WHAT'S THE DRILL? br> House and Senate staff are puzzled over why former Volcker commission chief investigator Robert Parton has retained former Clinton lawyer Lanny Davis . Both the House Government Affairs Subcommittee on National Security and the Senate Permanent Subcommittee on Investigations were seeking to subpoena Parton, as well as his fellow investigator Miranda Duncan , who resigned in protest after the U.N.-appointed panel investigating the Oil-for-Food scandal released findings that seemingly cleared U.N. Secretary-General Kofi Annan of meddling in the $64 billion program. /p>

As has been reported by the The Prowler and others, U.S. federal prosecutors have been complaining their investigation into Oil-for-Food has been hindered, if not obstructed, since the Paul Volcker-led group began working for the U.N.

Parton and Duncan's public resignation was viewed as a potential crack in the wall surrounding the U.N.'s attempts to put the scandal behind it, but now comes word that Parton has retained counsel, and that Volcker commission lawyers will attempt to block any congressional testimony by Parton or Duncan.
