Well, that's not exactly what Rasmussen Reports said.  Technically, the poll showed that seven of ten Americans don't believe Congress knows what it is doing when it legislates on economic issues.  According to Rasmussen Reports:

Even as Congress puts the finishing touches on legislation asserting more government control over the U.S. financial industry, most U.S. voters continue to believe the legislators have little idea what they're doing when it comes to the economy.

The latest national telephone survey of Likely Voters finds that just 27% are at least somewhat confident that Congress knows what it's doing when it comes to addressing current economic problems. An overwhelming majority (72%) are not confident in Congress to address these problems. These figures include six percent (6%) who are Very Confident and 43% who are Not at All Confident.

Who are the other three of ten, and, more important, why are they allowed to vote?  Especially the six percent who are very confident that Congress knows what it is doing. The latter folks desperately need professional help.  And they shouldn't be allowed anywhere near a ballot box!

The other 33% work for the government

(1) Only those who pay taxes should be permitted to vote.
(2) Votes should be proportional to the taxes paid.
(3) The flip side of the tax return should contain the taxpayer's allotment to each spending category.
(4) The spending so permitted must equal the taxes paid.
(5) Citizens can dream, can't they?...

I have found that, when rounded, these 3 of 10, show up in every poll, regardless of the topic, taking the opposite view of what I believe. We know who they are, even though they are given different labels in the poll results. "Nuts" is an appropriate catch all.

Real American| 5.22.10 @ 1:52PM

that's basically the hardcore Democrat base. These are the people who think that Obamacare will cut costs, reduce the deficit and provide quality health care for all Americans without any drawbacks (I'd include Obama in that group, as that's his main pitch for his socialist agenda.) If you're inclined to believe that crap, you'd also be inclined to believe that the govt knows what its doing on economic matters.

Missy| 5.22.10 @ 1:53PM

I question the sanity of the 53% of Americans who voted for BozObama, too.

Kenneth E. MacAlister Jr.| 5.22.10 @ 2:46PM

The 3 in 10 "Americans" who are "nuts" as you put it Mr. Bandow are comprised of the left, RINOs, those on the "dole" who are happy staying there with their hands held out to the Federal Gov't, the state-run media, the "conservative" intelligensia" (elitists), & academia. The sad thing is these 3 in 10 Americans who truly are nuts seem to run everything, including the Federal Gov't. this is the crux of the issue & until it changes, the nuts in the minority will continue to steamroll over America.

gsr| 5.22.10 @ 3:15PM

The real issue, the real question for Americans is: Do we want to be flooded with half of Mexico’s (and Central America’s) population?

This “replacement of the US population” by the political class of course, favors politicians, as poor, lowly educated foreigners, are tailor made for the social programs that politicians create (think Obamacare). They are also much more likely to become liberal Democratic voters if and when they become citizens.

But once again, the real issue is, do you want to be a bi-lingual, bi-cultural nation, with much of the Western US being almost exclusively Latino (Mexico North)?

Nobama| 5.22.10 @ 3:52PM

Hate to break it to you, gsr--we already are.

gsr| 5.22.10 @ 6:02PM

Enforce the law and tens of millions will self-deport.

Nobama| 5.22.10 @ 7:42PM

Dude, you're delusional. Why would anybody want to go back to that cesspool?

Eric(OfConservativeMind)| 5.23.10 @ 1:12PM

Because when/if the law is enforced, they would rather go back to that "cesspool" than have no place to live and/or starve to death. Of course there are nonprofits and church organizations who would help them like they help many other poor, disadvantaged citizens, but charity only goes so far.

When the U.S. government is illegitimately confiscating wealth from individuals in this country to fund federal welfare programs, there's less wealth for individuals to pass on to charities and such.

But, of course, there are also organizations in this country like La Raza who practically have no other mission than to lobby for the granting of rights to illegals that no non-citizen should have anyway. Illegals in this country get welfare, education, drivers licenses and healthcare because they are afforded these things by federal, some state, and some local governments.

Eric(OfConservativeMind)| 5.23.10 @ 1:18PM

I would never argue that these aliens be treated as less than human beings, but they are certainly not citizens of our country and they should be forced to leave, through deportation or self deportation.

As an aggregate, those aliens here in our country that are illegally provided jobs pay less in taxes than they receive from government. This is detrimental at the local, State, and federal levels and cannot be continued.

Making these people citizens only exacerbates the problem with many of them speaking little English and generally being unskilled or low skilled an undereducated, even by our present educational standards. They should be forced to leave and then come back in through the "front door" legally through national immigration policy.

I would also say that the practice of chain migration, a.k.a. "family reunification" also needs to stop. We are accepting individuals in droves much faster than we can assimilate them given the presence of groups like La Raza who promote anti-assimilation, anti-American, anti-English mindsets.

Nobama| 5.23.10 @ 6:15PM

You're preaching to the choir, Eric. Everything you've said is great--in theory, but it'll never happen.

I've lived in the Southwest all of my life and I've seen the devastation that rampant illegal immigration has done to our beautiful country; it's heartbreaking. I've also seen that no political party--democrat or republican has ever given a flip about remedying it.

La Raza, et al are more powerful than ever and it's going to take incredible strength of will to stop their momentum; especially with democrats helping them.

cl| 5.22.10 @ 3:54PM

how else could obama be elected? today at west point, he said "eisenhower accepted the defeat of germany, but he could not have foreseen how long it would take for the berlin wall to come down."
since the berlin wall was put up in 1961, during jfk's administration, eisenhower could not have foreseen the berlin wall even erected by the russians. not only is he ignorant of u.s. history, his speechwriters are ignorant. but he did say today there are fifty states and not fifty seven

Nobama| 5.22.10 @ 7:52PM

What a bonehead. I thought Obama was supposed to be the most brilliant man who ever walked the earth.

Who writes Obama's speeches? Perhaps it was Biden, the man who said Americans watched FDR on television during the Great Depression.

Crusader| 5.22.10 @ 9:31PM

Its not that hard to figure out. Prolly breaks down like this:

12% are the blacks who would support Obama even is he were sacrificing black babies on the East Lawn every morning and eating their flesh.

Another 7% are other assorted minorities who for whatever reason have indentified with and adopted the black language, culture, and boogeymen.

4% are the remaining ultra-libtarded white folks who, through their reefer-enduced haze would keep voting for Obama just to "stick it to the man." Someone needs to tell them they're like 60 now. They ARE the man. Anyway~~~

4% self-hating Jews who would vote for Hitler if he were a Democrat.

3% are the faculties of Chicago School of Law and Haaaaaaaaaaaahvad.

There ya go, 30%.

squalis| 5.24.10 @ 6:45AM

Where have you gone,Willim Safire?

gearjammer| 5.23.10 @ 8:21AM

Please include the 02906 zip in Prov., R.I. Includes Brown, RISD,and the Sheldon Whitehouse fan club.

Ken James| 5.23.10 @ 9:42PM

One of these people is the lady who called a radio program recently and insisted her welfare check did not come from taxpayers----it came from "Obama's stash". She was dead serious.

Heatpacker| 5.24.10 @ 11:48AM

That 30% represents the good work done by the Progressive Educational Establishment, which is dedicated to creating a large population of ignorant people who feel really good about themselves. The progressives know that when you don't know anything, you will believe anything. The left wants to control all sources of information so that the ignorant will believe their propaganda without question.

Jen| 5.24.10 @ 12:21PM

That 30% IS my sister Sue.

SoCon| 5.24.10 @ 3:03PM

My sisters, too, Jen. We can barely speak to one another anymore. It's awful.

Deborah D| 5.25.10 @ 9:52AM

Thank God my sisters are normal, red-blooded Americans (along with my five brothers -- one now deceased). A couple of us lost our way via the left's propaganda, but luckily awakened from that many, many years ago. It's idiot "friends" I have problems with. It's difficult to remain friends with those who cannot and will not listen or read facts, while arrogantly implying you're the idiot. It's easier just to avoid them.

refugeefromlibs| 5.24.10 @ 4:14PM

Who comprises that 6%? My co-worker, a senior corporate lawyer who finds reasons why working off 2 teleprompters an indication of prudence and why Joe Bidens loose cannon dipsomaniac gaffes are charming and folksy, whereas President Bush's mispeaks were a humiliating outrage endured by red-blooded americans.
Some people are just goners.

Guy| 5.24.10 @ 5:39PM

I agree with the idea that 30% - 35% will vote for the Statist every single time.

The holy grail for Them is getting that number up to 51%, at which point we are the Soviet Union.

Every single thing that Obama does is done with that one goal in mind.

JmsA| 5.24.10 @ 10:14PM

Yes, I quite understand your point, but my question is, given the way things are going, will there be anything left to give by the time we get near 51%.

Petronius| 5.25.10 @ 10:33AM

When the average person spurns reality, has no concept of value, (killing unborn babies is fine but watching a cockfight will get you 5 years in chokie), seeks amusement before truth, bitches about the prices of those things for which he does not want to spend money, and expends all his energy on emotional investments, then 1 in 3 is a serious under estimate of mental stability among our all too infantile electorate. The title of a musical from the 60's comes to mind: Stop the World. I Want to Get Off.
