I heard a reassuring talk the other day by a retired military person about the kinds of joint exercises the Defense Department conducts with other countries. Senior people at DoD take a rather complaisant view of our adversaries. It's all going to work out, they say. At a lower level, however, DoD people are more aggressive, and conduct joint military exercises at the very borders of our adversaries.
I use the term "adversary" advisedly. To paraphrase Curtis LeMay, China, Iran and North Korea are not our enemies. They are adversaries. Our enemy is the State Department.
