Democrats have not ruled out pushing for a more comprehensive bill when Congress returns from its August recess or in the session after the November elections, although it’s not clear that any of the Democrats or Republicans who now oppose a more expansive measure would change their votes….
The decision to abandon the proposal was another concession to the difficult political environment Democratic leaders face, as many rank-and-file congressional Democrats are wary of casting any vote that could be used in political attacks by Republicans.
Call me not heartened. Democrats seem to relish political attacks by their constituents. As I say in a Heartland Institute press release, if Democrats are stupid enough to shoot for the Big Government moon in a sleazy slime duck session after the election, the misery visited upon them could be unmeasurable. So of course that’s exactly what they’re talking about doing.
Congress’s (dis)approval ratings waddle in the same territory where public concern about global warming resides. They’ve already achieved disrespect and scorn after their passage of Obamacare and bailouts — so what bottom-feeding level could they reach after November?
Unfortunately we are still living under an EPA endangerment finding that will lead to eco-crats’ regulation of greenhouse gases, regardless of how our legislative branch is constituted. Todd Hornbeck, can you challenge this one please?

It's true that there would be a big backlash against the Democrats for passing stuff after they lose the election. But they wouldn't care. They figure this is their one-in-a-million chance to have a Dem president and Congress, which is nearly filibuster proof.
Just like they walked off the plank by voting for health care, if the Dems see an opportunity to pass amnesty or cap & tax after the election, there is a very real possibility that they will take it.
