It is hard to imagine a better system to protect jobs. In fact, it is surprising that the administration didn't come with the idea. Or at least a slightly more humane version: just arrest anyone attempting to fill anyone else's job. That in turn would require hiring more cops and prison guards, making their unions happy as well!
