The Spectacle Blog

The Cook Political Report, one of the leading prognosticators of congressional elections, is now projecting a Republican takeover of the House of Representatives. As of now, Cook estimates that the GOP will gain 40 seats — the minimum required to take back the House — but says that the party’s ultimate gains could be “very possibly substantially more.”

Isn't the GOP house leadership supposed to be floating a new contract with America? That would nominally be a mandate on which to proceed after the election. Although frankly at this point gridlock looks wonderful.

Unfortunately I see this as being a "dead cat bounce", where an already dead political party bounces back once a little bit from backlash.

They are definitely going to release a new Contract With America, but it won't be anything like the old one, with real conservative legislation to be passed. The stuff leaked so far is just status quo before Bush, plus a few gimmicks like contitutional amendments. In other words the Republican Congress won't make up anything on its own but just say (1) oppose some of Obama's unpassed legislation like cap & trade; (2) repeal ObamaCare; (3) balanced budget constitutional amendment; (4) maybe some tax cuts, but I'm not even sure on that. Probably old chestnuts which the voters don't much care for like repeal "death tax".

It is the same Zen fighting-by-not-fighting. Just spin and say that the Democrats are bad.

I forgot to add (5) extend Bush tax cuts. That definitely will be part of the Contract, and Republicans are already fighting for it.
