If Bedford, Virginia had been doing a general V.E. Day celebration, or was setting up a Memorial to the World War 2 Allies, then it would make sense to have a painting or statue of Joseph Stalin. However distatseteful it might be, the fact remains that the Russians played the largest part in bringing down the Third Reich, and any decent memorial would have to acknowledge that.

However, this was supposed to be a D-Day Memorial, and the Russians played absolutely no role in the D-Day invasion of Normandy or in the liberation of France. So, there was no reason to have any depiction of Stalin in this memorial at all.
