This is such BS. Gov Blanco, Mayor Nagin and the residents of New Orleans who refused to evacuate are to blame for their plight. I live near a river that floods periodically, and FEMA will not help in your rebuilding, unless you take steps to prevent another flooding, such as an elevated structure. If you choose to live ina hurricane zone, below sea level, it is not the federal governments fault or responsibility.
