I just finished reading this in the hard copy of the WSJ. (My addiction to ink on fingers is still something I fight...) One can only wonder what results would be had if the members of the Philadelphia City Council took the test themselves....Better yet, if passing it were a requirement to be on the City Council in the first place. We would have no City Council over there....

Is it me or is all of America falling through Alice's looking glass?
