Rand Paul and Israel

I’ve obtained a document that the Rand Paul campaign is circulating to those interested in his views on Israel, and it’s interesting to see how the positions he’s taking as a Republican Senate candidate in Kentucky differ from those adopted by his father, Rep. Ron Paul, a harsh critic of U.S.-Israel ties.

“Israel and the United States have a special relationship,” Rand’s position paper begins. “With our shared history and common values, the American and Israeli people have formed a bond that unites us across the many thousands of miles between our countries and calls us to work together towards peace and prosperity for our countries.”

Rand goes on to support free trade with Israel, call for divestment from Iran, and “strongly object to the arrogant approach of (the) Obama administration” toward the peace process. “Only Israel can decide what is in her security interest, not America and certainly not the United Nations,” he asserts.

In one clear departure from his father, Rand states that:

As a United States Senator, I would never vote to condemn Israel for defending herself.

Whether it is fighting Hezbollah in Lebanon, combating Hamas-linked terrorists in Gaza or dealing with potential nuclear threats in the Persian Gulf, Israeli military actions are completely up to the leaders and military of Israel, and Israel alone.  

By contrast, when Israel retaliated against Hamas in Gaza to stop rockets from being fired toward Israeli civilians, his father rushed to condemn Israel. In a YouTube video, Ron Paul called it a “pretty sad day for the whole world” that he said reflected the spread of the idea of preemtive war. He went further, by saying the fact that the United States provides aid to Israel and did nothing to try and stop the military action made the U.S. complicit. He said the action would “antagonize” the Arab-Muslim world and warned that “we’ll suffer the consequences.”

Continued U.S. support for Israel is part of Ron Paul’s broader view of foreign policy and the concept of “blowback.” Rand Paul focuses his statement on condemning foreign aid to enemies of Israel, saying that, “In the Senate, I would strive to eliminate all aid to countries that threaten Israel.” But he doesn’t address the issue of aid to Israel itself.

The United States Special Relationship with Israel

Israel and the United States have a special relationship.  With our shared history and common values, the American and Israeli people have formed a bond that unites us across the many thousands of miles between our countries and calls us to work together towards peace and prosperity for our countries.

The free trade agreement that has existed, and been subsequently strengthened, between our countries since 1985 is a tremendous mutual benefit. As a United States Senator, I would work against the growing protectionist sentiment in our country and defend free trade with Israel.

I would never vote to place trade restrictions on Israel, and I would filibuster any attempts to place sanctions on Israel or tariffs on any Israeli goods.

The issue of Palestine is incredibly difficult and complex.  The entire world wishes for peace in the region, but any arrangement or treaty must come from Israel, when she is ready and when her conditions have been met.

I strongly object to the arrogant approach of Obama administration, itself a continuation of the failures of past U.S. administrations, as they push Israel to make security concessions behind thinly veiled threats. 

Only Israel can decide what is in her security interest, not America and certainly not the United Nations.  Friends do not coerce friends to trade land for peace, or to give up the vital security interests of their people.

As a United States Senator, I would never vote to condemn Israel for defending herself.

Whether it is fighting Hezbollah in Lebanon, combating Hamas-linked terrorists in Gaza or dealing with potential nuclear threats in the Persian Gulf, Israeli military actions are completely up to the leaders and military of Israel, and Israel alone.

It is not the place of outsiders to meddle or pass judgment or to use our power or relationship to force Israel to go against her own interest for the sake of “peace.”
Peace is a laudable goal.  But it is just that – a goal.   It is not an end at any cost.

It makes no sense to me that the United States provides Arab countries hostile to Israel with $12 billion in annual financial and military aid. Many of the weapons that Israel would face in a Middle Eastern conflict would have come directly from our government. I find this appalling. In the Senate, I would strive to eliminate all aid to countries that threaten Israel.

Finally, Iran has become increasingly bellicose towards Israel. Thankfully, Israel has one of the bravest, most elite military forces in the world. I would never vote to prevent Israel from taking any military action her leaders felt necessary to end any Iranian threat.
Just as the United States would not follow the will of another country in the face of our national security, we shall not limit the options of Israel in this area.

Finally, I believe the United States should increase the pressure on Iran.  I would mandate that all publicly managed investment funds divest from Iran immediately. 

We should not be subsidizing any company that does business with Iran, and we should not allow U.S. companies or those with funds from U.S. taxpayers to enrich Iran through its national energy program.  I would fight to end all subsides to American corporations that do business with Iran, including so-called renewable energy companies that work through Brazil to provide support to Iran and empower its dictators dangerous nuclear saber rattling.

There are eyewitness/employee reports that the buildings were 'down' - off limits - on some weekends before 9/11, ostensibly for some security upgrading or other, when the CCTV cameras were down as well. So there is no telling what all went on in the buildings pre-9/11.

And why would Silverstein buy the buildings, when the word has leaked that they were going to have to go through a major renovation for asbestos removal, that could cost more than they were worth? And who was in charge of security in the buildings anyway?? And of the security at the airports involved in this whole caper???

Rand Paul should have a quiet sit-down with his father, and find out a little more about life in our times. He would also do well to read 'By Way of Deception' and/or 'The Other Side of Deception' by ex-Mossad agent Victor Ostrovsky. And he would come to know that things are seldom what they seem.

As an Israeli who made aliyah from the USA about 15 years ago, I'd say there is far less in common between the two countries that people think.

I say Israel is socially about 50 years behind the US. It has yet to go through its civil rights movement to acknowledge its Arab citizens as human beings. Even in the more liberal places like Ramat Gan I encounted a lot of anti-Palestinian racism. When I met Palestinians, however, most seemed to be pretty normal people who feel victimized in a land which they would have otherwise owned.

So basically all I'm saying is that the US-Israeli 'special' relationship is contrived. People just band that term around without any meaning.

It may well get interesting for me were the USA to stop funding Israel. However, there is a growing sentiment among some here that the funding is detrimental in the long run. Thanks to the funding, Israel is now practically a welfare recipient. We're completely dependent on aid in many areas.

If you talk to people on the street in Ramat Haviv in Haifa (where I lived for some time) about the nation's finances, people generally recoil. Many are very uneasy about the support, and don't want to be reminded of it. Its a self-esteem issue really.

Ask a settler in Itamar deep in the West Bank however, and they really appreciate the support as it basically subsidizes them to take Palestinian land.

Not telling Israel what to do is the non-interventionist position. Not voting to condemn them (which his father would never do) is also the non-interventionist position. The call to “increase the pressure on Iran” is troubling and difficult to spin in a non-interventionist way, but non-interventionists don’t reject normal diplomacy so it still could be within the pale. Calling for an end to aid to Israel’s enemies is also non-interventionist. However, if he supported continued aid for Israel or failed to call for its end also if directly asked, that would be a breach with non-interventionism that could not be spun away. A central tenant of non-interventionism is that ALL foreign aid is unconstitutional and should be done away with.

As for foreign aid to Israel, many of you may not realize that 100% of the aid is for military use only AND Israel is bound to spend at least 75% of it here in the US. Additionally, the information exchanged between the US and Israel as part of this agreement is worth many, many times more than the $3B. The two countries collaborate on R&D related to this military spending. Further, this "investment" in Israel's military enables the country to fight its own wars rather than US soldiers and equipment going to help, like in Iraq and Afghnaistan. It is a win for both countries.

Rand Paul's rhetoric is different but there are no substantive differences between his position and Ron Paul's. Read closely, he's in campaign mode and so while he technically is telling the truth he is using vague language.

He would never vote to condemn Israel, to force Israel into peace, to cut trade with Israel. Just like Ron Paul. As a noninterventionist he won't vote to condemn any country, he believes in free trade with all, and he doesn't think we should force anyone into anything.

He doesn't want to aid Israel's enemies - just like Ron Paul who does not want U.S. foreign aid to any country whether for defense or not.

He doesn't want U.S. companies to get subsidies if they do business in Iran. Well, he also doesn't want subsidies to go to any U.S. companies at all. He would cut all subsidies across the board to 0 but he's just stressing Iran to pander.

As you can tell above, he wants to cut all U.S. aid to Israel as well, foreign and military aid. He also probably also wants a free trade agreement with Iran.

I personally am a non-interventionist, so I am pleased that Rand Paul is saying things this way to market himself, but I am not afraid because I know when he gets to the Senate he will vote no on foreign and military aid to all countries (including Israel) and trade barriers to all countries (including Iran, Saudi Arabia, Egypt, and Lebanon), and that he will also not vote to condemn any other country as well (he would not vote to condemn Israel's enemies such as Lebanon or Syria for attacking Israel also, he doesn't believe in getting involved at all).

I see nothing in there in terms of actual POLICY advocacy that differs from his father; only the tone of his rhetoric, which is pitched in such fashion as to be less offensive to mainstream Republicans. Even the "I would never vote to condemn Israel" bit is consistent with Ron Paul's policies, as he consistently votes against all resolutions passing judgment on or generally sticking our noses into the affairs of foreign nations. Note that Rand did not say he advocates continued American government financial/military aid to Israel, and that free trade with Israel, staying out of their negotiations with Palestine and not funding their enemies are all fully consistent with Ron Paul's positions as well.

Unless Rand is a supporter of US government financial aid to Israel (a matter which he skillfully skirts around in this article) their actual stances here don't appear to be different on any matter of substance; the gap is only in the way they package things, as though one is saying, "The glass is half empty," while the other announces "The glass is half full." And for the record, assuming that I am correct in my perception of Rand's position here, I support both.

In article VI the constitution stipulates that the US will honor all debts and "engagements" accepted prior to the establishment of the United States. Some of these would fit the definition of foreign aid. The founders understood, as Red Phillips patently does not, that any credible claim to national sovereignty subsumes acknowlegement of previous favors and benefits received and the obligations attendent to them. Having received them and then acknowledged that it was bound to such obligations, the nascent US entered the domain of sovereign nations that had always paid tribute or made loans to, bought favors from or entered into treaties (article 2, section 4) with other states since the beginnings of human history. All of these arrangements, including treaties, may be likened to foreign aid. Certainly they all cost money, incur obligations and involve entanglements with foreign states. I wonder what Mr Phillips would say about a treaty that actually stipulated foreign aid in its language. Unconstitutional? It is true the constitution doesn't actually use the word "foreign aid." It also says nothing about horses. Yet the founders probably rode them, or were drawn in carriages, to the convention every day. However, there were treaties with the Indian tribes that did address horses, e.g., the Hell Gate Treaty of 1855, which did include, inter alia, a 120K aid package and a blacksmith shop. Apart from this observation, I will make no other horse references in responding to Mr. Phillips.

I do not agree with the interpretation of the Constitution that puts treaties on an equal footing with the Constitution itself. This is a mistaken interpretation and not what the Founders originally intended. So a treaty can not rightly subvert the Constitution. For example we couldn’t sign a treaty with China that authorizes China to confiscate the weapons of Americans in direct violation of the second amendment. Likewise a treaty could not authorize or mandate the Fed Gov to do something outside its constitutionally enumerated powers.

One could justify military aid to an ally engaged against a common enemy, for example, on the basis of the national defense justification in the Constitution. There might also be expenses associated with the normal course of diplomatic affairs that would be within the purview of the conducting of foreign affairs which is a proper constitutional function. But foreign welfare for foreign welfare’s sake is not an authorized expenditure. If conservatives believe that corporate welfare is unconstitutional (unauthorized) and welfare to individuals is unconstitutional then how is there an exception for welfare to foreign governments? In fact our aid to Israel is both foreign and corporate welfare as we give them money to purchase weapons from US weapon’s manufacturers. So do you really want to make the case “Get GM off the dole. Get welfare queens off the dole. But keep healthy and solvent countries like Egypt and Israel and fat cat weapons manufacturers on the dole?” Whatever that may be, it ain’t conservatism.

Hey Phillips: No one said a treaty was on a par with the constitution or could trump its prohibitions. Your challenge was where in the constitution does it allow for foreign aid. There have been innumerable treaties where payments have been stipulated. You acknowledge this when you split hairs by distinguishing "military aid," which you accept, from the other kind that you don't. Khruschev talked about getting as US aid SPAM during WWII. Does this kind of salty, greasy meat fit your definition of military aid or welfare? Incidentally, the constitution does not limit treaties to only those situations where a mutual enemy has been identified. There are plenty of treaties that deal simply with matters of commerce. Are all of these unconstitutional also? Moreover, if you can pay something pursuant to treaties under the constitution, you can also do it with appropriations.

Your Chinese example is particularly risable. Would it be a violation of any conceivable treaty or the constitution if the Chinese confiscated weapons of Americans in China? Where in the constitution does it say that it governs the actions of other nations within their own borders? If the Chinese are confiscating guns in the US, we have a bigger problem than a violation of the constitution. The comment about that the constitution "might" allow the US to pay for the operation of its embassies abroad is just odd. Would you expect other countries to pay us for that privilege?

The Constitution provides a basis for payments for all sorts of things that governments pay for that are not specifically enumerated within its few pages. This can take in foreign aid, purchasing canapes for White House guests or SPAM for allies.

Of course China would have the right to confiscate the weapons of Americans within their own borders. I did not mean to suggest otherwise. What I meant was we couldn't sign a treaty with China authorizing them to confiscate American weapons here as an end around against the second amendment. I was just trying to use an outrageous example to illustrate my point that treaties do not trump the Constitution. I thought you were reflecting the mindset I mention in paragraph one.

I do not think the Constitution authorizes military welfare for welfare's sake to allies just because they are allies. I think you could argue under national defense criteria that we could give military aid to co-combatants in lieu of sending our own troops for example.

Do you think corporate welfare is unconstitutional? Do you think welfare to individuals is unconstitutional? Do you accept that doctrine of enumerated powers?

Thanks for your fair-minded treatment of Ron Paul's son. Interestingly, one could interpret his statement and position as reflecting the best that can be gleaned from his father's rigid and anachronistic ideas. The idea of complete non-intervention and zero foreign aid is probably as unrealistic as, say, Prohibition (is there any actual chance of adopting a policy of total isolationism in a global economy and a world increasingly by connected by media?) No more than there is of resurrecting Prohibition; it's just not realistic. and while some good might come of it, hypothetically, it cold also create terrible problems.

But perhaps at its essence, this idea of non-intervention which, when taken to an extreme, becomes silly, has some truth and merit: that is, rather than showering a plethora of countries with aid, and using the aid to attempt to bribe the enemies into good behavior, Americans should be more scrupulous about our tax dollars. In that context, Paul's scrutiny over foreign aid spending makes sense. What never does make sense, however, is for fiscally conservative politicians to focus in inordinately on the aid we give Israel. At least Israel is our steadfast ally and shares many values with us.

That said, what I liked most in Rand Paul's letter is his emphasis on Israel's right to defend itself against its own enemies, in its own way. It strikes me that this is an indisputably reasonable argument that even the most hard-core non-interventionist--in fact, above all a true non-interventionist--would second. For Ron Paul to have taken to the airwaves to condemn Israel for self-defense belies his anti-Israel feeling and the lack of consistency in his supposedly non-interventionist position. Israelis have never asked Americans--or anyone else--to fight and die for them. To call oneself a non-interventionist, and then mouth off in meddlesome manner about another country's decision to undertake a military operation in self-defense--gives the lie to this claim of non-intervention. Only a hypocrite would champion non-intervention, then butt in when someone is trying to defend himself. Seems to me Rand Paul--in recognizing Israel's right to defend its own people, against their own enemies--is articulating a true creed of non-interventionism that I can respect.

I am amazed that the notion that Israel is America's "friend and ally" can continue to persist so stubbornly amongst some sadly deluded Americans. The assertion that Israel is, or ever has been, America's friend is easily disproved by the USS Liberty and Jonathan Pollard affairs. And the assertion that Israel is America's ally is such an obvious joke. How many troops did Israel send to help America in its many wars of the last 50 years (not counting, of course, the "advisors" on interrogation, torture, and general dirty-dealing after the battles have been fought), and how much precious Jewish blood (not to mention also, of course, the treasure that she has mostly acquired from America n the first place) does anyone believe Israel would be willing to shed (and spend) to defend the gentiles of America should such a situation ever arise? "The Chosen" sacrificing their blood or even a shekel of their loot to help the goyim? Now, that would be a real turn up for the (Talmudic) book.

Israel gave the US Soviet captured aircraft and tanks built in the USSR. The US used these to develop the aircraft and weapons we used to win the cold war. Israel warned the US about anti-US terrorism, but the CIA downplayed the treat, even allowing dozens of their own agents to be murdered by Hezbollah with no US response.

Of course Israel carried out 9/11. Who gained the most from that tragedy??? Pissrael. Now, stupid Americans are dying by the thousands fighting Israel's enemies in the middle east. It's amazing how many Americans are waking up to this fact. Dr. Alan Sabrosky, former head of the American war colleges, has gone public concerning Israel's involvement in 9/11. Most people know Israel is the major cause of world strife. And people are becoming less concerned with being called anti-semitic. Israeli's are not semitic! The Jews that run Israel are not the Jews of the Bible! They are Eastern European Khazaris who adopted Judaism in the 8th and 9th centuries. They have no link to the original Israelites! They are known as Ashkenazi Jews. The true Israelites, the Sephardic Jews despise these white imposters for ruining Judaism's reputation. The Palestinians have more claim to being the true Israelites than these homosexual, frail, cowardly Zionists.

These discussions are annoying. They invariably degenerate into ad-hom attacks since people put more passion into the subject than they do thought.

I am against labels, as labels only serve to classify. I will never judge someone as being a "lefty", a "jew", a "self-hater", etc... I will, however, judge people by their actions.

I believe if more people took the time to step back from the labels, that we'd all find that we have more in common than we have differences. We all, generally, want to live our lives free from fear and prosecution, and to be able to raise our families in such an environment. People are too busy squabbling over the things that don't matter to realize it.

Are you guys serious? Did you guys even read the whole article?

Rand says he supports "trading" with Israel and other foreign countries. He then talks about avoiding "military and financial aid" to countries hostile to Israel. This doesn't apply to countries that are hostile to Israel, but includes Israel itself.

He hints that Israel's political decisions should not be influenced by America and the UN. Instead, they should be independent. For without American intervention and influence on Israel, there would be a greater incentive for Israel to negotiate and have peace talks with neighboring countries.

What he is really trying to say is:

If Israel wants to go to war, then that is their decision to do so. We will defend the right for Israel to defend itself, but we will not support them with financial and military support. Israel has nuclear weapons, so they can adequately defend themselves. They don't need American intervention, and we will not intervene it's neighboring countries by providing them with money and weapons.

In the end, he's playing it at their game. The establishment likes to smear people with the term "anti-semite". The point is to let the countries in conflict settle it on their own. When they are tired of fighting, there will be peace. But by giving both sides of the war money and weapons, the battle continues.

Although I do believe we should not meddle with Isrealif they wish 2 take action against Iranm this is a very touchy subject in my personal view. The U.s in my view should not interrupt or meddle in the affairs of the Iranian energy policies. If the man wishes to have nuclear energy, a cheap and renewable type of energy, then who are we to tell him he is not allowed?? Would we be happy if we wanted Nuclear energy and Iran came in and said no! You cannot enrich your economy, grow your country, or have cheaper energy? I also think we give to much credit to Isreal, as they also have a corrupt puppet government. I agree more with Ron Paul's views. Much much more!

Israel is considered equally, or even more important, than our own national secuirity. Jews, through their control of vast areas of wealth in America, have hijacked out national interests for their purposes.. Estimates range all the way up to 70%.
Whatever the figure, it is huge and immensely out of proportion to their 2% of the population in American society.

Today, in 2011, the U.S.A. is totally dominated by Jews. Virtually every newspaper or magazine is owned by Jews. Their self-serving propaganda constantly fills the TV screen. The Federal government and Federal Reserve is totally under Jewish control. US military forces are the pawn of Israel. The banks, the markets are theirs. They systematically denigrate our Founding Fathers and our heritage and our Constitution.
