network, but the collective impact of millions will destroy this crime network. Many of these behaviors won’t bother the sheeple because while indulging in them, they’ll almost never individually come to the attention of the criminal Jews.

It’s clearly immoral for us to support Jews who are undermining our own welfare. Is it immoral, therefore, to withhold support in the form of payment for goods, full or part? Plainly, we face a moral dilemma: no matter what action we take regarding obtaining movies, music, newspapers and magazines produced by Jews, we behave immorally on some counts and morally on others. How do we resolve this dilemma? A reasonable consideration might be to settle for a solution that is equally pleasing/displeasing to both parties, which translates to paying half of what Jews are demanding for their movies, music, newspapers and magazines. Another might be to take into account the underlying motives of the two conflicting groups. We want to protect ourselves from victimization by particular Jews, whereas these Jews want to victimize us. So we are on the higher moral ground and our desires carry greater weight in resolving the moral dilemma. Yet another consideration is that the resolution of the moral dilemma should be commensurate with the consequences of the behaviors of the competing groups. Jewish victimization of non-Jews has been considerable (and not merely of Europeans, of course, as we have just seen in Gaza). Obtaining desired products by unofficial means hardly translates to victimization of Jews in comparison. These considerations suggest that the moral dilemma is resolved by paying Jewish producers a small fraction of what they are asking for their products. On that basis, in the process of paying for an internet service provider, buying blank DVDs and computers, some of our money goes to Jewish producers, and this would be all they deserve. We would not be morally obligated to pay them more.

Are you really saying that you think you should pay only half of the cost of items that have some Jewish ownership behind them? I'd love to be there when you say to the ticket-seller at the cinema, "No, I'm only going to pay you half for my ticket, because the movie studio has some Jewish people on its staff." Please, please do try that approach as often as possible! And I hope there will be lots of people observing you.

I'll save TAS readers the trouble of finding out what the "Judenfrei Jew Review" is: According to its Web site, it is "aiming to expose the Jewish crime network and set the stage for the expulsion of Jews from the United States of America as well as other Western societies."
"Jews won't stop with their criminal agenda," it says. "They have to be stopped by us." It is "dedicated to the Jewish problem." It says that "the Holocaust is a hoax" and that "Jews did 9/11."

Not quite enough has been said above about the "Judenfrei Jew Review." It also has a number of items against black Americans, including lurid cartoons. In a comment, one fan suggests writing articles that "present a detailed anecdote of black malfeasance, [but] don't cap it off with how much you hate blacks now. Let the reader live through your imparted experience, and come to dislike blacks on his own."
The person who writes the Web site notes the formation of the "One World Nazi Party," and says that "if they are serious or if some other serious contenders come up, then Judenfrei could join in to set up a formal movement to expel Jews."
