NBC’s Chuck Todd noted in a long press conference question, “one
of the House Democratic leaders, Jim Clyburn, asked you to use the
14th Amendment and even said sometimes that’s what it takes. He
brought up the Emancipation Proclamation in saying that they took
executive action when Congress wouldn’t act, and he compared the
debt ceiling to that.”
The portion of the 14th Amendment to which Clyburn and other
Democrats have referred says only, “The validity of the public debt
of the United States, authorized by law, including debts incurred
for payment of pensions and bounties for services in suppressing
insurrection or rebellion, shall not be questioned.” That language
gives the President no authority to ignore and even to violate the
statutorily imposed debt limit.
But this is how Latin American dictators behave, stretching
legal language beyond reason. All you white bread “progressives”
out there, comfortable in your wealthy suburban enclaves, this is
what your Democrat party has become, the equivalent of Hugo
Chavez’s Socialist Party of Venezuela. And when they come after
you, waving irrelevant legal language from somewhere, who is going
to defend your property and lifetime savings?
The impeachment of Richard Nixon established that even the
President is not above the law. The Constitution requires the
President to “take care that the laws be
faithfully executed.… ” That includes the national debt limit
statute. If President Obama breaks that law by executive decree,
that too would be grounds for impeachment.
Threatening Social Security and
Seniors
President Obama even descended to
threatening America at his press conference,saying, “If
Congressional Republicans refuse to pay America’s bills on time,
SocialSecurity checks, and veterans benefits will be delayed.” He
even threatened to refuse topay our troops.
For years, Democrats charged that if Ronald Reagan were ever
elected President, Social Security checks would be threatened. But
Reagan served as President for eight years, and the history books
record that the Social Security checks all kept coming on time,
with no threat from President Reagan. It took the so-called
progressive, liberal Democrat, President Obama to threaten not to
pay Social Security benefits.
Failing to raise the debt limit at all would not threaten Social
Security benefits either. Taxpayers would still be required to pay
Social Security payroll taxes, which would cover most Social
Security benefits. The remainder can be financed through the Social
Security trust funds, which are also backed by the full faith and
credit of the
United States, remember?
The Federal IOUs held by the Social Security trust funds are
legally counted as part of the national debt subject to the debt
limit. One debt instrument under the limit can be replaced by
another debt instrument under the limit without going over the
limit. So a Social Security trust fund bond, which does not
constitute real money that can be spent on anything, can be traded
for a federal bond that can be sold to the public for real money,
which would finance the remaining Social Security benefits. And
that is how Social Security benefits were always planned
to be paid when Social Security was in deficit, as it
is today.
So President Obama is legally obligated to continue to pay
Social Security benefits in full with these funds, even without any
increase in the debt limit at all. And
failing to do so would be in violation of the law, and so
consequently another impeachable offense.
But President Obama continued with the same deceptive
demagoguery in regard to Medicare. He said, “What I will not do is
to have that negotiation with a gun to the head of the American
people — that unless we get our way, unless you gut Medicare, or
Medicaid … we are going to threaten to wreck the entire
economy.”
But President Obama and the Democrats already gutted Medicare,
cutting trillions in Medicare payments to doctors and hospitals
through Obamacare. Because of that, Medicare will soon pay less for
health care for seniors than Medicaid pays for health care for
welfare mothers and their children. That will mean a sharp decline
in the quality and quantity of care for seniors.
Adult Supervision
It is so good that
President Obama is refusing to negotiate with the Republicans over
the debt ceiling. Obama has proven untrustworthy, deceptive, and
manipulative.

Consider POS's recent mantra that congress (code for republicans) is responsible for creating the debt so it is time that they pay the bill. No one in that room asked him which debt he was talking about. Obamacare? The bailout, increases in entitlements etc.. Until 2010 we have had the dems running congress since 2006. Did anyone ask him to identify the deficit spending that needs to be paid for. Not one republican has responded.

So the president wants an increase in the debt limit but does not want to bargain. Unfortunately, his party does not control the House, the party controlling the House has not been shy about what it wants in return for increasing the debt ceiling: a path to lower deficits. They would also like to return to the constitutional path of having an annual budget passed by both legislative bodies that comprise the Congress and signed by the president. Outrageous demands, no?
No. For the past three years the current administration has incurred annual deficits in excess of $1T per year. How about the House passing a Ryanesque FY14 budget that includes a debt-ceiling increase congruent with that budget? The budget might also address the remainder of FY13 that’s not already been passed into law by a continuing resolution or other irregular provision. The House would end up with an estimate of the deficit for the remainder of FY13 along with the estimated deficit for the FY14 to arrive at a total budget deficit by the end of FY 14. That total estimated budget deficit over the rest of FY13 and the Ryanesque FY14 budget would be the amount by which the debt ceiling should be increased.
This approach would also solves the sequester conundrum, which is why the Senate Democrats would want to fight against it. But some Democrats, even much of the MSM would find the logic of this approach -- basing the national debt increase on a budget passed into law -- appealing.

Of course this administration and the Reid Senate have never passed or adopted a budget so we don't even know where the money is going. The GOP House needs to pass a balanced budget immediately and then let The Senate and President stew in the juices. We will then see just who is being "responsible".

The best policy for House Republicans in the age of Obama is to do what the Constitution requires; legislate. Show the country your vision of the federal government, and the funds to be expended in each unit of government. Pass it to the Senate and the President and if they block it shame on them. Negotiating with the President or his minions is a waste of time. He doesn't want accommodation with his political opponents; he wants to destroy them. You don't negotiate with such a man.

There are many lies which the Left repeats frequently, but the one currently getting the most press is Obama's claim that Republicans are refusing to pay debts that are "already racked up".
Raising the debt ceiling is not required to pay for spending that has already happened. It is required to allow future spending that is "scheduled". This spending does not have to happen. There is no mathematical reason why we could not immediately reduce spending to a rate of a mere $2.7 trillion/year, which would require no increase in debt.
Of course Democrats will say that this would require "draconian cuts" in social welfare that people "need". They never consider that the draconion cuts needed in other areas to finance their spending are even worse. There is no free lunch.
In all budget conversations, Democrats insist that we operate from a baseline that is everything they want, so that "deficit reduction" means merely giving them a bit less than they want, even though that still increases the debt substantially going forward. "Shrinking government" similarly is defined as growing at a slower pace than they really wanted.
They must not be allowed to misdefine the terms of debate.
