Discipline is in the eye of the spender... I know lots of disciplined spenders... They spend whenever and wherever they can... and with whatever money they can get their grubby mits on...
I have also read, though don't personally know... dedicated thieves... who make their livings by removing the money from various victims.... There are also lots of dedicated and discplined moochers out there... Anybody remember the Californicated Mooch from the Simpson murder trial? HE WAS DEDICATED...
So my surmise is that The One's "Discipline" on accounts receivable and accounts payable... is that he will SPEND whatever he can as much as he can... and fund it by a combination of theft and mooching...

Good grief. "Emphasizes Discipline in Budgets" -- did he highlight that word "Discipline" in yellow marker? That's about as much as he's emphasized discipline when it comes to spending OUR money.
I'm sure the NY Times wonders why they are continuing to circle the drain.
