dispatch and think again. Fiscal year 2006 begins this weekend
and only two of 11 spending bills are complete and signed. Passing
these appropriations bills will be battle enough, but as the
article lets on, Congressional leaders will likely tout a few cuts
that are little more than budget gimmicks.
