The latest effort from French filmmaker Luc Besson,
Lockout, is an unmemorable and derivative science fiction
flick set in the distant year of 2079. The action takes place on a
space station orbiting Earth where violent criminals are held in
suspended animation until — surprise, surprise — something goes
horribly wrong. The hardened anti-hero is left with no choice but
to use his dry wits and his fists to rescue the president’s
daughter from rampaging space prisoners. I had seen it all before a
hundred times, as has any fan of schlocky action films. But one
moment in this otherwise tepid movie made me take pause.
In an expository scene, the hardened anti-hero is chased through
the streets of New York City by various law enforcement agencies.
He runs into a subway station to make his escape, but his pursuers
get the better of him. As a New Yorker, I drew two observations
from the scene. First, I doubt the already strapped Metropolitan
Transit Authority will be fiscally solvent enough to run trains by
2079. Oh, they will certainly find some way to collect fares and
increase them every year or two. But to assume that there will
still be subway service in 2079 — a bleak, dystopian 2079, no less
— is quite a leap of faith on Besson’s part. But with even greater
interest, I noticed that the train cars of 2079 were covered with
graffiti, something that would not be alien in the New York of
1979.
Such sorry tin cans were accurately depicted in films of the
'70s and '80s like Weekend at Bernie’s, The
Warriors, and Deathwish. Graffiti artists were known
to compete by seeing how many train cars bearing their “tags” would
pass by in a given amount of time, and proudly took photos to
document their elaborate murals. That was then. The subway cars of
present day Gotham are gleaming, graffiti free visions in stainless
steel, far removed from the griminess of the bad old days.
This turnaround stemmed from a drastic policy shift. Reasoning
that subterranean Picassos would have little incentive to “tag”
trains if few would ever see their masterpieces, the MTA began
dispatching crews to clean vandalized trains. It took several years
to scrub all of the rolling stock clean. Once the MTA caught up
with the mess, they began to remove newly defaced cars from the
system at first opportunity.
The subway stations, too, underwent a makeover. Fare dodgers,
public urinators, and other petty “quality of life” criminals —
including vandals — were aggressively targeted under a new order
called the Broken Windows theory of policing, introduced by George
Kelling and the recently departed and deeply missed James Q. Wilson
in a 1982
article in the Atlantic.
Nip minor criminal behaviors in the bud early, went their line
of thinking, and you will not only curb van dalism, fare evasion,
and littering — you’ll also restore a sense of order and lower the
rate of major crimes. Kelling has been known to say of the New York
City Transit system that not all people who jump turnstiles are
major criminals, but most major criminals tend to jump
turnstiles.
William Bratton, former chief of the New York City Transit
Police and intellectual devotee of Kelling, was made police
commissioner when Mayor Rudolph Giuliani took the reins in the
early 1990s. Bratton and those who followed him such as current
Commissioner Ray Kelly brought to scale policing practices tested
in the “lab” of the transit system. Crime dropped precipitously,
the city once thought ungovernable became a more desirable place to
live, work, and play, and tales of being accosted by streetwalkers
in Times Square or being mugged in Central Park fell mostly into
the wheelhouse of grizzled veteran residents.
But the NYPD’s effective policing tactics have been called to
question in a recent flurry of negative press. The Associated Press
garnered a Pulitzer Prize for attacking the aggressive intelligence
gathering operation that has uncovered numerous terrorist plots in
the years since 9/11, an intelligence program that has
earned praise from the top Obama counterterrorism official for
balancing civil liberties and security. Whistleblowers have alleged
that beat cops have been encouraged by the brass to under-report
certain crimes to keep statistics low. And most notably,
organizations such as the
NYCLU, hand-in-hand with old guard members of the racial
industrial complex like Jesse Jackson and Al Sharpton, have
challenged the practice of stop-and-frisk, in which officers may
briefly detain a person upon reasonable suspicion that they have
committed a crime without probable cause. Their gripe is that the
practice must be unfair because the majority of those stopped are
men of color.
Manhattan Borough President Scott Stringer, a presumed mayoral
candidate, recently wrote an incredibly disingenuous piece in the
Nation that was doubtless an attempt to score points with
these peddlers of racial disharmony. Stringer pegs his article,
entitled “Beyond
Stop-And-Frisk: Toward Policing That Works,” to the
controversial shooting of Trayvon Martin, the apparently innocent
Florida teen who was shot by community watch leader George
Zimmerman. Stringer advances the prejudicial notion — favored by
guilty white liberals and race baiters alike — that Zimmerman shot
Trayvon for the crime of being a black teen wearing a hooded
sweatshirt.
A
remarkable Reuters piece clearly establishes a chain of events
in which Zimmerman — himself a person of mixed race — likely
based his tragic decision on the fact that someone who resembled
the criminals he had witnessed terrorizing his neighborhood beat
the tar out of him when questioned for erratic behavior. This
sympathetic and balanced portrayal — which apparently has gone
woefully unread by the liberal establishment — is from Reuters, an
outlet that usually receives the rubber stamp of approval from the
left.
Stringer’s spurious assumption about the Martin case is an apt
segue into his flawed thinking about New York’s policing. He
assumes that cops are simply looking for black and Hispanic kids to
stop. Actually, they are looking for people who fit the profiles of
crimes committed according to victim identification. Stringer
laments that 87 percent of stop-and-frisks were of blacks and
Hispanics last year, despite these groups making up only 54 percent
of the population.
While these numbers are scandalous on face, Stringer selectively
ignores some equally important stats. Over 91 percent of murder
suspects last year were black and Hispanic, according to
readily available NYPD stats. Notably, 88 percent of murder
victims were also black and Hispanic. Oh, and 83 percent
of rape suspects, 76 percent of victims. 95 percent of robbery
suspects, 68 percent of victims. The pattern holds across the
board. That’s the real story that Stringer should be focusing on;
the perpetrators and victims of crimes in New York City —
ranging from misdemeanors to murder — are overwhelmingly people of
color.
It could be reasonably argued that no one benefits from
stop-and-frisk and other aggressive policing practices more than
people of color, who are inundated by crime within their own
communities. But you’d never gather as much from Stringer’s
contorted logic. And you certainly won’t hear that truth from the
lips of activists like Al Sharpton and Jesse Jackson. But then, it
would be naive to expect such honesty from the men who gave us
Tawana Brawley and who wax poetic on
Greek “homos,” Korean grocers, and the
“hymies” of New York.
Sensible New Yorkers know that the NYPD’s tactics are working.
According to a
Daily News poll, almost half support
stop-and-frisk as “legitimate police work,” while a whopping 57
percent support the surveillance program maligned by the AP. This
despite Stringer’s bizarre contention that stop-and-frisk is “not
working.”
What is Stringer’s proposed alternative method of policing, by
the way? According to his article, he favors community policing
initiatives such as one in which neighborhood leaders “call in”
gang leaders and other malcontents for a meeting and give them a
stern talking to. Pondering what New York of 2079 will look like
might be a moot point after a Stringer administration.

It is a sad fact that once liberals turn a city into something that suits their leftist sense of "fairness", it rapidly becomes bankrupt, crime ridden and unlivable.
And then - They leave!
Disillusioned with constant crime and high taxes, they leave their self created utopia and head for a safe, clean well run city.
Where they quickly begin to institute the self same policies which drove them out of their original city.
They would love to do the same to New York, a liberal Mecca with uncharacteristic tough policing standards, thanks to Guiliani. Liberals are trying very hard to return to the good old days of the 70's with its filth, aggressive begging, mugging, squeegie men, no go areas and gang graffitti everywhere.
If they succeed, New York will return to it's traditional murder rate and seediness and the self absorbed spoilers will move on.

I've always wondered why, when Guiliani cleaned up New York, all the liberals (especially liberal writers) did was bitch about how the city just wasn't the same. Like having a crime-ridden, unsafe place where hookers, muggers and even worse predators roam freely; that's dirty, grimy and littered; where you have to climb over homeless people in order to get into your apartment building is a GOOD thing. I have always hated New York. I just didn't understand why anyone would wish to live in such a place. After Guiliani I STILL hate New york, but at least it's more palatable to be there. Give me Chicago any day - although Chicago is going the way of the old New York. But don't walk downtown at night in Atlanta...

My take on why liberals and big city lefties put up with the "cleaning up" of New York and the tougher stance on crime is not really because they are appreciative of this -- after all, in a liberal's very narrow, delusioned mind, it is always someone else who gets mugged.
The reason that they put up with this and only whine about the nostalgia of yesteryear in NYC when appropriate to do so is -- MONEY. New York City is the world's city. But not by much. London gives it a good run for the MONEY. Paris comes in third. By comparison London and Paris significantly top NYC as less crime ridden millions metropolises always.
I think you have to live outside the USA for awhile to hear how often young people, women, shoppers, theater-goers, skyscraper nuts, art buffs, architects, fashonistas, clubbers, etc. gawk and gasp at and about NYC. In Berlin. In Rome. In Milan, Madrid and Copenhagen. In Rio and in Buenos Aires and Mexico City. Women positively swoon at the chance to walk in places where their movie or TV idols have walked. They want their picture taken right there, yes, right there in Central Park where....or at Macy's or at the Waldorf Astoria.... Some men get all giddy about going to see the Yankees play. No, they don't like baseball or understand it, but it is just a manly thing, an iconic thing to go do. Or to just walk up to a NYPD cop and ask for a picture together. A lot of men want to personally eye Wall Street and see the NYSE. Or to have a reggae yellow cabbie from Jamaica take you up Fifth Ave and talk at ya mon!
But they all stay away when NYC has the known atrocious crime of the 1970's and 1980's.
When the girls, teens, and women cannot play their favorite character in Times Square and stare at the lights and dance around....they don't come. Their cash don't come.
People underestimate the power of tourism, international tourism and the MONEY that positively rains down like a monsoon when tourism booms.
My view: The libs and others who like the graffiti, boom box, big affro, ghetto scene, gang myths, open drug scene, and bums pushing shopping carts are also often ones who stand to make a lot of money when the legions of tourists are coming for a long weekend, a week, or a whole month.
If it were not for the gobs of potential money, these libs would be out there trying their hand at multi spray can graffiti this evening.

Your assumption that London is safer than NYC or any American city is woefully out of date. The violent crime rate in the UK is four times the US rate and while statistically you are far less likely to be murdered your chances of having your home invaded by thugs or assaulted and/or raped on the street are far higher in London than NYC and even DC. Plus if are White and reading this post your probability of being murdered in the US is less than the rate in the UK.

tdiinva, it is not my assumption. I've been in all three places for segments of my life. I will agree that the trend in London is woeful. Trending very bad. It is the same in Paris. But NYC and all its boroughs is still the clear worst of the three.
Also a caveat: I'm talking the central places in these world class cities where tourists and business travelers go. The center 9 square miles.
What I aimed to get across in this post is that all cities of all sizes can benefit greatly from not just the reputation but the facts that back up excellent public safety for inhabitants and visitors - year round.
I don't know why civic leaders, mayors, governors, store owners, bank managers, Chambers of Commerce ("City of Baltimore, are you listening?!") don't get this. I don't know why cities on the east coast like Philadelphia, Newark, Baltimore, Richmond and Norfolk are unsafe sewers. Even downtown church pastors ought to be out on the stump weekly decrying city violence, vagrancy, thievery, and defacing. They ought to be the loudest screaming at mayors and chiefs of police. Their congregations get old and there are no young families around to be the next generation of parishoners. The churches, sometimes symbols of a neighborhood, wither and die. And more darkness encroaches on the city.
On a weekend summer night, people ought to be able to convene, sit, enjoy, stroll, and walk about in perfect peace until sunrise -- in cities of all sizes.
Why is this not possible to realize?
You can make titanic money when people feel safe and have wallets to empty and time on their hands.

Your second paragraph contradicts the first. Either you are comparing metro areas or the business/tourist areas. Every city, including Detroit, has a safe zone. Tourists may stay in the bubble but residents don't. A resident of NYC is safer than a resident of London.

Detroit is actually quite nice, but in desperate need of some repairs. Try visiting beautiful Indian Village, or Flood's on St. Antoine, or Baker's on Livernois for live music. Woodward St. in summer for the auto parade is amazing. I don't think that Detroit is any liberal's utopia: What I love about Detroit is they actually make things of value there, with more engineers than any other city in the US. Liberals have tried to destroy Detroit with idiotic union rules and high taxes, but overall, it should be a comeback story over the next couple of years. Businesses are moving back into town and Ford Field and Comerica Park are right downtown and great places to see a game.

I do hope you are correct. A few years ago, I attended an IEEE symposium held at the Renaissance Center for a week. Just for briefness I'll just say that my stay was hell, and the cherry on the top was my boss' credit card and my credit card numbers were highjacked at the Renaissance Center - the only place I used my business card for near a year. If the IEEE has another symposium in detroit, I will not attend.

If Detroit becomes civilized again it will be because of Michigan's conceal and carry laws. Citizens are fed up with the gangs and the unsafe streets. They are arming up and shooting the thugs when they break into their homes.
However, GM is on the downward slide again and its going to die. Detroit is finished and by midcentury it will be a small town amidst a ruined city.

By mid-century, sociologists will be flocking to Detroit for field studies and exploration of a modern mystery unexplainable within civilized societies. Among academics, Detroit already receives much press – a phenomena of a city, a primitive community nestled within the most advanced technological society on the planet.
At present, approximately 40% of the city’s residential neighborhoods are abandoned – complete with deer grazing undisturbed among former playgrounds and backyards. Unemployment is high, while existing employment is largely dependent upon government jobs as well as private employment funded by various social welfare agencies.
At present, the city survives under a negotiated financial plan administered by the state of Michigan – Detroit would be hopelessly bankrupt if the state hadn’t stepped in financially to avoid a national embarrassment. Even with the bailout, the City can’t afford to maintain its street lighting – some populated neighborhoods have been dark since last Halloween. The residents are incapable of self-government, the City Council is composed of race baiters and hysterics, government corruption is so endemic and matter of fact it’s barely news anymore and the only local heroes are professional athletes.
No theory explains modern Detroit. Every sociological and psychological argument says today’s Detroit shouldn’t exist within the United States. Nothing within the civics textbooks explains the complete failure of responsible self-government to take hold. Investing in a well-fortified bed and breakfast to host anthropologists and sociologists doing their future field studies should become a thriving industry within a city once famous for other industries - industries which have long since dried up and blown away.

Reminds me of my sister in law and her two kids. They never were held accountable for their actions and instead of discipline or punishment when they were badly behaved, they were talked to or (my favorite) 'reasoned with'. Well, they are teenagers now and spoiled rotten, lazy ne'er do wells. They fit well in their uppity suburb of northern NJ, just outside of NYC.

A part of what the Giuliani accomplished in New York was to drive the criminal populations away from NYC, as opposed to change them. It should be recalled that overlapping and concurrent with his terms as Mayor of Gotham, welfare reform was finally passed by the Republican Congress Class of 1994 and after two vetoes signed by Clinton in 1996. Multigenerational welfare families with their connected violence and gang prone members were uprooted from the NYC welfare teat.
Not all went out and got jobs, or went on to serve extended prison terms as guests of New York State. Many crossed the bridges and tunnels into New Jersey. While some settled there, a number went to Allentown (not being fans of Billy Joel, I guess they didn’t know this was a place already on its butt since the late 70s) and other small cities in Pa. Some more went down the Turnpike, paid the $3 toll on the Delaware Memorial Bridge and settled here.
Our prisons are now full of offenders claiming NYC Blood sets and/ or whose personal data sheets read “Place of Birth: New York”, and our government service centers are full of as many people speaking with Brooklyn accents as Bensonhurst. Wilmington now has a murder rate equivalent per capita with Baltimore and Detroit, and way too many people were happy in 2009 when the Yankees beat the Phillies in the World Series.
For folks in every other jurisdiction south and west of here, though, remember, when the benefits are exhausted in our state, these folks are going to need to go somewhere else. If you start seeing red baseball caps with NY on them in your local mall’s sporting goods store, look for the rest to follow.

Back in the good old days of the liberal dominated 60s and 70s, the mantra was that everyone had to tolerate the disfunctional poor, because they were like they were as a result of being deprived of the necessities by the wealthy, working members of society. The accompanying mantra was that we couldn't abandone the central cities, as they were necessary to the rest of the state. Then, the rest of the state asked the unthinkable question: why? Since then, the working class, the middle class, has abandoned the disfunctional central cities (both middle class people of color, and white). The result is Detroit, Newark, Philidelphia, etc. The liberal establishment who remain have enclaved themselves in secure little pockets, and delude themselves into thinking that they are safe. Unless and until the society as a whole stops tolerating uncivilized behavior, and stops subsidizing it, the slide will continue. When the civilized finally tire of moving and being pushed further and further out, and decide to make a stand, the issue will be decided violently. If this is to be avoided, the State will have to live up to the responsibilities assumedd by it in the social compact, or admit it is unwilling to do so, and step aside.

So, another inspiring tale of how the mentally unbalanced citizens of New York handle their crime problem. Criminals with cans of spray paint deface subway cars solely for their own amusement. The City hatches a brilliant plan to foil these criminals – remove the graffiti from the subway cars regardless of cost. So, an army of City workers is dispatched to remove the graffiti – we “gotcha” New York putzes. But who paid for the psychologists to dream up this master plan? Those City workers armed with strong chemicals scrubbing subway cars – who paid them?
Why weren’t the graffiti artists scrubbing down subway cars on a bread and water diet – well, first you need to catch them and the NYPD had no desire to apprehend them. And not because the NYPD are slackers, they’re a highly professional police force but rather because it’s far too expensive to catch them, arraign them, incarcerate them and haul out a Legal Aid attorney to defend them as strictly mandated by our inspired Justice System.
In New York and elsewhere in Rotting Cities America, it’s cheaper on the taxpayers to walk behind the elephant with a broom and a dust pan than it is to deal directly with the criminals. So, New York puts an official smiley face on the problem, dreams up a fancy title for this comedy routine, spends the taxpayers’ money on crime damage repair and pollutes New Jersey’s waterways with runoff from the harsh chemicals purchased to remove paint from subway cars. Strangely enough, New Yorkers have since put their crime problem in the “Win” column.
Reading about this nonsense from afar, it’s obvious the 5 Boroughs comprise America’s largest mental institution – the inmates rationalize every failure as an enlightened success and Hollywood rushes to make a movie about it. And the amusing part is the 8 million patients within our New York sanitarium are so psychotic they fail to realize how deeply disturbed they truly are.
