Special Report

Private Insurance But Government Control

What everyone needs to know.

If you think the Obama health law won’t affect you because you have private insurance, keep reading. The Department of Health and Human Services announced final rules for private insurance last month. The federal government will have control over your care. Sec. 1311 of the law empowers the Secretary of Health and Human Services to dictate how doctors treat privately insured patients and what questions patients must be asked. Your doctor will enter your information into an electronic data base, your doctor’s decisions will be monitored for compliance with federal guidelines, and your doctor may have to choose between what is best for you and avoiding a government penalty.

1. Ask your doctor about keeping two sets of books, if you tell your doctor things you wouldn’t confide to anyone. Otherwise your electronic record will include everything and be seen by thousands of eyes. Have depression, erectile dysfunction, or a drinking problem? Your chiropractor will see it. So will thousands of nonphysicians. President Obama’s January 16 Executive Actions to curb gun violence deemed healthcare privacy protections “unnecessary legal barriers,” making it clear federal agencies will use health information for non-health purposes, such as background checks.

2. Line up your doctors now, if you’re a baby boomer. If you wait until you turn 65 and go on Medicare, you won’t find a doctor willing to treat you. Doctors will be paid less to care for seniors than any other patients.

3. Insist on a specialist, if you have a heart problem. Obamacare requires insurers to implement HMO-like controls that will reduce use of specialists. Recent research shows that patients with unstable angina do far better at avoiding heart attacks when they are seen regularly by cardiologists.

4. Brace yourself for less care at the hospital. Cuts to Medicare pay for over half this law, including a whopping $247 billion reduction in what hospitals will be paid. That will push hospitals into financial crisis, warned Richard Foster, Chief Actuary of Medicare. Nurses will be spread thinner, and patients of every age will wait longer for help.

5. Ask your employer whether your on-the-job coverage is going to be dropped. The law compels employers with 50 or more full time employees to provide a package of benefit that costs twice as much as what many currently offer. Some employers will opt to pay a penalty instead, and notify you by October 1. Amazingly, even federal actuaries admit the employer mandate will result in fewer people having employer coverage.

Some employers are already adjusting the size of their workforce to avoid the mandate, or pushing workers to part-time status (under 30 hours a week). Employers’ obligations in 2014 will be determined by the size of their 2013 workforce.

6. Avoid Medicaid. If you lose on the job coverage, you’ll either be directed to an insurance exchange or dumped into Medicaid. “Dumped” is the right word, because Medicaid is often inferior coverage. Research shows that surgery patients on Medicaid are 50% more likely to die than surgery patients with private coverage and more at risk of dying even than uninsured patients.

Citizens with household incomes below 133% of poverty ($19,000 for a single person and $33,000 for a family of four) are ineligible for subsidized private plans on the exchanges. They have to settle for Medicaid. Legal immigrants with low incomes get a better deal. The law makes them eligible, because otherwise they would be uninsured. Medicaid has a 5 year waiting period for newcomers.

7. Don’t be bamboozled by fancy marketing. An exchange is like a supermarket that only sells one product: the government-mandated “essential benefits” package, period. The bronze, silver, gold, and platinum labels merely indicate different copays and deductibles. The cheapest bronze plan for a family of five will cost about $20,000 (before subsidies), according to the IRS, and will cover only 60% of medical bills. Platinum plans will cover 90%.

The Obama health law empowers the Secretary of Health and Human Services for the first time in history to standardize medical care for privately insured patients. Look for thousands more regulations controlling you and your doctors.

Association of American Physicians and Surgeons estimated that a doctor earns about $0.13 on the dollar with Medicaid after reimbursement and basic Office expenses. If they accept Medicaid, then they are liable for mal-practice lawsuits.
The average settlement is $25K and a doctor averages one per career. So if a doctor accepts Medicaid, he must assume that the first 1,923 visits at $100 per visit are the break-even to pay the settlement.
Obviously, doctors do not wish to accept Medicaid. The estimates I have seen is about 60% of doctors do not now and will not in the future accept new Medicaid applicants.
Obama can continue to smoke, but if you do and you are 55 to 60 years of age, your fine will be about $4K to $5K per year. You will be paying for brown sugar while being told what you may and may not eat. If your sugar is high, I am sure your premiums and fines will be as well.
That is how a two Party statist economy works. Many are going to find that out soon.

I have a question?

How come I CAN'T get Government Healthcare?

I served 4 Years in the United States Air Force, at a "First Strike (Soviet Nukes) Base" at the Height of The Cold War, yet I CAN'T go to the V.A.

Why not?

Because MY WIFE makes too much money.

According to the Federal Government, under President "Flucke You TLP", V.A. Benifits, that were PROMISED TO ME when I signed up, are now: MEANS TESTED. You must earn $33,000 a year, or Less, to qualify for V.A. Medical Benifits.

My State Representative, and her Puke Husband, have HUNDREDS OF MILLIONS of Dollars, yet they still get their Social Security Checks, as does every one of President Shared Sacrifice' Millionaire/Billionaire Friends, because they "Paid in to the System".

I Paid for my VA Benifits with 4 Years of my Life. 24/7/365.

These Democrat Clocksluckers wanna FORCE everybody on to Government Healthcare, at the Point of a Gun.

But, here I am, TRYING TO GET IT, and all I get is "Flucke You".

Under Obamacare, the Federal Govt will simply augment or replace the State Regulators in place today and provide more uniform care in the U.S. The federal subsidies make healthcare more affordable for 90% of the people, which she glosses over and I won't even bother to address her other scare tactics.

JD| 3.4.13 @ 12:34PM

12.4% of every paycheck is paid into Social Security, and we're still running deficits. Millions of jobs are leaving the country, flowing to places where employing people is cheaper. And you want to know when the damage is coming?

Purp| 3.4.13 @ 3:21PM

1) No, Social Security doesn't add to the deficit or debt. Ronnie did do that right. Don't be a fool, go look it up.

2) Yep, jobs are leaving and have been for decades now - and our tax laws pay employers to move jobs overseas. did you know that?

3) Keep destroying unions and propping up corporate shills and it shall continue ... Corporations are making a killing - and paying everybody but America.

JD| 3.4.13 @ 7:42PM

1. We spend trillions a year on Social Security. You say that it's self-funding (except when Obama cut its tax), but even if that were true going forward, it wouldn't mean its taxes aren't hurting the economy to the tune of trillions per year, increasing the cost of US labor, and driving jobs overseas.

2. Typical Leftist belief - a dollar not taxed is the same as a dollar given. By your logic, all the money in your wallet is a gift from me, since I'm nice enough to not rob you! No, we don't pay companies to ship jobs overseas - we simply can't tax them like we would if they stayed here!

3. Corporations aren't making a killing. At least, not in this country. You just suck at math. You see a big "profit" number and don't consider that it's for the one company in a given industry that hasn't collapsed or fled the country yet. You don't look at profit margin. You don't put numbers in context at all. You need the "greedy rich leeches" narrative to sustain you, so you do what you have to to preserve it.

So why is every one surprised? Anyone who has dealt with Medicaide over the past few years has come to realize that the primary Medicaide physicians are those, generally, at the bottom of the ladder. In order to be profitable, they don't waste money on staff or facilities. They tend to degenerate into pill mills. Follow the news articles about government paid medical billing fraud, and you will invariable find they are Medicaide clinics run by third world medicos who have been sending the loot back to the home country, which they will follow as soon as they get word of the indictment. In that the government is about 3 to 5 years behind in analyzing the billing practices of these clinics, but mandated to pay the claims within 30 days of receipt, the possibility of catching the fraud before the plane is in the air is slim.
Of course, our fearless leaders in the government will not be cared for by this system. It is only meant for us. Can you imagine Mrs. Biden, or the O children lining up at a Medicaide clinic for treatment for an unfortunate circunstance? Fat chance. We are being herded into the cars, folks. It is wake up time.

Oooo ... be afraid, be very afraid .. .as if the Corporate world pristeen pure and not rampant with corruption, terrible AND expensive medical care. Puh-lease.

Santiago| 3.4.13 @ 11:30AM

The "corporate world," known as private insurance here in Chile, is none of those things Purp. I work on a team of data analysts with Chileans as well as a few other Americans, plus individuals with a couple other nationalities, and the only major complaint that I have ever heard about any of my coworker's experiences with the private medical care here is with one American girl who said that her doctor tried to invite her on a date at the end of her checkup.

Purp| 3.4.13 @ 11:49AM

Then you haven't had any major medical issue that you needed "private insurance" for. You aren't reading or you are simply unaware of the problems.
Private insurance is NOT wonderful, and is NOT without major problems, by any means. And, it is expensive.

Santiago| 3.4.13 @ 12:40PM

Health care in general is expensive Purp. You're paying for generally expensive, ultra new technology for machines and for time and care from doctors that require a lot of years of education to be able to do what they do. I didn't say private insurance has no problems. Life has problems and sorrows Purp. That's the whole point of what a lot of individuals are trying to (figuratively) get into your head. There is no utopia, anywhere, in any system. Having said that, Chile has a "two tier" system, and it is illegal to have insurance with both. You either pay into the public system (FONASA) or you select a private plan from one of 6 private insurance companies (called an "isapre"). Millions of Chileans, those who have the means to make a choice, such as my wife, disagree with you, and vastly prefer the private system over government insurance. Even individuals, such as my wife before she was married, who can't afford or choose not to pay for private insurance as their primary coverage, instead participate in the public system and then go out and buy complementary private insurance, which covers whatever the public system does not (and it usually doesn't cover much). This story is the same in other countries, such as France, where there is a "two tier" system. When your choices are options A or B, and option A is clearly better than option B, there is no argument.

Alas, I'm aware it likely achieves as much as vigorously attemtping to row upstream, but I can say I gave it my shot. :)

Purp| 3.4.13 @ 3:24PM

Nice spin ... I've never prescribed to socialism or utopia, so don't put your own prejudices on me.

Your discussion of other systems is interesting - but what's your point?
We pay more than any other country on Earth for healthcare, with the same or less return for our money. Somebody is making a killing and it isn't the patient.
Just follow the money and you'll always know where the culprit lies.

Santiago| 3.4.13 @ 5:45PM

I didn't say you "prescribed to socialism" per se, but you indicate that the private system is awful and full of problems, while preferring Medicare. If we use the traditional definition of socialism as public (governmental) control of the means of production, then yes you do in fact support the idea of a socialized health care system, you said yourself that you prefer Medicare for all.
But you d0n't directly address my assertion that the private system inherently provides better care and results than a public system, in fact you yourself just admitted that you have "employer-based" insurance (that is my point, the private system is superior). Millions of people across the globe with a choice do in fact often chose to pay for it, despite the extra cost.
The idea of an ambulance ride alone costing hundreds of dollars is unthinkable here in Chile, and I receive free preventative medicine, plus my plan covers 100% of hospital births for my wife, and quite a few other things that cost ridiculous amounts of money in the US, and yet my (and other) health insurance companies have been generating ample profit margins year over year (I pay about CLP 64.000/USD $136 monthly for both my wife and I). And yet I wonder why the results are so different from in the US............oh wait, no I don't wonder why, I'll take your suggestion and follow the money........all the way up to the nearest trial lawyer office.

JD| 3.4.13 @ 8:57PM

I agree with Santiago - Purp needs to take his own advice. Leftists like to say "follow the money", but they never do it. They just declare that the money is going to "greedy evil capitalists" and end the conversation. Truly following the money leads to places they don't like.

JD| 3.4.13 @ 12:42PM

Leftism - ever letting the perfect be the enemy of the good. In the name of perfection you will make things worse, and you have no argument otherwise. You think that saying that the present isn't "good enough" automatically justifies your changes for the worst.

Sounds like the entire "Change" campaign of 2008.

Purp| 3.4.13 @ 3:26PM

Nope - never said anything would be perfect, so don't put your objections onto me.
It's unbelievable you think we are worse off than when Bush left office - you either were on the moon, don't pay attention, or it doesn't fit your agenda to be truthful.

JD| 3.4.13 @ 7:36PM

We are absolutely worse off, but the manifestations of the underlying rot won't be obvious until years from now, at which point you'll blame someone else. If you understood cause and effect, you wouldn't be Leftist.

Supremacy Clause Jackwhore - go look it up moron... as if you know the Constitution.

I didn't say regulate, I said RUN it dickhead. Both are bad but to Run it is much worse. You're silly and pathetic.

Purp| 3.4.13 @ 3:28PM

Obamacare does not, will not and never will "run" healthcare - get THAT through your thick head, fartface.
Your stupid and you smell.

Years ago, the Feds took over running (setting guidelines for) "private" crop insurance companies, with their nifty premium subsidies. Now we have a long list of non-pertinent questions to answer... and if we answer incorrectly, or fail to answer truthfully, it is considered an attempt to defraud the Fed gov. Do we really want to go down that road vis a vis our health coverage? Whom doesn't lie just a little, occasionally?

How long before we're asked, did you have Mexican food three times, and ice cream daily, in Jan of 2012, and if we don't recall correctly, we are subject to fine and a jail term?

Sounds absurd, doesn't it? You'll see...

Purp| 3.4.13 @ 11:53AM

Oh, that's a great reason dude. "Whom doesn't lie just a little, occassionally?"
It's more a scathing indictment of your own polluted morality.

Absolutely.

Atlas Shrugged casts fine light on this practice. The character Hank Rearden was its victim.

They establish a host of regulations, each justified by some scenario where they might conceivably help, and the result is a regulatory mess that no one can comply with, even if he tries.

But the goal isn't to arrest everyone. The goal is simply to have some dirt on everyone. If you anger or resist the politicians in any way, they'll dig up your regulatory violations and threaten to end you with them. Soon no one can resist government. Speak out at all, and you'll go to prison. They'll still claim freedom of speech, because it wasn't the speaking that they arrest you for - it was the regulatory violations that everyone has. Who needs trumped up charges!

But they don't actually want you to go to prison. They want you working to feed the machine. They just use the threat of prison to keep you from speaking out.

Ayn Rand novels were put away by adolescent boys when they became men, as not a reflection of reality... How old are you?

JD| 3.4.13 @ 7:34PM

Adolescents too immature to comprehend their own hypocrisy, or to see their actions through the perspectives of others - these are the ones who don't see how accurately Rand's portrayals of collectivism are playing out today.

If you are transgender, Democrats want taxpayers to pay for your surgery.

If your smoking gave you cancer, Democrats want taxpayers to pay for your care.

If your drug habit got you hurt, fired, or mentally screwed up, Democrats want taxpayers to give you "second chances."

If you are lazy or stupid, Democrats want taxpayers to push your wealth up to a level of "equality."

In all of this, Democrats declare that your problems are "not your fault", but rather "society's fault", and anyone who opposes their welfare ideas is "hateful", "greedy", "selfish", and lacks compassion.

But if you are this baby, then the many Democrats frenetically posting comments on this article want you to die. Die quickly. And they have terrible words for the woman who allowed you to live!

http://www.cnn.com/2013/03/04/.....index.html

That the woman is poor, or that the baby's problems are not self-inflicted, don't seem to matter anymore, do they?
