The Obama Watch

Achieving Top Prank

Our Commander-in-Chief reverted this week to his previous rank of Chief Petty Officer.

To score points in the health-care debate, he staged an event with doctors wearing white coats and he accused surgeons of performing unnecessary appendectomies to make money.

He proposed reducing the tax deduction on charitable contributions to 28 cents on the dollar and explained that this would be the same rate as under Ronald Reagan (when the tax rate was 28 cents on the dollar instead of 38 as it is now).

To force bondholders of General Motors to forfeit their money, he made a public speech calling them speculators trying to get rich off the plight of the unemployed.

After Congressman Ryan of Wisconsin published a plan to fix the deficit, the President invited him to sit in the front row of his next speech, then used the occasion to humiliate him with partisan rhetoric.

He invited Netanyahu to the White House again, then used a speech the day before to weaken Israel's negotiating position.

The list goes on and on, and I suspect the commenters below this article will add many more instances of his pettiness and pettifoggery.  I suppose the last word must go to the Bard in Coriolanus, Act III Scene 1, who means it a little differently, but still….

Behold, these are the tribunes of the people,
The tongues o' the common mouth.  I do despise them;
For they do prank them in authority,
Against all noble sufferance.

Dick Tuck was the master of political season pranks...he once posed as a railroad flagman on a train where some candidate was giving a rear car 'whistlestop' speech a la Harry Truman...he signaled the engineer to pull out of the station just as the candidate began speaking leaving the crowd mystified and bemused....he would sneer mightily at this latest bunch of 'pranks'...and rightly so

SpiralArchitect| 9.2.11 @ 11:24AM

Apparently no one authored this piece...

The biggest prank of all was the handling of the healthcare bill.
I will NEVER forget Nancy Pelosi strutting across the street, gavel in hand, mocking America.
Never.
Or Jesse Jackson, guest of Pelosi, mocking protesters from a patio of the Capital.
Our Capital, not just a liberal Capital.

The mid-night meetings behind closed doors.
The fact that Congress did not even READ the bill.
Telling private insurance companies that they can't reveal to their customers that costs will go up if the plan is passed...
The games. The arrogance.
And now the democrats are whining that they are getting no respect???????
Obama and Pelosi were gloating, when they should have been focused on job creation.
That bill alone ended job creation.
Businesses aren't going to hire if they can't afford to hire.

Pranks indeed.
America is quiet now, but when it is time to vote, they will remember.
It was humiliating to be treated in such a manner.
It'll make the 2010 election look like a joke.

beebop| 9.3.11 @ 6:28AM

Kate:

You begin to capture what is bothering me the most: when those who serve at the will of the people mock and abuse the people they serve we have come to a very bad end. People talk about the Tea Party members in some ridiculous abstract as though they are not Americans, as though they are not voters, as though they were some lesser specie than those who vote for democrats. What offends me the most is the condescension from those who serve who somehow think they are "above," or better than another group of soceity. Nancy may keep her seat because she serves in an area that doesn't know any better, but I would never mock her supporters as not somehow ENTITLED to their opinions and beliefs regardless of how different they are from mine. Democrats have decided they are the arbiters of all things.

kate| 9.4.11 @ 4:42PM

Thank you beebop
I am a reasonable person with liberal friends and family who I love very much.
(even though, inside, I think they have lost their minds!)
When I remember the health care fiasco, I blush.

Tis due to humiliation, embarrassment, and anger.
We have some very out-of-control people in charge and I am glad our speaker is standing up to them.
My life is not a joke and I have worked very hard for many years and the pranks don't amuse me.

Dick Nome| 9.2.11 @ 6:33AM

Re-runs on prime time TV, especially on NFL opening night, will not attract viewers. Especially not we who do not watch the boob-tube anyway.

Moe Blotz| 9.2.11 @ 6:53AM

Fans watching the football pre-game show might switch over to hear a little bit of Barry,if they do not have to go pee during commercial breaks.

Ken (Old Texican)| 9.2.11 @ 6:41AM

I simply refuse to listen to the man. Period.

Mike D.| 9.2.11 @ 7:38AM

Agree! Whats the point. Why not just turn the teleprompters around so we can read them and just skip the whole appearence thing altogether. He's just a middle man.

Bill Sharp| 9.3.11 @ 1:57PM

Now, here's the best prank of all, boys and girls. What if someone, prankster supreme, fixed it so Mr. and Mrs. telepromter went blank a couple miminutes after the supreme leader commenced his talk about himself mostly. What a laugh, eh. Perhaps a message ought to appear stating the Teleprompters belong to the teleprompter union, and are striking for more money, plus benefits for life, for them as well as the teleprompter children.

Intelligent Design| 9.2.11 @ 8:30AM

At this point a cardboard silhouette could be propped up at the White House, with BHO's recorded message playing in the background, and very few would notice. Two-thirds of the voters are sick of hearing Obama, and are simply waiting for November 2012 to toss Obama into the garbage truck of history. His latest "major speech" will call for more government programs. Obama and his fellow Demo-Socialists in the administration and Congress are too dense to realize that government programs are making the economic mess worse, not better.

russel| 9.2.11 @ 9:51AM

Yeah , I agree ID . We all think this . Then I get cold water tossed on me from those who believe a great many Americans are so lame they'd vote to re-elect the __ ( there are hundreds of adjectives which apply ) . But we have yet another year to watch him screw things up even more . Maybe by then even the Wookie won't have anything to do with him .

Intelligent Design| 9.2.11 @ 1:21PM

Given the state of the economy, I don't think the POS has a chance of being re-elected. However, I predict he will try to create yet another national crisis or international emergency, thinking that might save his sorry ass. It won't.

David Shoup| 9.2.11 @ 3:43PM

Amen, my brother.

Ampleforth| 9.2.11 @ 6:54PM

No, the head of the cardboard cutout would have to swivel back and forth and tilt back like its trying not to smell something unpleasant. Of course, from the side anyone might mistake it for Obama.

guthrie| 9.6.11 @ 8:58PM

Give him a cigarette holder and fedora and you have a chocolate FDR

Buck Ofama| 9.2.11 @ 10:51AM

Agree. I refuse to look at or listen to this embarrassing pile of sh|t.

Choose the best moniker for the Chief Petty Officer:

a) Obowma
b) Oblowme
c) Ovomit
d) Otoken
e) O'Icarus
f) Jokebama

megapotamus| 9.2.11 @ 10:54AM

Harrison J Bounell is my fav. It's classy and larded with hidden meaning.

Buck Ofama| 9.2.11 @ 1:22PM

Well, I think that Ovomit is, if not pretty classy, at least accurate!

Occam's Tool| 9.2.11 @ 1:35PM

I totally agree with the article, but hate seeing the CPO label. Lots of good men and women work(ed) hard for that naval rank. I don't know how many remember CPO Sharkey (Don Nichols) - he was riot. Wish I could say the same for this trickster! JR

Juan Jose Morales-Castillo| 9.3.11 @ 6:55PM

I have used in several websites the following titles:
Little BHO Peep
BHO Plenty O' Nothin'
Baron Obomburst
Baron Obombast
The NARNIA book THE HORSE AND HIS BOY has inspired me to pick the most perfect nickname for Jimmy Crater II, which is based on the nickname given to the story's villain, Rabadash:
OBAMASH THE RIDICULOUS

Quartermaster| 9.2.11 @ 5:38PM

Did someone mention re-runs?

beebop| 9.2.11 @ 6:53PM

Listen to him? I give the finger to the radio! I mute or change the channel. Seriously? No one I know (other than rabids) will admit to watching him. Unless they are muting it and providing a parody of comments!

Clint| 9.2.11 @ 6:42AM

The Peter Principle Poster Boy, Obama is in trouble.

"The Rasmussen Reports daily Presidential Tracking Poll for Thursday shows that 19% of the nation's voters Strongly Approve of the way that Barack Obama is performing his role as president. Forty-three percent (43%) Strongly Disapprove, giving Obama a Presidential Approval Index rating of -24 "

A refrigerator could beat Obama.

Jakota| 9.4.11 @ 8:54AM

Especially if it's stocked with beer!!

Clint| 9.5.11 @ 3:37PM

Oama's refrigerator is stocked with Tusker.
Brother George & Aunt Zeituni call it "Keroro".

Moe Blotz| 9.2.11 @ 6:48AM

A man may break a word with you, sir, and words are but wind. Aye,and break it in your face,so he break it not behind.

WilliamInWien| 9.2.11 @ 6:50AM

Sir, You imply an unintended negativity to the rank of Chief Petty Officer (CPO). US Navy personnel, past and present, know that the CPO is the heart of the vessel, the resident knowledge and experience that drives the vessel. How about "Petty President in Chief". (Disclaimer: Never was a CPO.)

Michael Tomlinson| 9.2.11 @ 7:22AM

Bravo Zulu William

Gary B| 9.2.11 @ 7:45AM

Unintended insult, but insult nonetheless. The play on words must have been too tempting.

Pecos Pete| 9.2.11 @ 7:45AM

WW: You nailed it. I was going to write the same thing. My memories from serving in the U.S. Navy are filled with Chief Petty Officers who delivered on their oath of honor.

The current president should not be mentioned in the same breath, sentence, paragraph or article with the title of Chief Petty Officer.

Mike 3/505| 9.2.11 @ 9:15AM

Even an old Army grunt like me saw that as an insult. Every CPO I've had the pleasure to work with on joint ops, had more leadership and character in his little finger, than BHO could ever hope to have.

Regards,

Mike

PaulyD| 9.2.11 @ 10:14AM

Dittoes

Radioman777| 9.6.11 @ 2:15PM

Agreed. I'm USAF all the way, but found the insult to CPO's completely disagreeable. The author (obviously lacking in decorum or knowledge) should have thought through his choice of metaphors.

Drunken Sailor| 9.2.11 @ 12:00PM

BZ William, You beat me too it. CPO's know what leadership is. Obama wouldn't last 5 minutes in the "Chiefs Mess"

SCPOret| 9.2.11 @ 1:36PM

As a retired Senior Chief Petty Officer, I take great offense at you associating this POS president with the Chief Petty Officer's, active duty and retired, of the USN and USCG. We serve and served with honor and integrity. This POS has neither honor or integrity.
I encourage you to edit your article to remove the reference to Chief Petty Officer.
SCPO(ret), USN

Occam's Tool| 9.2.11 @ 1:36PM

True, William, and I have known CPOs.

Negro X| 9.2.11 @ 6:55AM

a Chief Petty Officer is a senior enlisted rank in the US. Navy, obama is inacapable of handling the duties and responsibilites a CPO confronts everyday during the course of his daily routine.
CPOs are leaders with integrity and to use the term in assocation with the islamic buffoon is an insult. Obama is a shitbag. (i.e. Shitbag; Naval term used to describe a unless, stupid individual with no value.).

Michael Tomlinson| 9.2.11 @ 7:21AM

Bravo Zulu Negro X

Pecos Pete| 9.2.11 @ 7:47AM

Ditto!

Gary B| 9.2.11 @ 7:46AM

I second that...

Mike 3/505| 9.2.11 @ 9:16AM

Count me in.

Peter McGrath| 9.2.11 @ 9:33AM

Here, here ...

megapotamus| 9.2.11 @ 10:52AM

It was a pun, one I thought pretty good.

beebop| 9.2.11 @ 6:59PM

It is easy to forget that there are real people involved in this pun and thus it wasn't as funny as it might have been. There are plenty of other ways to characterize the loser in the oval without resorting to real people for the analogy.

And next time people feel moved to do something "historic" with their vote? Use your damn brain for goodness sake!

Buck Ofama| 9.2.11 @ 10:53AM

Yes, but what type of shitbag? Cow, Pig, Rat... Muslim?

Drunken Sailor| 9.2.11 @ 12:01PM

BZ!!!

shipley130| 9.2.11 @ 2:13PM

Applause, but it's terrible that we have a president that fits your description.

Teaghan| 9.2.11 @ 6:59AM

What an embarrassment he is, along with those that surround him.

Gary B| 9.2.11 @ 7:52AM

Teaghan,

Do you remember when he flipped off Hillary during a nationally televised debate? This Chicago thug was breaking new ground right out of the starting gate.

Since becoming president, he has never missed a chance to rub America's face in his insults. And, I'm sure our foreign friends are every bit as incensed as we are that this usurper is defacing our presidency.

When he finally goes, cheers will heard 'round the world.

megapotamus| 9.2.11 @ 10:51AM

That picture is my facebook icon!

Michael Tomlinson| 9.2.11 @ 7:07AM

Obama is pouter in chief. Has anyone changed his diapers yet?

olainfree| 9.2.11 @ 7:37AM

Obama is the personification of passive-aggressiveness.

Rob Roy| 9.2.11 @ 7:41AM

Obama is dare I say it a petulant little boy. When he does not get his way, he demands rather than persuade. He pounds his critics rather than lead. Most of us have encountered someone like him at one point in our lives. Usually these people are outcasts little likes and seldom resopected.
Do not take the election lightly. There are many poorly educated voters who will buy into the line he is selling add in the voter fraud and union intimidation, and we could have another four years of this teleprompter in chief.

Mary Mayes| 9.6.11 @ 7:44PM

That's what worries me the most -- the critical swing states will have to be won by big margins, because I'm sure there are mechanisms in those states ready to steal the vote if it is close at all.

Pecos Pete| 9.2.11 @ 7:53AM

King O is our Juvenile In Chief who has surrounded himself with juvenile councilors. Let's play some basketball today. Tomorrow is golf day. And in November let's jet off to Bali Hai for another excellent adventure in spending other peoples' money.

Oh, and when I speak to Congress next week no one there may say, "You Lie!"

Mimi| 9.2.11 @ 7:58AM

Nothing he does goes well. Always looking like
" THE FOOL ". The people around him are bumbling buffoons....no class !
The DEMS are even starting to complain....Has it reached critical-mass YET ?

davelnaf| 9.2.11 @ 10:16AM

The Bamster’s speech next week has got to be the most eagerly anticipated speech of his presidency. But there isn’t much left in his bag of tricks, so what’s the real purpose of the speech? It will only embarrass his party. Does the Bamster care?

Give the dems until about February of next year and they will turn on this loser in private while secretly promoting his dem challenger. This is one trick I would really like to see pulled. But it will come too late for the Democratic Party, sigh.

megapotamus| 9.2.11 @ 10:48AM

This event is the best news for some months for one reason: it demonstrates that Boner is educable. Obama shot himself in the dick right off. This was no-win for him, despite the fears of Limbaugh and others that he was about to bust a clutch move on national tv in front of the forcibly assembled Congress mitigating the accumulated disasters of the last 32 months. That, friends and foes, ignores all recent history. As someone put it well above, this "jobs plan" will be at best a re-run. And what did we think of this show the first time it aired? It stank on ice (and it's already run twice). The Pre-Game Controversy has actually gotten Boner to state publicly what we all should know, it is not that Obama has not "focused" on jobs or any other claptrap like that, it is his POLICIES! As Perry put it succinctly, THEY ARE STUPID! Now Boner has ginned up the stones to say what Democrats were saying about Bush when we had 5% unemployment, 4% growth and half the current debt: the policies are harmful, not inadequate. This is a big breakthrough for Boner. He has moved from TEA Party skeptic (or even competitor) to spouting the party line! And was it some pork-laden dealio that got this reliable rino to strap on a horn? Nope, it was.... TA DA! Reality! Yes, she is our truest and most powerful ally. But in this she had a clear assist from our boy Barry. As ignorant of the ordinary necessities of a large meeting as he is of basic civics, he "demanded" that which Boner could not have practically delivered, thereby stiffening his candy-floss spine. King Canute would not have made such a blunder but King Barack holds himself as immune to the historical laws of politics as he does to the laws of the land (and in energy policy, of physics). He wound up a twister-punch, landed it squarely on Boner's jaw and Boner blinks, looks at the camera and winks. O is exposed as that weakest of god's creatures; the impotent bully. Astonishingly the media has also demonstrably learned a lesson. They have, as Dirty Harry suggested, discovered their limitations. They would love to carry O's water even now but they have to have something to work with? Cenk Ugyar, for chrissakes has declined to defend this crapulent punk move even on grounds of ignorance or tactics. Ezra Klein has stopped believing. It was this that provoked Obama's rapid climbdown, not Boner's stiff upper lip. But let's say my voodoo doll of Boner started working. I would have had him move heaven and earth to satisfy the President's request. Why? So he could hi-dive into a dry pool. We know what this speech will contain and if it is anything other than neo-Reaganism it will take us to a quicker ruin even if it were received as rapturously as the Cooper-Union address. It is the POLICIES. They are poisonous. They are radioactive. And I'm more than a little surprised that some alleged conservatives live in fear of that which will never happen: that Liberalism will succeed.

Buck Ofama| 9.2.11 @ 10:54AM

>Obama shot himself in the dick right off.

I doubt she has one. And the two crumb snatchers are probably by a real man.

Mrs. Vito| 9.3.11 @ 6:28PM

Dude, how about some paragraphs??

CESC| 9.2.11 @ 10:52AM

He used the occasion of the State of the Union speech to embarass the Supreme Court for a decision he did not like.
To repeat the inspiring words of Negro X above, Obama is a shitbag.

Buck Ofama| 9.2.11 @ 10:55AM

I don't think the supreme court was embarrassed, but some were definitely insulted and annoyed by "President" SHITMOUTH.

Bill Diebold| 9.2.11 @ 11:02AM

...the soros sock puppet in chief could'nt out draw a laxative commercial...the only positive action that could result is someone puts the front sight from one of those fast and furious weapons squarely on that water mellon at the end of his neck...

megapotamus| 9.2.11 @ 11:06AM

A fridge too far there, Bill.

Buck Ofama| 9.2.11 @ 1:28PM

He should just go on vacation from now until he's out of office. Don't go away mad... just go away.

The USSA certainly doesn't need another phony martyr with endless reminders, renamed streets, renamed libraries full of coloring books, silly new holidays, postage stamps, and worst of all, the future overblown imaginary importance of this dumb ass clown.

irish19| 9.4.11 @ 12:14AM

And we don't need Biden as President. He is zero's life insurance policy. I suspect there would be an "accident" in a short period of time were Shrillary in the VP spot.

A Balrog of Morgoth| 9.2.11 @ 11:22AM

Chief Petty Officers actually work for a living. "Sea Lawyer" better describes the SCOAMF.

Nice Job Morgoth, that sums him up very well.

martin j smith| 9.2.11 @ 11:36AM

If Barry says that 9% is our new "normal" then why have a speech at all. I for one will neither watch football or Barry. When I see Barry's face I get sick.

Well on the way,
Head in a cloud,
The man of a thousand voices talking perfectly loud
But nobody ever hears him,

But the fool on the hill,

And the eyes in his head,
See the world spinning 'round.

childsplay| 9.2.11 @ 12:55PM

Obama is all wind-up and no pitch. Baffles me why readers are saying Boehner finally got. . . He has been standing fast against Obama since Obama was elected. Those tears he shed when he accepted the gavel from Pelosi were tears of joy that he now had the power to show Obama how the game is played in Washing vs. Chicago.

Buck Ofama| 9.2.11 @ 1:29PM

>Obama is all wind-up and no pitch

I thought he was "all wee wee'd up."

WilliamInWien| 9.2.11 @ 1:35PM

Sorry to disgaree, Childsplay, I saw BHO wind up and throw the opening pitch at a Washington Nationals opener. The throw went so far to BHO's LEFT, not even a professional catcher could get to it! Of course, this was the game where he was wearing a Chicago White Sox hat but could not name one SOX player that was his favorite! Maybe BHO is better at wiffle ball where there is air inside the ball?

Buck Ofama| 9.2.11 @ 5:13PM

Did you notice the sneering way Jay Carney said the Reagan Library was "free to adajust its schedule" (before Obama caved)? As though preparing the Library, where dignitaries will attend, is nothing more that setting up a few folding chairs.

That whole mob of interlopers have no clue of protocol. Reminds me of when Clinton was elected and he had his Arkansas friends for a sleepover and fat Linda Whats -her-hyphenated- name ,(Hollywood producers of some crappy TV show, wife of the guy who wanted to take over the Travel Office and Markie Post were pictured on some tabloid jumping up and down on the Lincoln Bedroom bed.

Maybe we should be grateful Obama keeps his various Kenyan illegal relatives cloistered in public housing here and there. Auntie Zeituni would be costing us a lot more money in breakage alone, if she was piled up in the Queen's bedroom in the WH. Those gold chairs look a little fragile for her tonnage.

megapotamus| 9.2.11 @ 1:41PM

Yeah, I loved the way Carney re-assured NBC and the Reagan Library that they had leave to re-schedule their event. Hey, it was no certain thing. Pharoah could have said otherwise. So let it be written. So let it be done.

Controse| 9.2.11 @ 1:19PM

Obama's one major accomplishment by fraudulently occupying the White House will be doing to affirmative action what Rosa Parks did to racial segregation.

irish19| 9.4.11 @ 12:18AM

He hasn't just set back affirmative action. That policy needs to go away in any case. He has set back race relations by at least half a century.

Well, when NerObama is finished, he can go work at the prestigious Illinois Law Firm of Dewey, Cheatem, and Howe, Esqs.

Folks, his strategy is clear...be so dull, boring, boorish, and listless that we turn him off and tune him out...Then he will slip more America denigrating and destroying programs through while we shut him out...No matter how much we despise him, we need to listen so he does not continue to pull it off.

I do know that Obozo isn't worthy to be in the same room as Chief Swingle. He was a patriot, leader, and gentleman. Please don't insult the backbone of the navy by comparing Obozo to such men.

Obama is the SUN and everything revolves Obama.
This is no prank. This is DICTATOR Obama. I think if Mainstream Republicans give a crap about this country they had better realize what they are up against with Obama or THEIR PARTY will be extinct. You can be civil--inspite of Obama's lack of same. You can be polite, inspite of Obama's boorish behavior but you need to cpnfront Obama as to exactly who he is and you cannot make a deal with him that will be reasonable or trust he will keep his end. Obama cannot be trusted until he proves that he can be.

They are radioactive. And I'm more than a little surprised that some alleged conservatives live in fear of that which will never happen: that Liberalism will succeed.

Davelnaf, it could not happen. The dems will never toss out the first black prez. Listen to the ugly racist bantering by the congressional black caucus going on today. Can you imagine how much worse it would get if the dems turned their backs on Bam Bam. We would definitely have race riots everywhere.

Also, the dems will never get rid of him because he has a chance to be re-elected. Any dem who defeats him in the primary is sure to lose the general election to the repub because most blacks would be so p_ssed about their boy being turned out that they will stay home. No way a dem wins without a huge portion of the black vote.

I don't believe that the writer meant to degrade Chief Petty Officers. They run the navy, much like the First Sarge(called "top") in the Army and Marines.
What a nightmare until 2012 . A hard lesson for some voters who voted for change and those with the"white guilt"complex. Will they wise up.

Eric | 9.4.11 @ 1:38PM

As a retired Chief Petty Officer from the United States Navy, I am deeply offended when you described President Obama as a "Chief Petty Officer". Please make a proper research regarding the history and traditions of a Navy Chief Petty Officer prior to stating the current President is like a "Chief Petty Officer".

I came back to take a look to see if the author of the article acknowledged his mistake and the number of offended readers that took the time to respond. Since it is now September 5, 2011, I have to assume we are being blown off! Add this to "corpseman" in the military knowledge spectrum....

Hans Brakob| 9.6.11 @ 1:38PM

The title "Chief Petty Officer" is a highly respected and honored name, earned by only the most dedicated and competent Sailors in the US Navy. Your usage in this article is grossly impolite and a high insult. Shame on you.

It's pretty clear the author of this article, Jay Homnick, is, like Obama, suffering from a severe case of cranial rectitis.

What an insult to many men and women of the US Navy and Coast Guard that spend their careers trying to obtain the Rank of Chief Petty Officer. All enlisted members of these services that have decided to make it a career attempt to reach this rank. Not all make it and many retired one rank lower, Petty Officer First Class.
Just for your information:
*46 Chief Petty Officers have been awarded the Medal of Honor.
*11 Chief Petty Officers were killed in action when the helicopter was shot down over Afghanistan on August 6, 2011.
*3 Chief Petty Officers were killed on 9/11 while working at the Pentagon.
*2 Chief Petty Officers killed in action onboard the USS Cole in 2010.

Please consider a retraction of this comment. It is warranted.

Master Chief Petty Officer Ret| 9.8.11 @ 12:18PM

Sir, you obviously have NO idea of what a Chief Petty Officer is, so I'm going to school you, just a little. It does not speak to the leadership qualities required of the Chief Petty Office, but it does give you an idea of what one is. I would suggest you do a little research on the Chief Petty Officer before you insult us as you have and in the future please refrain from calling BHO a Chief Petty Officer! You can start your research here. http://www.goatlocker.org/reso.....thesis.pdf

Chief Petty Officer is the seventh enlisted rank in the U.S. Navy and U.S. Coast Guard, just above Petty Officer First Class and below Senior Chief Petty Officer, and is a senior non-commissioned officer. The grade of Chief Petty Officer was established on April 1, 1893 for the Navy. The United States Congress first authorized the Coast Guard to use the promotion to Chief Petty Officer on 18 May 1920.

Unlike Petty Officer First Class and lower ranks, advancement to Chief Petty Officer not only carries requirements of time in service, superior evaluation scores, and specialty examinations, but also carries an added requirement of peer review. A Chief Petty Officer can only advance after review by a selection board of serving Senior and Master Chief Petty Officers, in effect "choosing their own" and conversely not choosing others.

Advancement into the Chief Petty Officer grades is the most significant promotion within the enlisted naval ranks. At the rank of Chief, the Sailor takes on more administrative duties. In the Navy, their uniform changes to reflect this change of duty, becoming identical to that of an officer's uniform except with different insignia. Sailors in the three Chief Petty Officer ranks also have conspicuous privileges such as separate dining and living areas. Any naval vessel of sufficient size has a room or rooms that are off-limits to anyone not a Chief (including officers) except by specific invitation. In addition, a Chief Petty Officer, no matter how much he was on "first name" basis with other petty officers before promotion, is always addressed as "Chief" by subordinates and superiors.

Chief Petty Officers serve a dual role as both technical experts and as leaders, with the emphasis being more on leadership as they progress through the CPO ranks. A recognized, collateral duty for all Chiefs is the training of Junior Officers. Like Petty Officers, every Chief has both a rate (rank) and rating (job, similar to an MOS in other branches). A Chief's full title is a combination of the two. Thus, a Chief Petty Officer who has the rating of Gunner's Mate would properly be called a Chief Gunner's Mate.
