p>Thanks to Ralph Reiland for the numbers that back up my suspicions, and no thanks to Tom Ridge and a Republican legislature for their endless parade of new programs in a decade of squandered opportunity. They were holding all the cards but misplayed them terribly. Ridge is gone, having risen far above his level of incompetence, but sadly the full-time legislators remain.
