p>Powell's MO is to never leave fingerprints in dicey situations. Overly cautious, he does his communicating through the press, rather than standard chains of command. That also explains why Armitage never bothered to clear up the misunderstanding about Karl Rove. Namely, it might have resulted in a smidgeon or iota of negativity being directed at Powell.
