Because it is about creating bigger government/more government dependents (and therefore D votes), not about providing better care. Duh.

The answer is fairly simple-----to supply health insurance/medical care to Democrats' indigent constituents [as Obama once told Joe the Plumber, it'a all a matter of WEALTH REDISTRIBUTION]---it's called WELFARE, folks !!!!!!!!!!!
