The comment on the turtles is without merit. The article cited has it all wrong. The project came in at $1 million under budget (read: fully funded) with a project completion date of July 2010. The project is an infrastructure improvement meant to save motorist lives. Despite what internet pundits would have you believe, the saving of the turtles is an extra bonus and not the impetus for the project.
