Diversity can cost money in the culture wars. It can also cause political problems among the diversifiers. If you give vouchers to poor blacks in Washington DC where there are so many 1 percenters you will have to have vouchers in places where there aren't that many 1 percenters like, for instance, Detroit, New Orleans or Newark. Not only that, you will also have to open voucher programs in areas that have large poor hispanic populations. And note well that they outnumber blacks overall, particularly in southwestern USA.
If you are a liberal it ends up being a good idea to keep them down there "where they belong."
