Blue Dogs in Heat

Democratic moderates fear only their conservative constituents.

On a radio interview aired in Nebraska, Sen. Ben Nelson talked tough. He declared the abortion language in the Senate health care bill was by itself “reason not to vote for cloture” because “the long-standing Hyde rule should not be weakened in any respect.” But even if that issue were resolved, there remained “other substantive issues.”

Nelson had opposed both the public option and the Medicare expansion. He said he opposed the cost expanding Medicaid would impose on the states. He professed to be against any health care bill that did not lower overall costs. And he claimed he wasn’t going to be bullied. Asked if Senate Majority Leader Harry Reid (D-Nev.) would get his precious bill passed by Christmas, Nelson quipped, “Are you talking about this Christmas or next Christmas?”

That was last Thursday. By Saturday, Nelson caved and became the 60th vote to rubberstamp Harry Reid’s health care bill. What had changed? According to the officially nonpartisan but effectively Democratic-run Congressional Budget Office, the “compromise” raised taxes and spending even more than the original legislation Nelson opposed. It also contains a Nelson-Reid abortion funding deal denounced by nearly all major pro-life leaders as a sham.

But Nelson collected his three pieces of silver. Nebraska will receive a permanent federal subsidy to cover the costs of increased Medicaid eligibility under the bill while all other states will have to start picking up the tab for their share in 2017. “That’s what legislation is all about,” Reid explained to reporters. “It’s compromise.”

It is always thus with Senate Democratic centrists like Nelson and their more numerous counterparts in the House Blue Dog Coalition. The Blue Dogs bark loudly, but will heel, roll over, and play dead at the leadership’s command in exchange for amounts of federal dollars that resemble doggie treats in the context of major economy-restructuring legislation.

The Blue Dogs protested the $787 billion unfunded stimulus bill. Their efforts did little to change the final price tag, which exceeds $1.2 trillion when interest on the increased debt is factored in. Then they failed to produce even ten votes against it (the eleventh Democratic defection came from a liberal who thought the stimulus package spent too little and cut taxes too much).

Large numbers of Democrats from districts that voted for George W. Bush and John McCain balked at the energy tax contained in their leadership’s cap-and-trade bill. But, abetted by eight Republican defectors, Democrat leaders nevertheless were able to produce just enough votes to squeeze cap-and-tax through the House.

In the Senate, three Democrats from competitive states stood up to their party by voting against the $446.8 billion omnibus spending bill. Sen. Evan Bayh (D-Ind.), up for reelection in 2010 in a historically Republican state, even urged President Barack Obama to veto the spending package. But conveniently, such Democrats do not protest in large enough numbers to affect legislative outcomes.

The only serious Democratic resistance effort we have seen since Obama has been president was the rebellion of Catholic pro-liberals in the House — the kind of Democrats Sen. Bob Casey of Pennsylvania is supposed to be — that produced the Stupak amendment.

Whether it is Medicaid money for Sen. Mary Landrieu (D-La.) or Ben Nelson, seldom do Democratic moderates deliver for conservatives when it counts most. One has to go all the way back to when the Boll Weevils provided the crucial votes to pass the Reagan economic program to find an instance when right-leaning Democrats fully deserved the opprobrium of the netroots of their day.

Yet as much as they deserve the doghouse, the Blue Dogs have not been totally useless. They remain the Achilles’ heel of the Obama-Reid-Pelosi axis and the main reason the Democrats have so little to show for their supermajorities. Without the public option, they have reduced the health care bill to an incoherent mess that will be ruinous if implemented but could still be repaired or repealed.

Honorable exceptions like Sen. Tom Coburn (R-Okla.) aside, the Republicans haven’t exactly covered themselves in glory during this debate either. Their strategy of attacking the bill by amendment may have peeled off fewer Democratic votes for cloture than it produced campaign ads in which red-state Democrats can point to isolated votes against middle-class tax increases, taxpayer funding of abortion, and absurd levels of federal spending even after paving the way for a bill that contains all of the above.

Worse, the GOP’s focus on the health care bill’s improbable Medicare spending cuts prioritized short-term political advantages — Republicans relish the opportunity to wave the bloody flag of Medicare cuts as much as Democrats — above the long-term imperative of controlling entitlement spending. Had the Democrats been serious about expanding Medicare, it may well have proved disastrous.

The important thing for conservatives to remember is that few of the Democratic Blue Dogs are principled. They were simply spooked by tea party events, town hall protests, and their own 2010 poll numbers. The Blue Dogs are motivated mainly by their fear of their constituents, the people the Founding Fathers intended to be their true masters.

That is why whatever the weather in Washington, these congressional canines must always feel the heat back home.

Ben Nelson is far worse as a split liberal than the hyperliberal Reid or Kerry because he appears to stand strong for a principal only to dash hopes when he slivers alongside the others.

Nelson has ruined his name at the expense of the other 49 states' population footing the bill for Nebraska's share of Medicare. It may be, though, that when Medicare is disbanded, Reid's promise will mean nothing for Nebraskans.

Vote the bum out.

JoshInHB| 12.21.09 @ 9:47AM

How long will it be before the Nelson-Nebraska exception is repealed?

Then what will Ben Nelson have to show for his vote.

Son Of Sam | 12.21.09 @ 12:20PM

The debate over health care "reform" has got America split right down the middle: Big government politicians are for it, and we the people are against it. They no longer represent us, and we therefore no longer own them any allegiance or obedience.
I heartily agree: throw them out of office. But the long term problem will not merely be solved by un-electing these criminal scum: they must be investigated, indicted, prosecuted and convicted. They must be put in prison, along with the rest of the criminals. Only then can we restore freedom and sanity to our country

stand strong until freedom dawns

Never gonna' happen. None of these crooks will ever see an instant of punishment for the wrongs they have done. It's also useless to think that simply voting the liberal Dems out and voting back in the same Neo-Con Republican idiots that voted for prescription drug benefits, the "Patriot" Act and perpetual global warfare is going to do any good either. This government is corrupt beyond all hope of resurrection. The only hope the people now have resides with the States. The States must reclaim their 10th Amendment rights and interpose themselves between the people and the jackles in Washington. Nullify this healthcare abomination!

Old Benny Boy, is counting on voters short attention because he is up for reelection in 2012 not 2010 as some have noted. If I am wrong on this someone please correct me.
Harry Reid ordered Ben Nelson to roll over on his back and Rahm got his steak knife out and
neutered him. Ben Nelson is owned lock stock and barrel by Obama, Reid, and Rahm. When Obama goes out on the porch and hollars, "Ben Nelson bring your mangy butt up here, before something else gets cut off."
Ben Nelson of Nebraska will come a running with his tail between his legs and licking his masters hands for more doggy treats while rolling on his back and piddling on himself because daddy called.

"That right Senator Ben Nelson, they own you. So go back to Nebraska and show your constituents that nice new shiny collar that Rahm and Reid put on you."

Ray| 12.21.09 @ 9:07AM

I think we do have one of the best Senators that money can buy. I just wish we had one with guts enough to go against his democratic party.

Ret. Marine| 12.21.09 @ 8:08AM

And I ask anyone here what good does this "perk" for Nelson do when we all know by this time three years from now no one can be assured this "perk" will stand as an entitlement for the State of NE, not even Ben.
It is obvious by now the word bi-partismship is a one way street with the entitlement granters, the demonrat party. I am now conviced if the next election (2010) has little effect upon these theives this Country will be at war with itself, by itself and of itself. VOTE these bums out you say, I say they deserve a traitors hanging first.

Louis Jenkins| 12.21.09 @ 8:14AM

I have stated before: A Blue Dog Democrat is still a Democrat. All this hootin' and hollarin' over their independent streak, conservatives back home, etc., is just a pile of dog waste. They cannot change what they are. They will do the master's bidding.

Michael Tomlinson| 12.21.09 @ 8:22AM

It is sheer folly for one who has appeared to champion the blue lapdogs and continues to castigate Republicans to now be outraged that his pet Democrats are traditional big government tax and spend liberals. Since 2005 there have been conservatives touting the Democrat’s "blue bitches" as a force to pull the Democrat party to the right -- BS! It is time for these "conservatives" to apologize for their gullibility and foolishness. One would hope they have finally learned the lesson that Democrats can never be trusted.

As for Nelson’s unethical and unconstitutional deal to have the other states pay for Nebraska’s Medicaid that deal is dead once the need for more money to fund this crap becomes reality. A little suggestion for the future Republican Congressional majority – levy a special surcharge on all Nebraskan’s gross income to pay for Ben Nelson’s share of this folly and name the surcharge in his honor.

W. James Antle III | 12.21.09 @ 12:25PM

"It is sheer folly for one who has appeared to champion the blue lapdogs and continues to castigate Republicans to now be outraged that his pet Democrats are traditional big government tax and spend liberals."

Nonsense. The vast majority of my coverage of the Blue Dogs has either been critical or confined to reporting the facts that such Democrats exist and have been promoted by the national party.

I've written favorable profiles of exactly two Democrats remotely in their orbit -- Jim Webb and Bob Conley, both former Republicans. I have since criticized Webb's mostly liberal voting record; I stand by the contention that Conley is more conservative than Lindsey Graham.

As for castigating the Republicans, I'll continue to do so as long as they deserve it. For all their "no" votes, they've been a largely phony and ineffectual opposition that passes things like the Medicare prescription drug benefit when in power.

Michael Tomlinson| 12.21.09 @ 9:31PM

Last election cycle you're touting of Obama blue dog Conley in South Carolina revealed a clear lack of political discernment that afflicts the naive who are mesmerized by the blue dog's "siren song." Had your pet Democrat won it would have been a 61 party line vote for Obamacare (the independents are Democrats in everything, but name) .

(The fact that Webb and Conley became Democrats speaks to their lack of character and basic neo-fascist ideology. )

You also seemed to have held out hope Nelson, a loyal Democrat, would put his "pro-life" posturing before his party. No Democrat can be trusted when it comes to spending tax payers money or enlarging the government. As for pro-life Democrats that is generally a charade and will be shown as such when the Stupak amendment is booted and all but a handful of Democrats vote to enshrine Obamacare into law next year if not sooner with government funded abortion.

Thanks to people like you the Democrats have a 60 seat majority in the Senate, a sizable majority in the House and if you and your kind in the conservative movement keep it up Barack Obama will owe you not only a debt of thanks for his first term, but his second one too.

Politics is about winning and Republicans can't win with elements of the right doing the Democrat's dirty work for them. For all the positives of the Tea Party movement and public angst at Democrats unless the focus is squarely on defeating them next year and in 2012 Obamacare on steroids will be next.

As for the Medicare prescription drug benefit (that came in under budget), while questionable legislation, it was overwhelmingly popular in our representative republic unlike Obamacare. Sometimes elected officials should listen to the people don't you think or are we (conservatives) to be as arrogant and dismissive of the people's will as Obama Democrats? Frankly, carping about it in light of what the blue dogs like Jim Webb have given us is silly.

Had the Republican minority been ineffectual Obama would have got this vote months ago. Again it may have slipped by you, but the Democrats thanks to the Obama's "blue bitches" have a filibuster proof majority in the Senate and a lock on the House. Until their number are whittled down next year they can do what ever they damn well please and they proven that's exactly how they are going to rule.

Yes you've shown some ire at Webb, but your love affair with Conley proves you're still too gullible. A "blue dog" is nothing more than a cowardly liberal yellow dog. Until you learn that simple lesson you're going to be duped again and again and again.

W. James Antle III | 12.23.09 @ 11:20PM

More nonsense. I'll leave the cliches, non sequiturs, and unprovable assumptions about what people who were not elected would have done in office and deal with the rest.

"You also seemed to have held out hope Nelson, a loyal Democrat, would put his 'pro-life' posturing before his party. "

No, I called attention to his public statements and put pressure on him to live up to them. When he did not, I called him out. Just like you are generally unwilling to do with Republicans.

"As for pro-life Democrats that is generally a charade..."

I've written entire magazine articles about the failings of self-styled pro-life Democrats. But the fact is, Bart Stupak has done more to keep taxpayer funding of abortion out of Obamacare than any six Republicans in Congress.

"Thanks to people like you the Democrats have a 60 seat majority in the Senate, a sizable majority in the House and if you and your kind in the conservative movement keep it up Barack Obama will owe you not only a debt of thanks for his first term, but his second one too. "

Actually, it is thanks to people like you who continually make excuses for Republican failure and refuse to hold them to the same standards you hold Democrats. Without those failures, the victories of such nonentities as Harry Reid, Nancy Pelosi, and Barack Obama would be unthinkable.

"As for the Medicare prescription drug benefit (that came in under budget), while questionable legislation, it was overwhelmingly popular in our representative republic unlike Obamacare. "

Case in point. When Republicans take us in the same direction as Obamacare but do it more slowly, you make excuses for them. And what are we to do with the fact that some of the worst aspects of the various health care bills, like the Medicare buy-in and the public option, poll best "in our representative republic"? By your logic, not much.

"Had the Republican minority been ineffectual Obama would have got this vote months ago."

This may have "slipped by you," but the reason the Democrats didn't hold this vote months ago isn't the Republicans, who you admit have no power. It is because of the Blue Dogs -- not because they have principles, but because it took the leadership that long to bribe them to ignore their conservative constituents' opposition to the bill.

"Until you learn that simple lesson you're going to be duped again and again and again."

Until you learn the simple lesson that conservative voters have to demand results from the people who claim to represent them -- Republican or Blue Dog -- or get thrown out of office, you're going to be duped again and again.

Sue| 12.27.09 @ 6:06PM

I wish everyone would quit harping on the "prescription drug" benefit. The elderly in my state were prohibited from purchasing "drug" insurance in the private markets because of the government regulations in Medicare. The only time they could receive drugs cost-effectively was when they were hospitalized under Medicare.

How is it that the government issues regulations demanding that R&D costs of big Pharma be amortized over half the time (30 years vs. 15 years), then cuts the "patent" time in half as well, and the government expects drug prices to fall? This is ridiculous. The government wanted the cheaper generics for Medicare obligations and the private payers got the bill!

The problem with the "drug benefit" plan was reform did not use the "private industry" to effect coverage. It used a government "give-away." The government determined plan benefits, premiums, and subsidies, not the "free market" or profit motive market which allocates resources more efficiently.

There has been no "free market" in medical care since the imposition of the Medicare Act.

Quit harping on the Republican "drug" reform and hit the 535 tyrant-wanna-be's exactly where they should be hit. Government control, distribution, and regulations result in pricing catastrophes throughout our economy and the taxpayer gets hit with the bill - higher taxes, wasted resources, and higher medical care costs.

This is the conservative view and the only one with legitimacy. When you "give" away stuff, people want more of it and we all pay through higher taxes.

jd| 12.21.09 @ 9:37AM

I agree with you, Louis Jenkins, at the end of the day a Democrat will always vote their party line. All these supposed holdouts vetoing the healthcare bill is a joke. Even Lieberman at the end of the day will vote with the Democrats. As for Nelson, there is nothing principled about him. I am convinced that all the hooplah about 2010 and 2012 is just that -- hooplah. Nothing will change because let's face it, people today are not the same as voters 20 years ago.

Majito Querido| 12.21.09 @ 9:40AM

Did not the same guys who lost everything back in the XVIII century in trying to build a place where the ruled will determine their destiny wrote "when a long train of abuses and usurpations, pursuing invariably the same object evinces a design to reduce them under absolute despotism, it is their right, it is their duty, to throw off such government" ?? By the time 2010 rolls around, this nation pretty much could be no more...shame on the citizens that keep on sending these whores to DC, shame on the citizens who voted this administration in thinking that a Princeton graduate, Harvard Mastered, self made millionarie was a dipstick while a non-performing, limp backspined, chain smoking sap would be their saving messiah...now who knows where all of these action will lead...certainly not to prosperity...

Howard| 12.21.09 @ 10:07AM

One way we can fight this sham bill, and to screw Ben Nelson is to demand to our own home state Senators that our Medicaid expenses be paid 100% a la Nebraska. This will be a giant budget buster, even for the Age of Obama. The result, hopefully, will be full repeal of Nebraska's exclusion. Hence Big Ben end up with a bowl of dog poop. And perhaps a coveted job as a lobbyist beginning in 1/2013.

loulou| 12.21.09 @ 10:13AM

What is a "blue dog" anyhow?

Just a lefty who managed to get elected from a conservative area through lies and manipulation.

There's no such thing as a moderate Democrat. Moderate Democrats switched to the GOP a long time ago. VOTE THEM OUT!!

Ken (Old Texican)| 12.21.09 @ 10:27AM

Ladies and gentlemen,

May I mention that this should be a "teachable moment" for we traditional American value voters?

Even if we must accept some "moderate" Republicans from some essentially "crazy communist" districts and States...that's maybe OK.

If we can get a majority of good conservatives into congress, the so-called "moderate" wishy washers might just be hammered to go along...conservatively...just like the so-called blue dogs have folded and gone along with their party bosses.
Just a thought.

Margie| 12.21.09 @ 12:56PM

Of course you're right Ken. The Third Partiers know that already. They are nothing but trouble makers and have no intention on voting Republican.
They want to take over the Party, not help it. Just go read at some of their websites.
Anyhow~~ get ready for Obama II thanks to this lot!

Margie| 12.21.09 @ 1:02PM

After all... why do you think The Lame Stream Media is being complimentary toward the Tea Party people who want to split into a Third Party?

They would love nothing better than a weakened Republican Party!

And so would the Libertarians, who would then take over the Party to further their aims in being a vocal minority party. Standing on "principle" but never having actually to do anything.

ANTHONY| 12.23.09 @ 5:08AM

Of course, another way to look at this is, "Hey - Rockefeller Repubs! You really made a HASH of things until you lost the House & Senate for us. How about letting the Palin Wing call the shots for a few years? Y'know, cast principled conservatives votes instead of pretending to be Democrat-Lite?"
It's a thought.

Doctor Right| 12.21.09 @ 10:39AM

Public opinion of this President and his Party is dropping like a stone.

We are told that Blue-Dog Democrats, who are ostensibly Conservative, are in an unenviable position.

Rubbish!

They either support their Party, or they support their constituents, their nation's Constitution, and their own consciences.

The choice is simple, and the choice is clear.

If we are to believe that these Blue-Dog Democrats are personally Conservative, then the simple fact is that they can no longer serve their constituencies by maintaining allegiance to a Party that they know is working AGAINST their constituencies.

Therefore, these Blue-Dogs should get together en-masse, and issue a joint press conference:

"This is a difficult announcement, for all of us. Many of us have been life-long members of this Democrat Party, and still believe in many of their policies. Please understand that this is a painful decision, for all of us, and arrived at through long hours of soul-searching. Put simply, the events of recent months have amply demonstrated that we can no longer serve the needs of our Constituents as members of the Democrat Party. This once-great Party is pursuing several agenda that we believe are deleterious to the economic health of our nation, and to the people of our nation. Our Party's leadership, from the top down, seems unwilling to listen to alternative ideas and solutions to the problems our nation faces. And worst of all, our Party's leadership is unwilling to listen to the voices of the American people, who are overwhelmingly against the solutions proposed by the President, the Senate, and the House of Representatives on issues ranging from healthcare to the environment. In short, the Democrat Party...OUR Party, is not serving the needs of the American people.

Therefore, we here among you are announcing our formal, official break with the Democrat Party. We are, sadly, no longer Democrats. Our formal designation will be as Independents, and we will be caucusing with the Republican Party. We sincerely hope that our constituents will understand and respect the our decision. No doubt, some won't...But please accept that this IS a matter of conscience, not politics. We are fully cognizant of the potential consequences for our tenure in the Senate and the House of Representatives, and willing to let our constituents decide our political futures in 2010.

Thank you."

Really, is this scenario so far-fetched? If it is, it means two things:

1. The "Blue Dogs" are phonies, and despite their constant caterwauling about their Conservative "creds", they need to be voted out in 2010.

2. The Republican leadership is weak and feckless, and needs to be thrown out in 2010, as well.

This is a GOLDEN opportunity for the Republicans to effectively block Reid, Pelosi, and Obama in their tracks. Were the shoe on the other foot, the Democrats would SURELY be trying to pick-off malcontent Republicans - in fact, that was their 2006 off-year strategy (think "Jim Webb"...) - and it worked.

But so far, I see or hear NOTHING about this from the Republicans.

Maybe I'm naive...Maybe these discussions are taking place, quietly, and in private...Who knows..?

But if they're happening, they need to happen faster...Time's a wastin', Mitch, John, and Michael...

Oldefarte| 12.21.09 @ 10:44AM

To add to Ken's advice above, the most important thing is a comprehensive overturning of incumbents [Democrat or Republican] who in any way, shape of form, compromised with Obama, Reid, Harkin, Pilosi, Durbin, etc on these issues. ALL [or most] of these congressmen TALK a good line, but cave in when push comes to shove [and they vote in Lewinski-fashion for their leaders demands]. They ALL must be defeated ASAP if America is to survive. This Lewinskification has been occurring for my entire lifetime in Washington DC; and it is now way past time for it to stop. Go vote in 2010+ for any candidate who pledges a truly conservative voting record going forward!!!!

Bob Miller| 12.21.09 @ 10:58AM

They are dogs, after all. They have made one stimulus program actually work; offers of our tax money stimulate them to vote with Reid.

Why is everyone so mad at Nelson? Oh I know. It's because he successfully played the nasty but necessary game of politics!

He may have pissed all of you off in the process, but why should he care what you think? I'm guessing the vast majority of you don't live in Nebraska. I'm sure Nebraskans will be very pleased with their extended Medicaid coverage and the other concessions he won.

I predict that not only will he be re-elected, but re-elected in a landslide. He has shown his constituents the power he has to get their state special treatment.

Tenn Western end has one of these Blue Dogs Reps, he has decided to Retire, rather than face the Southern end of his district ire. His performance thus far has been just that, a roll over, heel over to Pelosi. He got the message this Fall at Town Halls in his district, which he DID NOT attend.

We face a blatant attack on our LIberty, Freedom and Principles the Founders established, that is no longer a premise, it is a fact. The USA Electorate finally is listening, reading, doing R and D on the Net and becoming informed as to Congressional "Legislative Process". In other words, we have had a Civics Lesson for sure, this past 11 months. We have viewed the worst set of Congressional acts this side of the Tippicanoe or Tyler Too Tea crimes. The USA Electorate now understands just what is at stake, furthermore, citizens are making thier voice heard.
bt
Even tho the MSM refuses to acknowledge the trends, the polls show the trend, the e mails delineate the trend, the Retirements, Party Shifts, and various Tea Party Demos across the Nation show the angst, anger and the trend. The trend being the re awakening of the grass roots citizenry to take power from the congress. Via the 2010 election, the process will evolve to the OBNA and then the slide for the Left will be on in full force.

If we slacken, get distracted, go back to sleep, we can count our days of Freedom from November 09 to the end of this coming decade. By then the USA will be no more, in spirit, function or reality.

Getting Hercules to Help You
