The LOTR character I’ve most associated BO with is Saruman. Saruman was able to persuade the weak minded just with the sound of his voice. He probably was not evil from the beginning, but his pride led him to be caught by a greater evil even while he thought he was working for his own ends. Biden is Wormtongue.

but I really would prefer that political
commenters of all stripes leave the Tolkien canon alone.
Point well taken that the Democrats are infinitely vulnerable on their economic ignorance. Also well taken that they leave no opportunity to tyrannize potential opponents.
Even so, you cheapen both yourselves and the Tolkien story by linking it to the politics of the moment.
The tale, and the lessons it tells, are far, far, bigger than that.

Like LotR? Try Jack Vance's Lyonesse trilogy. Less sombre, even more imaginative, makes no attempt to be a pre-history of the world.
