Or, maybe a triple. He didn't QUITE explain what he meant about why "sex should not be an issue" at all in the military. Up until now, sexual fraternization of ALL sorts, homosexual or heterosexual, within the ranks has always been verboten. That's what got Lt. Kelly Flinn in trouble back in 1997 or so, if you remember that case. She wasn't homosexual. But she hurt military morale with her fraternization. That's what Santorum was noting. He was right.

That said, it might make sense to allow highly limited waivers for highly specialized functions in places, such as specialized military intelligence analysts away from the front, where troop cohesion isn't an issue.
But in general, Santorum was right that the military's job is war fighting, not social experimentation.
