Nicole, to be fair, Obama did also donate his entire $1.4 million Nobel Prize to charities. Including that would raise his percentage contribution to be greater than Bush’s from 2007. 

In past years, however, the Obamas (and the Bidens) have donated only a very small percentage of their considerable earnings.

Of course, it would have been illegal for him to have kept the Nobel money, so I'm not sure you can really count that as charity...
