I received a press release from Rand Paul’s office saying the Kentucy senator’s proposal “remains the only congressionally introduced budget plan that actually balances the budget, and in five years at that.” “With all the attention being placed on newly introduced budget plans,” the missive continued, “it’s important to remember the main goal of introducing a such a proposal: to balance the budget.”
Ryan’s budget achieves “primary balance,” excluding interest payments on the debt, but not the balance of having all spending be equal to or less than all revenue. Ryan isn’t specifically named or criticized in the release.
