The Obama Administration has found a new way to handle the problem of illegal immigration. It is ignoring the entire matter politically. Secretary of Homeland Security Janet Napolitano has decided that the best way to deal with the negative aspects of this sensitive issue is to leave the subject in the hands of local officials, city, state and federal. Out of sight, out of the media, out of mind, she seems to think.
There is a continuing fear expressed by various Latino groups, among others, that illegal immigrants are harassed by local law enforcement personnel. In the mind of these associations, the fact that these individuals are suspected of being here in the United States illegally is not adequate reason to abridge their "civil rights" by seeking to determine if they are.
Harassment, by the way, means that often immigrants are stopped by police for apparently minor infractions, and are held on that charge while being checked through ICE (acronym for the Department of Homeland Security's Immigration and Customs Enforcement arm). This is not a uniform circumstance. Border states such as California, Arizona, New Mexico and Texas have towns and cities that differ widely on local laws in regard to informing ICE of their police contact with possible "illegals." Napolitano's Department of Homeland Security stays as far away as possible from becoming involved in these discontinuities.
Within local law enforcement, depending on the judgment of the officer, there is also often a wide range of application of the same local laws. The Latino community in California, the Southwest, Florida, and elsewhere with large Hispanic immigrant populations has the ability to apply considerable local political pressure to protect "immigrant rights" of those who are documented or undocumented. Local law enforcement responds accordingly.
Secretary Napolitano's logic appears to be that the more local officials are tasked with the major portion of the burden of dealing with the presence of illegals in their communities, the less negative political fallout will occur on the Washington scene. Her entire approach to illegal immigration is to do everything possible to nullify the broader political effects of the legal and security aspects of ultimately millions of people pouring into the United States.
What is particularly curious is that Napolitano went to great trouble when she first took on her new assignment to de-emphasize countering the foreign-sponsored terrorist aspects of her job while making a priority of the economic and social impact of the growing problem of the "undocumented." Apparently that approach now has been relegated to local domestic concern.
Placing the weight of enforcement of the first phase of illegal immigration laws on local police is theoretically not inappropriate -- although it does conspicuously add to their workload. Local cops are the ones best acquainted with their communities. A relatively quick assessment of non-English speakers by local law enforcement can differentiate between those with community ties and those without.
The legally ticklish problem of "profiling" is a matter in which Sec. Napolitano does not want to become involved. Better leave that hot button issue to the people on the local level. She knows full well that cops "profile" suspects in many ways during their everyday assignments. Of course they are going to be attracted first by people of Mexican or Central American background. It's perhaps unfortunate, but these nationals make up the core of illegal entrants.
The pro-immigrant groups believe that asking non-English speakers to prove they are in the U.S. legally is discrimination – an infringement of their civil rights. In reality there is an ethnic based effort to encourage immigration, legal or illegal, from Mexico and more modestly from Central America. And this fact is what Janet Napolitano wants to avoid commenting on, to say nothing of acting on.
It is fallacious to argue that today's massive influx of Spanish-speaking immigrants is comparable to various European migration waves of the past. The time element and discrepancy in numbers, actual or relative, is overwhelming. The fact is that today's Hispanic immigrants actually seek to shift their socio-cultural heritage north to the U.S. rather than assume the language and socio-cultural environment that already exists here and on which this nation was built.
This was not a problem with the same Latino immigrants several decades ago. The difference is the current carefully organized sense of entitlement that encourages the view among primarily Mexican immigrants of their historically justified political right -- rather than a perception of privilege resulting from the generosity of American spirit.
Assimilation has been the bedrock of immigration to the United States for generations. Giving local law enforcement the responsibility of first line control of determining illegal entry has serious operational advantages. However, allowing federal responsibility to be diminished in order to avoid political blame is self-serving to the point of obstruction of the intent of homeland security.

Bingo on the spot. Assimilation does not mean that you park your heritage on the border. It means you take the effort to become part of your new home's culture. You learn the language and respect the history.
Napolitano has traded defending her country with the politics of Obama and Pelosi. She doesn't stand for much. Of course, if she did her job, she would be quickly replaced like an Inspector General.

The chronically corrupt goverment of Mexico will not stop sending their peasants into our country because
a) It's a huge money maker for Mexico
b) Repubs like the cheap labor they provide to business
c) Dems love creating a new dependent class of democrat voters
The American people are screwed. The militant Latino and militant open borders crowd are using the fact that most Americans are too timid to criticize immigration policy because we have all be taught that we are a "nation of immigrants" or that "we are all immigrants". Both statements are half-truths at best. Both statements have nothing to do with the fact that we need to critically think about the wisdom of continued mass immigration and immigration which favors huge numbers of poor, grade school educated Latinos. How does this phenomenom affect our country for it does in so many ways.

Every illegal alien working in these service industries or construction, manufacturing, etc. is using a fraudulent SSN and filed a fraudulent I-9, W-4, etc. In other words 7-8 million illegal aliens are committing ID fraud.
They may be using your SSN or your child's SSN. So what harm does that do??? The IRS will come looking for you asking why you are filing two tax returns or they will want to know why you didn't report all the income you made. Don't forget that your income will now include the illegal aliens earnings, so you will be responsible for paying any taxes he owes. Many illegals file tax returns for the sole purpose of claiming Earned Income Credit (EIC), so you can expect the IRS to question that as well. And don't forget to check your credit report to see how much other damage they've done to you there.
Those who come here illegally, steal our IDs and ignore our laws have already demonstrated they lack the honesty and decency to ever become American citizens.
JimH| 6.19.09 @ 8:11AM
Actually Obamma is continuing and enhancing a policy begun by Bush. By sending the economy down the toilet more illegals are leaving then sneaking in.
Robert Rosencrans| 6.19.09 @ 8:48AM
We have approximately 20 million people in this country who pay no taxes. One of the biggest scandals of the Bush administration was that they were trying to negotiate social security payments for Mexican citizens, many of who worked here illegally.
Bascially, we have a standing army of Al Capones, the largest known group in America avoiding their taxes while the Obama adminstration goes after a few wealthy alleged tax scofflaws.
The Obama administration will be taken down with their phony pursuits of imaginary targets.
Time and again the Obama administration officials have focused on illusory targets or changed their tune in mid stream.
The Obama speech at the AMA recently was a perfect example, speaking of tort reform while promising no reform whatsoever.
Remember Abraham Lincoln when you think of Obama.
"You can fool some of the people all of the time, and all of the people some of the time, but you can not fool all of the people all of the time."

We are being soaked by our government in order to give illegals every perk we have here. SCHIP now has illegal's kids..and don't think Obama's new health care plan won't cover all other illegals..it's his pay back for their support in 2008.
But it is at our expense, not his! Our tax dollars still go to groups like LaRaza, every year, just like ACORN....I have never seen LaRaza come out and defend a legal Hispanic, but they go all out for illegals. Why, well their web site last year, said they wanted more Hispanics here in order to change our system to work for them!
It is time we have a President that works for all citizens, and not a certain race of people!
For a list of Americans that have been harmed by illegals go to : http://www.voiac.org/index.php

The following excerpt was copied directly from the 2009 Massachusetts Police Officer / State Trooper Exam Announcement:
"SELECTIVE CERTIFICATION FOR BILINGUAL POLICE OFFICERS
If a position in a hiring department requires that a Police Officer be fluent in a second language (e.g., Spanish, Vietnamese, Haitian Creole, etc.), the local appointing authority may request that candidates for that position be limited to persons who have such skills. You will have the opportunity at the exam site to indicate the language(s) other than English in which you are fluent. You will need to prove your language fluency at the time of appointment."
The last time I checked, the US was not a bilingual country and immigrants who come to the US were required to speak our official language - English. The refusal of the majority of Spanish speaking immigrants (legal and illegal) to assimilate and adopt our language is having a direct affect on American Citizens' ability to obtain a police force job or promotion in certain towns and communities because our government continues to pander to immigration advocacy groups.
With the taxpayer funded public services, free K-12 education and ongoing tolerance of immigrants refusal to speak English, America has virtually rolled out the welcome mat for illegal aliens. It's no wonder our traditional way of life is becoming extinct.

Benign neglect will not work as there are two groups who have interests here. The unskilled workers pouring over the border who take construction and service jobs will be fine with benign neglect as long as they can get benefits from corrupt politicians at the expense of taxpayers and displace Americans from jobs.. BUT the so-called Latino leadership whose interest is in raw power will not be satisfied with benign neglect. The only way they see themselves gaining the power they want is through amnesty. Benign neglect will not produce that.

An unspoken shame in the US immigration policy involves those thousands, who on a daily basis, line up at US consulates abroad seeking a LEGAL VISA to enter the US. I have spoken to many of these people seeking legal entry into the US. In most cases, they are literate, have a skill and have no police record. Many wait years for the opportunity to enter the US, obtain a green card and contribute to the US. These people have no advocates, unlike the illegals already in the US. On another note, MY VISA to be in a country, per its request, was to expire. I was driven to a nearby border, crossed over and then reapplied for an extension of my prior visa. Some nations take this seriously, too bad the US is not one of them!
Seek| 6.19.09 @ 12:04PM
Until we deport all illegals and abolish the birthright-citizenship misinterpretation of the 14th Amendment giving children born to illegals automatic U.S. citizenship, calls for "secure borders" will be meaningless. What we are experiencing is a transformation of this country of which the American people were not consulted.
Estoban| 6.19.09 @ 2:25PM
We are a consensual society under a Constitution that provides rights, freedoms and the mechanics to create laws that we citizens live by. Citizens accept that breaking our laws results in proscribed punishments. An unholy alliance of lawbreaking illegal aliens, criminal employers and elected officials that look the other way are hypocrites and anarchists. They feel that they can pick and choose which laws are convenient for them to follow and willingly break those that are personally inconvenient. This breaks down our legal system and works against the rule of law that we depend upon for our daily safety and national security. All lawbreaking illegal aliens should be deported, all criminal employers should be jailed and elected officials that have failed to carry out their oath of office to defend the Constitution and our laws should be fired, voted out of office, impeached and perhaps charged with criminal dereliction of duty. The 1986 amnesty was a total failure. Never again!
Pat| 6.19.09 @ 3:44PM
In the last election, the Hispanic vote in Indiana swung the tally in favor of the Democrats. The amusing part is that Indiana isn't one of those states the Spanish originally conquered in North America, but it is now. The Republican Party made a big push for Hispanic voters trying to avoid the same mistakes they made with the blacks.
Folks who say illegal immigrants should be deported aren't in the minority, they're just powerless politically. Those who hold political power have a different agenda, whether Democrat or Republican Party official, and their agenda will carry the day. And those Americans fixated on toeing the ever changing line of political correctness are confused, give away their childrens' legacy or feel good about themselves. Either way, expecting some party hack to enforce immigration laws is too naive an idea to debate.

The industrial revolution is what made the U.S one of the
most advanced and wealthy countries in the world not third
world immigration. The industrial revolution was created
by europeans and then spread to the U.S. Most all advances in the world for the last 200 years came from Europeans or Americans.
Phil| 6.20.09 @ 8:26AM
The U.S does not really need immigration reform.
Its population has grown 50% in the last 40 years
with 2 million legal immigrants per year.
The problem is the world is over populated with
billions of poor people in dysfunctional countries
and the continue to add a billion to the world population
every ten years. If immigtaion levels were increased
to 6 million a year the U.S population would reach 600 million in the next 40 years
and a billion in another 40 years and there wouldd still
be billions of poor in the world.

It is ironic that the homeland security director wants to leave the illegal immigration responsibility in the hands of local officials. Farmers Branch, Texas has been trying to do this for the past 2 years on their own. They have been blasted by the media for doing this.

Time to address the issue of Birthright citizenship. Only those born to American mothers should be entitled to such.
Start charging a payroll tax on all employers to address the costs of employing illegal aliens. Permit those employers who can prove that all their employees are legally qualified to work in the USA to be exempt from the tax.
That's the way to get the employers compliant and to keep the hordes at bay.
Next, increase funding drastically for birth control to be sent to all these third-world countries that encourage their poor to come here.

A good way to drastically cut tax evasion by illegal immigrants is to enact the Fair Tax. There is Fair Tax legislation pending (and being held up) in both the House and Senate which would completely terminate the federal income tax system (and the IRS) replacing it with a national retail sales tax on new goods and services. (This is not a VAT or flat tax.) Even visitors from foreign countries would help pay our taxes! Loopholes would be next to impossible. The states would collect the taxes using existing mechanisms, and forward the federal portion to the U.S. Treasury. Corporations and individuals would be free of the enormous burden of compliance with tens of thousands of pages of IRS code, regulations, instructions, and forms. The Fair Tax would result in an unprecedented economic boom. See fairtax.org for more details.

Obama/Napolitano will soon begin a full-scale assault on the immigration issue, in order to quickly legalize all illegals. They can [in motor-voter/card-check fashion] both make them legal and register them as Democrats [with the help of Acorn] in order to maintain Obama's/Democrats' hold on power!!!!!
janice freeman| 6.21.09 @ 9:49PM
Janet Napolitano, President Obama, Nancy Pelosi, Ted Kennedy and many others are a disgrace to the offices that they are holding, the American public is not stupid and are tired of people such as these trying to shove their agendas down our throats. Groups such as LaRaza just fuel more trouble than good. When will people realize either you abide by the law or you don't. We are still a great and strong nation and we could certainly deport a large portion of the group of people that are here illegally. If I were to use a bogus social security number I would spend a good amount of time in jail. I see firsthand at my work what illegal immigration is doing to our community and this same story is being told over and over in thousands of little town, cities all across the USA. Add up all of the medical care, welfare, schooling, money for jailing and not to mention the numerous accidents that are caused by illegal people the number is a staggering amount of money this whole country is suffering because we have inept people in charge and not willing to follow the rule of law. I don't care what edge of the USA people sneak over, what color they are, what stories they have to tell, we all have them. If you are here illegally you are breaking the law and I have no respect for that and where does it end. I guess when the good of US citizen gets tired of following the line and decides that they can do as they please as obviously the illegals that have entered are country seem to be doing, our country will be screwed. Nancy Pelosi said that it is unamerican for us to man our border is a joke to everything that is good in this country, she should be posted right on the border, I bet in no time her tune would change.

A cousin of mine is a social worker. Time and again, she has gone to homes (mostly apartments) of people who she was sure are here illegally. She has forms that must be filled out which ask all manner of questions -- except whether or not the family is here legally. THAT she is not allowed to ask. It isn't the children's fault that they need special services, but it rankles my cousin (and me) that the families are soaking up those services primarily at the expense of taxpayers. In no time at all, it seems, those families just disappear, deeper and deeper, into the system that supports them. The longer they are here, the more successfully they will be able to pass themselves off as Americans. And they keep coming......
Brittanicus| 6.25.09 @ 3:54PM
Not identifying E-Verify as the perfect tool to extract illegal immigrants from the workplace, doesn't wash with the American worker anymore? The once great US Chamber of Commerce, compliant with the ACLU, and other anti-sovereignty factions, have pushed our soft politicians to null E-Verify. Sen. Harry Reid(D-NV), House Speaker Nancy Pelosi (D-CA) have lost a great deal of public loyalty, because between them, they manufactured excuses to undermine any new law that enforced our weak immigration laws? Chief of Homeland Security is Napolitano who joined the other pathetic Senators, to stealthily direct ICE not to implement large immigration raids anymore. This has also been noticed by the public audience in the months since inheriting the office from Chertoff. By no means are these the legislators who are stating they are supporting E-Verify, or any other immigration law, but in actual fact voting against it.
Their attitude shows up distinctly when they keep voting E-Verify being delayed for Federal contractors who of all people should be using it. It displays their complete apathetic when politicians allow 300.000 illegal workers, making use of Stimulus money in the construction industry. The 1986 Immigration Act has never been enforced, it has always been fully jeopardized and now the politicians want to replace it, by enacting another AMNESTY. Amendments to the 1986 Simpson/Mazzoli bill is all that's required to add strength, to our border security and internal enforcement.
Even any new health care for the American people is compromised by the illegal alien pestilence, because a great portion of the uninsured in our nation are these people heading in large numbers to emergency hospitals. In the decades since Europe saw the ingress of illegal immigrants into their countries, they have seen medical care sink in the quality of service, including rationing. Here in America health care has also been disparaged by added forced mandated laws, that illegal people must be attended to, for even the common cold--which becomes yet another financial impediment to the legal population. It's just sheer madness on the part of the open border globalists, to keep feeding the country with millions of cheap labor. The burden for these services has never been financially appropriated from the businesses that employ foreign labor, but--ALWAYS--from the US taxpayer.
We have been brain-washed by the media and government that there are only 11 million illegal people who have violated our laws, whoever this is far from the truth. We can not afford for another AMNESTY to succeed, and must fight back tooth and nail? It's enactment would terrify the most conservative of financial analysts, of even larger obligation on every taxpayer. Of all the immigration tools at our disposal, we must not let our government exempt E-Verify from our ordinance. It should mandated in every human resources office that--ALL ERRORS-- can be reconciled, after being hired at the Social Security agencies.
President Obama has adamantly promised illegal aliens who knew the consequences of violating our border, a path to citizenship. Sorry! But the costs of this travesty cannot be even imagined. This is absolutely "Taxation without Representation" for like many laws that quietly fall upon the American taxpayer it is ethically wrong. Just addressing the OVERPOPULATION concept should be enough for--THE PEOPLE--to bombard your Senators and Congressman. Facts, statistics at NUMBERSUSA.
