With regard to
my post yesterday on Senator Rand Paul and aid for
Israel one reader’s objections drew my attention. He
begins by stating:
So we now have it on record that “conservative” Aaron supports
foreign aid to Israel. Thanks for making that clear. What’s next?
Conservatives for tax increases and more social welfare
spending?
I was not aware that supporting aid to Israel was grounds for
expulsion from the conservative movement. If it was then there
wouldn’t be very many conservatives left in this country.
Besides as Philip Klein has made abudantly clear, Israel
receives military aid, not economic aid from the United
States.
The reader goes on to argue:
A person has to be either for continuing foreign aid to every
country or for ending it to every country. To be for ending foreign
aid to every country except Israel is obnoxious special
pleading.
This strikes me as a rather silly argument. The question of
foreign aid isn’t an either or proposition. Nor have I argued that
we ought to end foreign aid to every country except Israel. I
accept that our nation’s fiscal situation is such that we have to
modify our national defense and foreign policy commitments. Yet
that doesn’t mean we wantonly abandon them. To do so would be
foolish, reckless and short-sighted. Fiscal crisis or not, the
United States is still the world’s most powerful nation and we
cannot pretend otherwise. Consequently, in order to maintain that
position it neccesitates providing aid abroad be it of an economic
or military nature. Of course, there are some nations that are of
greater strategic importance than others and this has to be taken
into consideration when determining how we modify said national
defense and foreign policy commitments.
One must also consider the wholesale abandonment of foreign aid
could very well do more harm than good. While it might help the
Treasury it would also have the effect of reducing our influence
abroad and other players would be more than happy to fill the
void be they other nations (i.e. Russia, China) or non-state actors
(i.e. al Qaeda, Muslim Brotherhood). Our efforts to recede from the
world stage could very well compromise our national
security.
In the grand scheme of things, it is one thing to reduce foreign
aid to every country, including Israel. Yet it is entirely another
thing to eliminate foreign aid altogether as suggested by Senator
Paul. His proposition is penny wise but a pound foolish. I am
optimistic that Paul’s Senate colleagues will recognize his
proposal is wholly without merit and wisely reject it.

NATO's argument will fall weakly under the common defense clause the same way making someone purchase a product is part of the commerce clause. Why avoid the Constitutional discussion? Obamacare is unconstitutional, yet we rationalize the existence of Medicare/Medicaid. The 400 pound gorilla in the room is entitlements. When Republicans had the chance to "reform" them, they passed and decided to double down with SCHIP and Medicare D. Instead of minimizing the Department of Education, they expanded its roll with No Child Left Behind.

I am in favor of ending foreign aid to every country except in times of dire need for friendly nations.
Israel is one of those. Now is definitely dire.
On the other hand the idea that we don't send "economic aid" but "military aid" is stupid. Thats like we can give $700 million to Planned Parenthood and say we aren't funding abortions. It makes that much available from other funds for abortions, for certain.
I am also in favor of an end to all forms of corporate welfare and an end to grants to private organizations and NGO's.

I'm really tired of people who are economic illiterates complaining about "corporate welfare". As we say here in the midwest, don't complain about farm subsidies with your mouth full of food. Corporate welfare is understood to mean special grants, subsidies and regulatory exceptions to large companies. Crop subsidies and the ethanol program being examples along with various programs to encourage solar and other politically connected industries . It also means special tax breaks available only to specific industries and sometimes written in such a way as to be available only to a limited number of companies withing an industry. It is sometimes foreign aid grants which can only be spent buying American products, usually of a military nature. It can also be in the form of special exemptions from the some of the regulations you cite. The CATO Institute, hardly a den of left wingers cites over 60 billion in what is termed corporate welfare in 2006. Despite the regulations you cite, corporate welfare does exist. The very regulations you named, while a burden to all business, weigh more heavily on smaller ones. Ideally all corporate taxes should be repealed along with all attempts at social engineering via taxation. Regulation needs to be removed or rationalized along with serious tort reform. Actions like this will go a long way to creating a fair and level playing field for all business, not just the favored connected few.

I also think this is a scam. How is Israel a strategic ally? What benefit do we get for giving them billions in aid? What wars have they fought alongside us in? Israel has the strongest military in the region and can defeat every nation there in in a conventional or nuclear war without our aid.
Does aiding Israel cause destabilization in the region itself? Would Egypt be more stabilized without our aid to both Israel and Egypt? How about Jordan?
Finally the best question itself. Rand Paul has shown to be the boldest Republican in offering spending cuts. Why would Goldstein and other neocons come out and attack someone like that with racial huckstering? The simple answer is they are not serious conservatives. They have joined the Republican party not to advance fiscal conservatism, but to advance aggressive foreign meddling and wars.

This doesn’t just mean Israel, but the countless other nations around the world who are living without the worries of a defense budget thanks to a U.S. military umbrella that they don’t contribute to financially. The gravy train is over folks, you’re going to have to do a little more to take care of yourselves from now on."

During the cold war an argument could be made for supporting Israel against it's Soviet supported neighbors. As the USSR is gone this argument no longer exists. Attempts are made now to substitute a Muslim global Jihad for communist expansionism. And while one can make a moral case for supporting Israel on this basis, I don't think that there is any longer a strategic one. American support on the right for Israel seems to come mostly from two groups. The first, what are sometimes termed Neocons, regard support for Israel as a good thing in itself or as part of a larger notion of promoting and spreading Democracy and western culture around the world. The second are some Christian groups who see the establishment of Israel and the rebuilding of the temple as fulfilling prophecy and presaging the beginning of the 'End Times'.

With all due respect, I absolutely and totally disagree with Aaron's thesis ['....Consequently, in order to maintain that position it neccesitates providing aid abroad be it of an economic or military nature....']. What has the $trillions of foreign aid obtained for us in respect, cooperation and support from other nations around the world? Is the $billions of foreign aid that we've provided to Egypt done so [with Islamic Muslim terrorists on the verge of taking over that country]? We re-built Europe and Japan after WWII, but did any of their countries support us in our Middle Eastern war on terror? We liberated Kuwait after their being invaded and conquered by Sadaam's army, but has that country reciprocated or thanked us for same? The previous administration begged for help/support from other nations after 9/11/01, and the rest of the world virtually gave us their middle finger in response. This country will only be able to maintain its stature throughout the world by remaining strong militarily/economically, not by giving foreign aid welfare to other countries [so that its dictator/rulers can pocket same in their Swiss bank accounts and eventually leave their respective countries leaderless as $trillioniares, as is Muburak is about to do to Egypt]. As the old saying goes, YOU CAN'T BUY LOVE!!!!!!!!

Problem is, there's no way to test the alternate thesis, where we withheld all aid.
On the one hand, supporting the dictator tends to bite you in the butt if he's pushed out.
On the other, support can be used to nudge states in the "correct" direction - if there's no aid/support, then there's no opportunity to "nudge."
Some would say American support pushed Post WW II Germany & Japan and Taiwan & South Korea in a "favorable" direction. I think that' s a fair reading of history.
And then there's this - we don't need to be loved ... "respected" and "feared (a bit)" will do just fine.

PS: a few billion over the years in arms, is CHEAP compared to the all out war we are now facing with Islam.

Regarding aid to Israel ... economic vs. military ... Whats the difference folks, money is money. Period. And I suppose that the citizens of the United States have a say on how or what Israel does with our gift of MONEY. Get real. Paul's thought process is in support of our countries issues and not others. What precisely are we getting in return for our charitable donation of billions? I fully understand Quid Pro Quo ... and it does not even remotely apply to Israel.
