that it is a shield against any future attacks or questions about
why he didn't sign the American's for Tax Reform pledge. Does
anybody care to wager on whether Norquist's statement that "You are
the most successful tax cutter in modern New York history and, on
balance, the most successful tax cutter in the Republican field
today" will supplant the George Will quote in future debates as
Giuliani's most-repeated citation?
