While I disagree with John on war powers more broadly, I actually do agree that the War Powers Act is unconstitutional. Through it Congress unconstitutionally delegates its war powers to the president (John will disagree with me here). It also gives Congress powers it does not constitutionally possess, like the "legislative veto" (John will probably agree with me here).
Allowing the president to go to war without congressional authorization and then allowing Congress to micromanage the war as 535 commanders-in-chief is exactly the opposite of what the Constitution permits.
