Arnold S. Trebach was chief of the Administration of Justice Section, U.S. Commission on Civil Rights, 1960-63, and Chief Consultant on Administration of Justice, White House Conference on Civil Rights, 1965-66.  Currently he is a professor emeritus at American University and a member of the Maryland State Advisory Committee to the U.S. Commission on Civil Rights. This column is not connected to his work with that committee.
